Hyderabad to HYDRA The Urban Telangana Region is on the cusp of a significant transformation with the launch of the HYDRA initiative. This ambitious project, spearheaded by Chief Minister A. Revanth Reddy, aims to revolutionize urban management and disaster response within the city. The HYDRA (Hyderabad Disaster Response and Assets Monitoring and Protection) system is set to cover an extensive 2,000 square kilometers, encompassing the Greater Hyderabad Municipal Corporation (GHMC) limits, 27 surrounding municipalities, and 33 gram panchayats up to the Outer Ring Road (ORR).

HYDRA: An Integrated System for Urban Protection

The Chief Minister has emphasized the importance of creating a robust framework for the HYDRA initiative. This system is designed to protect government properties and natural resources, such as lakes, ponds, and nalas, from encroachments and illegal activities. The directive includes the removal of unauthorized constructions and hoardings, ensuring compliance with regulations.

Key Objectives of HYDRA

  1. Disaster Management: The primary function of HYDRA is to provide an efficient response to natural and man-made disasters. This includes coordination with various municipal and state departments to ensure swift and effective action during emergencies.
  2. Asset Protection: Safeguarding government properties is a critical aspect of HYDRA. The initiative aims to prevent unauthorized encroachments and protect public lands and water bodies from illegal occupation and misuse.
  3. Urban Management: The initiative also focuses on the removal of illegal advertisements, hoardings, and flexies within the GHMC jurisdiction. Traffic management, drinking water supply, and electricity distribution are other key areas where HYDRA will play a vital role.

Implementation Strategy and Coordination

To implement HYDRA effectively, a comprehensive study is underway to finalize the modalities. The Chief Minister has instructed officials to prepare a detailed draft proposal before the upcoming Assembly session. This proposal will outline the staffing requirements, the need for deputation from various departments, and the allocation of special funds if necessary.

Inter-Departmental Coordination

Effective implementation of HYDRA requires seamless coordination among multiple departments. The Chief Minister has proposed the development of a coordination mechanism involving the GHMC, Water Board, vigilance, energy, law and order, and traffic wings of the police. Review and Reorganization

The existing Enforcement Vigilance and Disaster Management department will be reorganized to align with the goals of HYDRA. This restructuring will enhance the department’s capacity to manage urban challenges effectively and respond to disasters promptly.

High-Level Review Meetings

The Chief Minister conducted a high-level review meeting to discuss the formation of HYDRA and finalize the operational modalities. Attendees included Chief Secretary A. Santhi Kumari, municipal administration secretary Dana Kishore, GHMC commissioner Amrapali Kata, GHMC EV&DM commissioner A.V. Ranganath, CMO principal secretary V. Seshadri, and CM special secretary Ajith Reddy.
