With backing from influential authorities, the private developer Salarpuria Sattva group secured a lucrative deal, obtaining 75% of the total built-up space and bearing no responsibility for creating the animation and gaming infrastructure, the very purpose of the Image Towers project. Controversial Agreement and its Implications Salarpuria Sattva was also granted the freedom to sell or lease its share of built-up space to companies outside the animation, visual effects, gaming, and comics (AVGC) sector, like any other commercial office space developer. The entire cost of developing the AVGC infrastructure, amounting to crores of rupees, was to be borne by the state government under the BRS-era agreement. Documents obtained by the Deccan Chronicle revealed that Jayesh Ranjan, the Principal Secretary of Information Technology and Industries, approved modifications to the joint development agreement (JDA) between the government agency TSIIC (TS Industrial Infrastructure Corporation) and Moonlike Construction Pvt Ltd, a 100% subsidiary of Salarpuria Sattva group, despite certain clauses having financial implications.
