Telangana Revenue Sub Ordinate Service Rules 2024 Updated

In July 2024, the Government of Telangana issued new regulations for the Telangana Revenue Sub-Ordinate Service. These Special Rules aim to streamline the recruitment, appointment, and management of the Naib Tahsildars and other related positions. This article will delve into the key aspects of these regulations, including their objectives, the structure of the service, recruitment methods, qualifications, training, and more.

Overview of the New Telangana Revenue Sub-Ordinate Service Rules

Introduction to the 2024 Rules

The Telangana Revenue Sub-Ordinate Service Rules 2024 were established under the authority granted by Article 309 of the Indian Constitution. These rules replace the earlier ones set in 1992 under G.O.Ms.No. 990. They are intended to ensure a more efficient and effective management system for the Naib Tahsildars and related positions across Telangana.

Purpose and Implementation

These rules focus on the organization, recruitment, and promotion of Naib Tahsildars, aiming to create a structured career path within the Telangana Revenue Sub-Ordinate Service. The regulations will be enforced upon publication in the official Telangana Gazette, marking the start of a new era in the management of revenue services within the state.

Structure and Organization of the Service

Categories Within the Service

The Telangana State Revenue Sub-Ordinate Service consists of various roles, primarily the Naib Tahsildars, who were previously known as Deputy Tahsildars. This category also includes Special Naib Tahsildars involved in settlement duties and other special tasks. Additionally, Superintendents in the offices of Collectors and Revenue Divisional Offices, who hold the rank of Naib Tahsildars, are included under these regulations.

Method of Appointment

Appointments to these positions are made through two primary methods:

  1. Direct Recruitment: This is open to qualified individuals from the general public.
  2. Appointment by Transfer: This involves the promotion of Senior Assistants within the Telangana State Ministerial Service, specifically those employed in each Zone of the Revenue Department.

The Chief Commissioner of Land Administration, serving as the Head of the Department, acts as the appointing authority.

Recruitment Quotas

The distribution of appointments is structured to ensure a balance between direct recruitment and promotions. Thirty percent of the positions are reserved for direct recruitment, while the remaining seventy percent are filled through transfers and promotions. If vacancies arise, they will be filled by eligible candidates from the specified category only.

Qualifications and Eligibility Criteria

Educational Requirements

For direct recruitment as a Naib Tahsildar, candidates must possess a degree from any recognized university in India. This ensures that all entrants have a solid educational foundation relevant to their responsibilities.

Age Limitations

Candidates must not exceed the age of 34 as of July 1st in the year of the recruitment notification. This age restriction helps in maintaining a young and dynamic workforce within the department.

Additional Qualifications for Transfer

Candidates considered for transfer must have passed specific departmental tests, including:

  • Revenue Test Parts I, II, and III
  • Civil Judicial Test Part II
  • Criminal Judicial Test
  • Indian Evidence Act
  • Accounts Test for Sub-ordinate Officers Part I

Holders of an LL.B. or B.L. degree from a recognized university or those who have passed the Bar Council Examination conducted by the Telangana Bar Council are exempt from certain tests included in the LL.B./B.L. syllabus.

Minimum Service Requirements

Candidates eligible for transfer must be approved probationers with at least four years of service as Senior Assistants, with two of those years as Revenue Inspectors. Service as Special Revenue Inspector can be considered to fulfill part of this requirement.

Probation, Training, and Testing

Probation Period

  • Direct Recruits: Must complete a two-year probation within a continuous three-year period.
  • Transfer Appointments: Require a one-year probation within a continuous two-year period.

Mandatory Training

  • Direct Recruits: Undergo a one-year training program immediately after appointment.
  • Transfer Appointments: Must complete a six-month training period.

Training programs are designed and updated by the Commissioner of Land Administration. Direct recruits must sign a bond to serve for three years post-training or refund training costs if they leave prematurely.

Testing Requirements

During the probation period, direct recruits must pass the following tests to confirm their appointments:

  • Revenue Test Parts I, II, and III
  • Civil Judicial Test Part II
  • Criminal Judicial Test
  • Indian Evidence Act
  • Accounts Test for Sub-ordinate Officers Part I

Zones and Units of Appointment

Telangana is divided into seven zones for the purposes of appointment, seniority, and other administrative processes:

  • Zone I: Kaleshwaram – Kumurambheem-Asifabad, Mancherial, Peddapalli, Jayashankar-Bhupalpalli, and Mulugu Districts.
  • Zone II: Basara – Adilabad, Nirmal, Nizamabad, and Jagitial Districts.

Transfers and postings within a zone are managed by the Chief Commissioner of Land Administration. However, district collectors have the authority to make transfers and postings of Naib Tahsildars within their respective districts when necessary.

Conclusion

The Telangana Revenue Sub-Ordinate Service Rules 2024 provide a comprehensive framework for the recruitment, training, and management of Naib Tahsildars in the state. These rules aim to enhance the efficiency and effectiveness of revenue administration through clear guidelines and structured processes. By focusing on merit-based appointments and rigorous training, the government seeks to strengthen the capacity of the revenue service and better serve the people of Telangana.
