TTD Considers Aadhaar Linking to Prevent Middlemen: Enhancing Service Transparency The Tirumala Tirupati Devasthanams (TTD) is exploring the potential of integrating Aadhaar linking in its online services to effectively eliminate middlemen and enhance service transparency. Streamlining Services with Aadhaar Linking The TTD provides various services to devotees through its online portal and mobile app, such as Tirumala darshan bookings, accommodation reservations, paid sevas, and voluntary services under the ‘Srivari Seva’ program. Despite leveraging advanced IT applications, the issue of middlemen persists, prompting TTD to consider Aadhaar linking as a solution. During a recent meeting with representatives from the Unique Identification Authority of India (UIDAI), Tata Consultancy Services (TCS), Jio, and TTD’s IT department, Executive Officer (EO) J. Syamala Rao emphasized the need to address the middlemen problem. He suggested that experts explore the feasibility of integrating Aadhaar to verify the identities of devotees through biometric verification. UIDAI officials presented a comprehensive plan on how Aadhaar can be linked with TTD’s online services to ensure authenticity and prevent manipulation. Enhancing Laddu Prasadam Quality In another meeting held at the TTD administrative building, Mr. Syamala Rao discussed strategies to improve the quality of laddu prasadam (Sri Vari Laddu) distributed to devotees. He emphasized using the finest quality ghee and conducting rigorous quality tests to maintain high standards. Discussions with dairy experts focused on modern food safety trends and ways to elevate TTD’s quality testing procedures. Dairy experts Vijay Bhaskar Reddy and Suresh Reddy, along with other officials, detailed the process of producing quality ghee according to SSI standards and the parameters set by TTD in compliance with the Food Safety Authority of India regulations. Mr. Syamala Rao instructed the officials to submit a detailed report on the necessary precautions in ghee procurement and the tests required to ensure its quality. Addressing Middlemen and Enhancing Service Integrity The TTD's primary focus is to eradicate the middlemen system in Tirumala. This initiative includes several revolutionary measures to tackle issues like duplication of darshan tickets, creation of fake websites, and manipulation of online applications. As part of this effort, TTD has preliminarily decided to link all online services to Aadhaar, aiming to enhance transparency and eliminate the middlemen network. Currently, devotees can book services such as darshan tickets, accommodation, paid sevas, and Srivari Seva through TTD’s online platform. Linking these services to Aadhaar will not only ensure transparency but also help in eradicating the middlemen menace. EO J. Syamala Rao directed the officials to assess the feasibility and implement Aadhaar linking to streamline and secure the online service processes. Collaborative Efforts for Enhanced Transparency Joint Executive Officer (JEO) Sri Gouthami, S.V. Goshala director Sri Harinath Reddy, and GM (Purchases) Sri Murali Krishna, along with other key officials, participated in the discussions. The collaborative efforts aim to adopt the best practices and integrate Aadhaar linking for improved service delivery and transparency. The introduction of Aadhaar linking in TTD’s online services marks a significant step towards ensuring that the benefits of the services reach the genuine devotees, eliminating any third-party interference, and maintaining the integrity of the processes. Special Administrators to Govern Mandal and District Parishads The stage is set for special administrators to take charge of Mandal and District Parishads in the state, similar to the governance structure of Gram Panchayats. With the terms of Mandal Parishad Presidents (MPPs) and Zilla Parishad Chairpersons ending on July 3 and 4, special administrators are poised to be appointed in their place. Collectors and District-Level Officials to Take Over The state government is preparing to issue orders within a day or two, appointing district collectors as special administrators for Zilla Parishads and district-level officials for Mandal Parishads. In May 2019, elections were held for 539 Zilla Parishad Territorial Constituencies (ZPTCs) and 5,817 Mandal Parishad Territorial Constituencies (MPTCs). Administrative bodies for Mandal Parishads were established on July 3 of the same year, with the election of presidents, vice-presidents, and members. On July 4, 28 Zilla Parishads saw the swearing-in of their chairpersons, vice-chairpersons, and members, followed by similar ceremonies for Mulugu, Mahabubabad, Khammam, and Bhadradri Kothagudem Zilla Parishads on August 7. Government Delays Elections, Opts for Special Administrators Due to issues related to BC reservations, the state government has already postponed Gram Panchayat elections. Now, it has decided to delay the elections for ZPTCs, MPTCs, Zilla Parishad Chairpersons, and MPPs, opting instead to appoint special administrators. The Panchayat Raj and Rural Development Department has prepared a list, which has been sent to the state government for approval. Once approved, orders will be issued, and district-level officials will assume their roles as special administrators for Mandal Parishads starting July 4. District collectors will take over as special administrators for 28 Zilla Parishads on July 5 and for the Zilla Parishads of Mulugu, Mahabubabad, Khammam, and Bhadradri Kothagudem on August 7. Teacher Allocation Reforms in Government Primary Schools: Key Changes and Implications Introduction: Enhancing Teacher-Student Ratios in Primary Education The government has introduced a new policy to improve teacher-student ratios in primary schools. Under this policy, schools with more than 10 students will have two teachers, and those with over 41 students will have three teachers. Rationale Behind Teacher Allocation Adjustments The recent decision by the Department of School Education aims to align teacher assignments with student numbers. This partial implementation of rationalization reflects a significant shift from previous guidelines issued in 2015 and 2021, which stipulated different thresholds for teacher allocation based on student numbers. Previously, two teachers were assigned only if there were more than 19 students, but the new policy lowers this threshold to benefit students more effectively. Detailed Allocation Criteria Based on Student Numbers The state government issued GO 17 in 2015 and GO 25 in 2021 to structure teacher allocations based on student numbers: 0-19 students: 1 teacher 20-60 students: 2 teachers 61-90 students: 3 teachers 91-120 students: 4 teachers 121-150 students: 5 teachers 151-200 students: 6 teachers 201-240 students: 7 teachers 241-280 students: 8 teachers 361-400 students: 11 teachers In practice, however, these allocations were not always implemented effectively at the ground level. Implementation of the New Transfer Policy The state is currently undertaking a comprehensive transfer process for Secondary Grade Teachers (SGTs). This process follows the rationalization guidelines but also addresses disparities between student populations and teacher availability. The revised policy stipulates: 1-10 students: 1 teacher 11-40 students: 2 teachers 41-60 students: 3 teachers For schools with more than 60 students, additional vacancies have been identified to ensure adequate teacher presence. Addressing Disparities and Ensuring Effective Implementation The Department of School Education Commissioner, Sridevasena, clarified that the new policy aims to rectify imbalances where some schools have students but no teachers, and vice versa. For instance, if a school currently has 10 students and two teachers, only one vacancy will be shown. Conversely, if a school with 11 students has only one teacher, a second teacher will be allocated. Concerns from Teacher Associations Despite the policy's intentions, some teacher associations express dissatisfaction. They argue that all vacancies should be displayed, as was the case previously. Jaddi Rajanna, the President of the SC and ST Teacher Federation, voiced concerns about the lack of increased vacancies in schools with higher student numbers. The Chief Minister's Office, however, stated that the revised transfer process is designed to deliver quality education by revising existing regulations.
