In a bold move to ensure the sustainable development of villages that have suffered from neglect, the coalition government is launching a special initiative named “Swarn Gram Panchayat.” This program is set to focus on four major areas of rural development, aiming to revitalize village panchayats across the state. On Friday, simultaneous Grama Sabhas will be held in 13,326 village panchayats, marking the beginning of this ambitious plan.
Chief Minister Chandrababu Naidu will attend the Grama Sabha in Vanapalli, Konaseema district, while Deputy Chief Minister Pawan Kalyan will be present at the Grama Sabha in Mysuruvaripalle, Railway Koduru mandal, Annamayya district. The discussions, led by the village sarpanch, will focus on the four key areas of development identified by the government.
Revamping Rural Employment Guarantee Scheme
The government is introducing a new approach to the National Rural Employment Guarantee Scheme (NREGS), which is pivotal for rural development. The plan is to involve the entire community in the development work scheduled between September 2024 and March 2025. The government aims to provide 100 days of employment to every job card-holding family and ensure that material funds are effectively used for village development.
Through Grama Sabhas, the government intends to raise awareness about the NREGS, preventing any misuse of funds. The past five years have seen a decline in the implementation of the scheme, with significant irregularities in providing work to laborers and the use of material funds.

Ambitious Proposals for the Next Seven Months
The government has laid out an extensive plan to be executed over the next seven months in Naregal, which includes:
- Cement Roads: Construction of 2,000 kilometers of cement roads.
- Cement Canals: Development of 1,000 kilometers of cement canals.
- Tar Roads: Building 750 kilometers of tar roads.
- Metal Roads: Laying 500 kilometers of metal roads.
- Irrigation Tanks: Excavation of 60,000 irrigation tanks.
- Village Ponds: Creation of 25,000 village ponds.
- Workdays for Laborers: Provision of 90 million workdays for laborers.

Deputy Chief Minister Pawan Kalyan elaborated on the comprehensive plan to provide employment to 54 lakh families by generating 9 crore working days under the MGNREGS. The initiative will be carried out under the joint management of the Panchayat Raj and Rural Development departments. Reflecting on Andhra Pradesh’s historical leadership in local governance, he noted that the state was among the pioneers in establishing the Panchayat system nearly three decades ago.
Kalyan highlighted that a survey on water conditions in the panchayats is already underway, covering 22 lakh households so far. The insights gained from this survey will guide the state government in addressing water issues with a targeted approach, ensuring sustainable water management in rural areas.
Revitalizing Panchayats for Self-Reliance
Emphasizing the need for self-reliant panchayats, Pawan Kalyan called for collective responsibility in strengthening these local institutions, echoing Mahatma Gandhi’s vision of village autonomy. He lamented the weakening of Panchayats over the past five years, attributing it to poor policy decisions. He cited a significant drop in panchayat income, from Rs 240 crore during the 2014-2019 period to Rs 170 crore between 2019-2023, despite receiving NREGA funds amounting to Rs 40,579 crore.
To reverse this decline, Kalyan proposed a strategy to recognize and leverage the unique attributes of each panchayat to generate revenue. He pointed out examples such as the famous flowers of Anandapuram, the unique Araku coffee, and the traditional handicrafts from various districts like Mangalagiri, Lepakshi, Vetapalem, Chilakalapudi, and Kondapalli. By identifying and promoting these distinctive products, the panchayats can create wealth through exports of manufactured goods and foodstuffs.
Promoting Inclusivity and Participation in Gram Sabhas
Pawan Kalyan stressed the importance of inclusive participation in the upcoming Gram Sabhas, particularly urging the involvement of youth and women in the panchayat activities. He emphasized that women’s participation is crucial for the success of these local governance meetings, as it ensures that the decisions made reflect the needs and aspirations of the entire community.
Ensuring Accountability and Transparency in Governance
Collector P Prasanthi underscored that the Gram Sabhas scheduled for August 23 symbolize a commitment to accountability and transparent governance. She highlighted the revival of village panchayats as central to this initiative. In a coordination meeting with department officials, held on Thursday at the Collectorate, she stressed the importance of active participation from public representatives, citizens, and employees to ensure the success of these meetings.
Prasanthi instructed that the Gram Sabhas should be conducted simultaneously across all 300 village panchayats in the district, under the supervision of special officers appointed to each village. The state government has mandated that these meetings follow the ‘Swarna Gram Panchayat’ model, which aims to strengthen local governance through focused discussions on key issues such as water supply, basic infrastructure, sewage systems, street lighting, CC roads, and solid waste management.

During the Gram Sabhas, significant attention will be given to infrastructure development, including the construction of link roads and the provision of essential facilities in the villages. District Panchayat Officer D Rambabu, RWS SE D Balashankara Rao, and Panchayati Raj AC MD Alimulla, who attended the meeting, expressed their commitment to ensuring that the Gram Sabhas lead to actionable outcomes that will benefit the rural communities.
