GO 25 Telangana Gruhalakshmi Scheme Guidelines, Dated 21 June 2023, The Managing Director, Telangana State Housing Corporation Limited, Hyderabad in her letters has stated that Government has made a budget provision of Rs.12,000 crore under Scheme Expenditure (R2) for the FY 2023-24 under the sub-head of Weaker Section Housing program (WSHP), out of which an amount of Rs.7,50 crore was allotted to New Housing Programme in Own Sites of Beneficiaries under beneficiary participation (Beneficiary Led Construction-BLC). Out of Rs.7,350 Crs allocated for a new housing programme in own sites, Rs.3450.00 crore was earmarked for Urban Housing (State) and Rs.3900.00 crore was earmarked for Rural Housing (State) BLC during the Financial Year 2023-24 under Scheme expenditure.

The MD, TSHCL has therefore, proposed to implement the New Housing Scheme for the construction of houses in their own sites in BLC (Beneficiary Led Construction) mode by providing financial assistance of Rs.3,00,000/- to each beneficiary and to construct 4,00,000 houses under the new scheme, with not less than 3,000 houses in every Assembly Constituency arid requested to issue suitable orders for commencement of proposed new housing scheme in own sites of beneficiaries under BLC mode and also to issue scheme implementation guidelines.

Government after careful examination of the matter, hereby commence the New Housing Scheme for construction of houses in own sites under Beneficiary Led Construction (BLC) mode named as Gruhalakshmi Scheme in the State of Telangana with a sanction of 3000 houses per Assembly Constituency and a state reserve of 43,000 totaling to 4,00,000 houses with financial assistance of Rs. 3 lakh per house as 100% subsidy with an aim to provide dignified living to poor families in the State. Accordingly, the following guidelines are issued for implementation of said programme by the District Collectors In the Districts and Commissioner, GHMC in the GHMC area.

Telangana Gruhalakshmi Scheme Overview

1. The house shall be sanctioned in the name of woman/widower.
2. The beneficiary is permitted to adopt his own type of design.
3. 2 Room house with RCC framed structure shall be constructed along with a toilet.
4. The Gruhalakshmi logo as approved by the Government shall be fixed on the houses sanctioned under this scheme.

Telangana Gruhalakshmi Scheme Eligibility

1. The beneficiary or any of the family members should have valid food security card (FSC).
2. The beneficiary should have house site.
3. The beneficiary should be a resident of the village/ULB(to be ascertained with voter ID/Aadhar)

Telangana Gruhalakshmi Scheme Guidelines Exclusion Criteria

1. If already have a house with RCC roof.
2. If the applicant or his/her family member is benefitted under G.O.Ms.No.59,Revenue  (Assignment—I)  Department,
   dt.30.12.2014.

Telangana Gruhalakshmi Target Group

The following SC/ST/BC/Minorities Caste composition shall be adhered to in selection of beneficiaries in each Assembly Constituency. SC- not less than 20%, ST- not less than 10⁰/0, BCs and Minorities — not less than 50%.

Telangana Gruhalakshmi Scheme Sanction of houses

1. The District Collector will receive applications from public and public representatives.
2. The applications will be scrutinized for eligibility and list of eligible applicants will be finalized by the District Collector.
3. The Government i.e. District In-charge Minister will sanction houses in a phased manner.
4. Balance-eligible applicants over and above sanctioned houses will be declared as Permanent Wait List (PWL) for that village/Ward, which will be considered in future sanctions.

. Monitoring of the Gruhalakshmi Scheme

1. The District Collector will be the nodal officer for Gruhalakshmi in districts.
2. In GHMC area, Commissioner, GHMC will be the Nodal officer for Gruhalakshmi Scheme.
3. Field inspections and uploading of bills shall be done by the officials identified by the District Collectors/Commissioner, GHMC as Maker at Village/Ward level and Checker at Mandal/Circle level.
4. The District Collector/Commissioner, GHMC will act as approver for making stage wise payments.
5. After approval by the District Collector/Commissioner, GHMC payments will be released from State Nodal account to beneficiary’s account directly.

Gruhalakshmi Portal

1. A separate Gruhalakshmi portal and Mobile application shall be developed for implementation of the scheme by the Managing Director, TSHCL with the coordination of Centre for Good Governance (CGG).
2. Start to End processes shall be done through online portal only.
3. Uploading of photos with Geographical coordinates with date and time stamps in 3 stages of the houses i.e. Basement Level, Roof laid stage and Completion stage shall be done.

Telangana Gruhalakshmi Scheme Payment to beneficiaries

1. Rs.3.00 lakhs financial assistance as 100./0 subsidy will be extended to the beneficiary.
2. Payments will be made in 3 Stages 0 Rs.1 lakh per stage i.e. Basement Level stage, Roof Laid stage and Completion stage.
3. A separate bank account shall be opened in the name of woman beneficiary / widower and 3andhan account shall not be utilized for this purpose due to transaction limits.

Monitoring

1. The Managing Director, TSHCL shall monitor the scheme at state level and report to Government.
2. The Managing Director, TSHCL is authorized to issue necessary operational guidelines for execution of Gruhalakshmi scheme from time to time and also explore the possibility of dovetailing the Gruhalakshmi scheme with GoI housing schemes.
