In light of the government’s efforts to streamline the delivery of services, benefits, and subsidies through Aadhaar, it is essential to understand the role and responsibilities of Anganwadi teachers and helpers under the Integrated Child Development Services (ICDS) Scheme. This flagship program is administered by the Department for Women, Children, Disabled & Senior Citizens in the state of Telangana, through the Women Development & Child Welfare Department.

Providing Essential Services

Under the ICDS Scheme, Anganwadi centers play a crucial role in providing essential services to pregnant and lactating women, which include:

  1. Supplementary Nutrition (Arogyalakshmi): Anganwadi centers offer one full meal with improved nutritive values to pregnant and lactating women, promoting their overall health.
  2. Immunization: Ensuring that children receive timely vaccinations to protect them from preventable diseases.
  3. Health Check-up: Regular health check-ups are conducted to monitor the well-being of both mothers and children.
  4. Referral Services: In cases where medical attention is needed, Anganwadi centers provide referrals to healthcare facilities.

Implementation of Aadhaar Requirements

In accordance with the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits, and Services) Act, 2016, the government of Telangana has introduced certain requirements for individuals eligible for benefits under the ICDS Scheme:

  1. Mandatory Aadhaar Number: Individuals eligible for benefits under the Scheme must provide proof of possessing an Aadhaar number or undergo Aadhaar authentication.
  2. Aadhaar Enrollment: Those who do not possess an Aadhaar number or have not yet enrolled for Aadhaar must apply for Aadhaar enrollment. They can visit any Aadhaar enrollment center for this purpose.
  3. Aadhaar Enrollment Facilities: The Department, through its Implementing Agency, is responsible for offering Aadhaar enrollment facilities to beneficiaries who are not yet enrolled. If no Aadhaar enrollment center is available in a specific area, the Department should coordinate with existing UIDAI Registrars or establish Aadhaar enrollment facilities.
  4. Temporary Document Verification: Until an individual is assigned an Aadhaar number, benefits under the Scheme will be provided to them upon the production of certain documents, such as Aadhaar Enrolment Identification slip and other valid identification documents as specified by the Department.

Ensuring Awareness and Accessibility

To ensure that beneficiaries are aware of these requirements and can access the benefits conveniently, the Department through its Implementing Agency is responsible for:

  • Conducting widespread publicity through various media channels to inform beneficiaries about the Aadhaar requirements.

Remedial Mechanisms for Aadhaar Authentication Failures

In cases where Aadhaar authentication fails due to various reasons, the Department has established remedial mechanisms:

  • For poor fingerprint quality, iris scan or face authentication may be used.
  • If biometric authentication is not successful, Aadhaar One-Time Password (OTP) or Time-based OTP may be offered.
  • In cases where biometric or OTP authentication is not possible, benefits may be provided based on the physical Aadhaar letter, verified through the QR code printed on the letter.

Exception Handling Mechanism

To ensure that genuine beneficiaries are not deprived of their due benefits, the Department follows the exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet Secretariat, Government of India, dated 19th December 2017.

In conclusion, Anganwadi teachers and helpers play a vital role in implementing the ICDS Scheme, especially in the context of Aadhaar authentication. Their responsibilities include ensuring that beneficiaries are aware of the requirements and facilitating the delivery of benefits efficiently while addressing authentication challenges through established mechanisms.
