In a pioneering move, the Education Department has decided to introduce a Minor Degree in Banking, Financial Services, and Insurance (BFSI) within engineering programs. This initiative will offer engineering students a new specialization and aims to cater to the increasing demand in the BFSI sector. To streamline operations, the department plans to conduct BFSI classes through a cluster-based approach, optimizing resources by consolidating students from nearby engineering colleges to specific “cluster colleges” for physical classes. The University Grants Commission (UGC) has granted autonomous status to 21 public and private engineering institutions that will offer this course. The registration process for eligible students is expected to begin soon. In addition to in-person classes, some modules will be available online to provide flexibility. This program is the first of its kind in India, where BFSI is offered as a minor degree in engineering. Program Rollout and Structure Chief Minister Revanth Reddy officially launched this BFSI course as a minor degree option last September. Initially, the program will target third-year Bachelor of Technology (B.Tech) students and will span four semesters. Undergraduate students will also have the opportunity to participate in the BFSI program starting in their first year. Recently, the Higher Education Council Secretary, Prof. Sriram Venkatesh, announced an "accelerated program" for fourth-year B.Tech students, ensuring they, too, benefit from this training. Objectives of the Telangana Caste Census The main objective of the Telangana Caste Census is to obtain accurate data on the caste composition across the state. This information will aid the government in planning and resource allocation to better serve diverse communities. To achieve this, the state is deploying various government employees, including school teachers, administrative staff, and other local officials, to assist in data collection. Staffing Strategy and Allocation of Resources The Government of Telangana has outlined a staffing plan to ensure a smooth and efficient census process. A total of 80,000 employees, including MROs, MDOs, MPOs, ASHA, and Anganwadi workers, will contribute to the survey. To address a staffing shortage, teachers will also participate, although they have been assigned as a last preference to avoid disruption to teaching activities. Involvement of School Teachers and Headmasters Among the school personnel, the government has allocated the services of: 36,559 Secondary Grade Teachers (SGTs) and 3,414 Primary School Headmasters (PSHMs) from primary schools across Telangana. In addition, 6,256 Mandal Resource Center (MRC) staff and approximately 2,000 ministerial staff, including typists, record assistants, and junior and senior assistants from government and aided schools, will also take part in the census. Adjusted School Timings to Accommodate Survey Duties To accommodate the participation of primary school teachers and headmasters in the census, the government has modified school timings. Primary schools, including government, LB, and aided schools, will operate on a half-day schedule from 9:00 AM to 1:00 PM during the census period. Students will be dismissed after the Mid-Day Meal, allowing teachers to transition to census duties in the afternoon. Exemptions for Upper Primary and High School Teachers Secondary Grade Teachers working in upper primary and high schools are exempted from the census duties to ensure these institutions continue to operate on a regular schedule. This exemption aims to minimize disruption to older students’ academic schedules while maintaining adequate staff levels at these schools. Detailed Responsibilities of Drafted Staff All assigned personnel, including primary school teachers and MRC staff, are expected to work closely with the Planning Department to fulfill their census duties. Staff are instructed to attend to their enumeration responsibilities for the full day on holidays to ensure the census progresses on schedule. Remuneration and Compensation The Planning Department will handle remuneration for all staff participating in the census. Payments will be made according to the government’s norms, compensating individuals for their efforts outside of regular school hours and on public holidays. Implementation and Oversight The Principal Secretary to the Government, Mr. B. Venkatesham, has issued a memo requesting the Director of School Education in Telangana to take the necessary actions to implement these adjustments. Additionally, the directive has been forwarded to district collectors and the Secretary of the Planning Department to ensure state-wide compliance and coordination. Specifically, 92.3% of individuals in this age group have access to smartphones, which they actively use. This statistic is slightly higher in urban areas (94.5%) compared to rural regions (90.7%). Debt Levels Exceed National Average Despite high smartphone adoption, the survey reveals concerning levels of debt among Telangana residents. About 42.4% of individuals aged 18 and older are reported to be in debt, a figure significantly higher than the national average. This financial strain is especially prominent in rural areas, where more people rely on loans to meet urgent needs but often struggle to repay due to limited income sources. Health Expenses Add Financial Burden Health expenditures are another area of financial stress. The survey reports that one in four families has had at least one member hospitalized in the past year. Medical costs in Telangana surpass the national average, with each rural household spending an average of ₹5,088 on hospital visits, while urban households spend around ₹5,648. This figure contrasts with the national average hospital expenditure of ₹4,496 per family. For outpatient medical services, rural families spend an average of ₹642, and urban families, ₹655. These figures indicate that healthcare costs pose a substantial burden on the majority of households in Telangana. Literacy and Banking Access in Telangana The survey also highlights high literacy levels among Telangana’s youth. In the 15-24 age group, 99.2% of males and 98.3% of females possess basic reading, writing, and arithmetic skills. These rates are slightly higher than the national averages of 97.8% for males and 95.9% for females. Additionally, 97.5% of individuals aged 18 and above have either personal or joint bank accounts, with the figure slightly higher in rural (98%) compared to urban areas (96.9%). School Enrollment Rates and Education The report shows a strong commitment to primary education in Telangana. Among children aged 6-10, 94% are enrolled in school, with a slightly higher rate in rural areas (94.9%) compared to urban areas (93.4%). The enrollment of girls (94.5%) marginally surpasses that of boys (94.1%). For those between 21-35 years, approximately 66.3% of youth have pursued science and technology courses, reflecting a strong inclination toward technical education. Women in rural areas are more likely to be enrolled in these courses, while men dominate the enrollment in urban settings. Internet Skills and Usage Internet usage is widespread, yet digital literacy remains limited. While 72.8% of Telangana residents rely on the internet for information, only 64.8% have internet proficiency. Rural areas see fewer proficient users (54.8%) compared to urban areas (78.9%). Additionally, skills related to electronic messaging and online banking are relatively low, with only 39.4% of the population able to perform these tasks. Women, in particular, are less likely to possess these skills. Household Access to Communication and Technology According to the survey, 93% of households in Telangana have mobile phones, although only 13.7% own computers or laptops. Despite high mobile penetration, Telangana’s computer access rates are lower than the national average, highlighting a gap in digital infrastructure that may impact long-term technological advancement in rural and urban areas alike.
