Members: Director, Health and Family Welfare Department Commissioner/Director, Panchayat Raj Department Director, Municipal Administration, Telangana Two representatives of the Animal Welfare Board of India (Dr. Manilal Valliayte and Dr. S.K.Dutta) Two representatives of the State Animal Welfare Board Representative of the Indian Veterinary Association, Telangana State Chapter President, State Veterinary Council of Telangana Commissioner, GHMC, Hyderabad Commissioner, GWMC, Warangal Representatives from at least two Municipal Councils Representatives from at least two Panchayats Officer-in-Charge of the Telangana State Animal Welfare Board (also serving as the Member Secretary and nodal officer for program implementation) Responsibilities of the State Committee The State Animal Birth Control Implementation and Monitoring Committee is entrusted with several key responsibilities to ensure the success of the ABC-AR program: Establish Local Monitoring Committees: Set up Animal Birth Control Monitoring Committees at local authority levels as required by the Animal Birth Control Rules. Develop a Comprehensive Plan: Create a detailed district-wise plan that includes infrastructure, budget, and dog population management strategies for urban and rural areas. Enlist Implementing Agencies: Identify and enlist agencies with the necessary training and experience, recognized by the Animal Welfare Board of India, to execute the ABC program according to the District and State Action Plan. Ensure Infrastructure and Funding: Ensure that necessary infrastructure and funding (including facilities, ambulances, equipment, and manpower) are available to the implementing agencies from local authorities. Monitor Program Implementation: Oversee the overall implementation of the ABC program across the state, including responding to complaints and taking appropriate action regarding any violations or cruelty to animals. Inspection and Compliance: Conduct inspections based on complaints and ensure compliance with the Animal Birth Control Rules, taking necessary actions against any violations. Formation of the Local Animal Birth Control Monitoring Committee To facilitate the on-ground implementation of the ABC-AR program, the government has also constituted the Local Animal Birth Control Monitoring Committees with the following members: Chairman: Municipal Commissioner or Executive Officer of the local authority. Members: Representative of the Health and Family Welfare Department of the District Representative of the Animal Husbandry Department of the nearby Block or District Jurisdictional veterinary doctor Representative of the district Society for Prevention of Cruelty to Animals Responsibilities of the Local Committee The Local Animal Birth Control Monitoring Committees are responsible for ensuring the effective implementation of the ABC program and managing dog population control as per the established rules. Their key functions include: Issue Instructions: Provide guidelines for catching, transportation, sheltering, sterilization, vaccination, treatment, and release of dogs. Authorize Euthanasia: Permit euthanasia of critically ill, fatally injured, or rabid dogs through a sub-committee, ensuring humane methods and proper documentation. Create Public Awareness: Promote public awareness and seek cooperation and funding for the program. Provide Guidelines for Pet Owners: Offer guidelines to pet dog owners and commercial breeders periodically. Monitor Dog Bite Cases: Track and analyze dog bite incidents, collecting data on the circumstances and location of bites. Conduct Dog Census: Estimate the dog population within territorial limits by conducting a census as advised by the Animal Welfare Board of India. Develop Necessary Infrastructure: Ensure the development of necessary infrastructure to carry out the ABC program, including preparing detailed project reports and coordinating with the state government.
