District Minister Thummala Nageswara Rao has shown special interest in the project's construction, emphasizing its importance for the region's agricultural future. Khammam's Dream Project Often referred to as the dream project of Khammam district, the Sitarama Project has been a long-cherished aspiration for the local populace. Although initial attempts by the TDP to realize such a project were hindered by funding issues, the foundation was laid after Thummala Nageswara Rao joined KCR’s cabinet. Foundation and Vision Despite Thummala losing the 2014 elections following the formation of Telangana, he secured a ministerial position. Recognizing the critical need for irrigation projects to cultivate green fields in the unified Khammam district, Thummala utilized his experience to initiate the Sitarama Project, aiming to lift Godavari waters. Strategic Planning for Water Distribution Proposals were prepared to distribute Godavari waters across ten constituencies in the unified Khammam district. Chief Minister KCR, determined to irrigate 1 million acres in Telangana, approved Thummala's proposals and named the project after the revered location of Bhadrachalam, calling it the "Sitarama Project." KCR Lays the Foundation On February 16, 2016, then-Chief Minister KCR laid the foundation stone for the Sitarama Project. Designed to channel 70 TMC of water from the Godavari River via the Dummugudem barrage to Bhadrachalam, Khammam, and Mahabubabad districts, the project aims to irrigate 700,000 acres. Construction Progress and Challenges The construction of the Seetamma Sagar barrage, with a capacity of 36 TMC, is ongoing. To store lifted Godavari waters, reservoirs are being constructed. However, despite seven years since the project's foundation, it remains incomplete. Accelerating the Work Thummala, now a minister in Revanth Reddy's cabinet, has intensified focus on the Sitarama Project. Over the past five years, the project has progressed slowly, but Thummala is determined to transform the unified Khammam district into a verdant region using Godavari waters. Recent Reviews and Directions In a recent review with officials, Thummala assessed the construction of the pump house at Gandugulapalli in Dummapeta Mandal. He addressed issues such as funding, land acquisition, distributary canals, link canals, and railway road crossings, providing directives to expedite the work. Completing the Paleru Link Canal Thummala believes that completing the Paleru link canal to bring Godavari waters to the Sathupalli area would alleviate irrigation challenges across the district, fulfilling a decades-old dream. Completing the canals up to the Enkuru regulator will enable water flow from the Nagarjuna Sagar left canal to Sathupalli and from the Bonakal branch canal to the Vaaira and Madhira constituencies. Maximizing Seasonal Water Use During the flood season in June and July, Godavari waters can be lifted to fill the Paleru and Vaaira reservoirs, ensuring sufficient water for monsoon crops. Since the Nagarjuna Sagar fills only after August, the availability of Godavari water allows for the cultivation of Rabi crops. Transforming Khammam District With the successful cultivation of two crops annually using water from both the Godavari and Krishna rivers, the unified Khammam district is poised to become a lush green landscape. The district's residents are optimistic that Thummala's determination will see the completion of the Sitarama Project within five years, leading to the agricultural prosperity of the region. Lack of Updated FSSAI Licence: The hypermarket failed to display the updated Food Safety and Standards Authority of India (FSSAI) license at the entrance. Presence of Houseflies: Houseflies were observed near the meat storage area, indicating poor sanitation practices. Compliance in Other Areas: Despite the violations, some aspects of compliance were noted. Workers in the food section wore appropriate hair caps, gloves, masks, and uniforms, and 40 FoSTaC trained supervisors were present on site. Pest control records and medical fitness certificates for food handlers were available. Official Response and Future Actions The Food Safety Commissioner announced that a notice would be issued to Lulu Hypermarket, and further actions would be taken based on the violations observed during the raid. The task force conducted these inspections in the Kukatpally area on June 26, 2024. Unhygienic Conditions Found at JNTU Hyderabad Canteen Simultaneously, the JNTU Hyderabad canteen, operated by Sri Sri caters, was found to be in gross violation of hygiene standards. The inspection revealed several lapses that compromised food safety. Major Violations at JNTU Canteen Inadequate Hygiene Practices: Food handlers were not using essential protective gear such as hedgers, aprons, and gloves. Improper Food Storage: Semi-prepared food items and cut vegetables were left open and unlabeled, exposing them to contamination. Unhygienic Kitchen Conditions: The kitchen premises were in a deplorable state, with food waste discarded directly on the floor. Lack of Pest Control: The kitchen lacked insect-proof screens, and the door was inadequate for preventing pest entry. Improper FSSAI Licence: Similar to Lulu Hypermarket, the canteen also had an improper FSSAI license. Additionally, medical fitness and pest control records were not available. Immediate Consequences and Future Steps The findings at the JNTU canteen underscore the need for stringent hygiene practices in food service establishments. Authorities have indicated that corrective actions will be taken to address these violations. According to TV9 Telugu, the raid lasted for six hours. The Minister, who was in Delhi for official duties, declined to comment on the matter. Notices Issued to Harsha Reddy Harsha Reddy received notices from Chennai Customs due to his alleged involvement in the smuggling of high-end luxury watches valued at Rs 1.7 crore. The confiscated watches included the Patek Philippe 5740 and Breguet 2759 models, which were seized from an Indian national returning from Singapore on February 5. Details of the Smuggling Operation Investigations revealed that Harsha Reddy purchased these luxury watches from Hong Kong-based Indian dealer Muhammed Faherdeen Mubeen, facilitated by intermediary Alokam Naveen Kumar. Transactions were reportedly conducted using cryptocurrency and hawala money. Health-Related Deferment and Scheduled Questioning Harsha Reddy, who also serves as the director of Raghava Projects, denied all allegations. Initially summoned for questioning on April 4, he requested a deferment due to dengue fever, later agreeing to appear on April 27 as per medical advice. Hyderabad's Residential Real Estate Market Sees Significant Decline in Q2 2024 The residential real estate market in Hyderabad has encountered a notable downturn in the second quarter of 2024. A recent report by PropEquity, a leading real estate data analytics firm, highlights a considerable decrease in both new launches and sales during the April-June period of 2024. Major Decline in Housing Sales Among the nine major cities—Mumbai, Delhi NCR, Bengaluru, Chennai, Hyderabad, Kolkata, Pune, Navi Mumbai, and Thane—Hyderabad experienced the steepest quarter-on-quarter (QoQ) decline in housing sales, with a staggering 36% drop. In Q2 2024, only 15,016 units were sold compared to 23,595 units in Q1 2024. Decrease in New Residential Launches New residential launches in Hyderabad also witnessed a significant reduction. The number of new units launched in Q2 2024 was 11,603, marking a 19% decline from the previous quarter's 14,353 units. This decline is even more pronounced when compared to the same period last year. In Q2 2023, 18,232 new units were launched, indicating a 36% year-on-year (YoY) decrease in new residential projects. Year-on-Year Sales Comparison Hyderabad also saw a 20% YoY decline in housing sales. In Q2 2023, 18,757 units were sold, whereas only 15,016 units were sold in Q2 2024. This downturn contrasts sharply with other major cities like Delhi, Bengaluru, and Chennai, which recorded YoY growth rates of 95%, 67%, and 21% respectively in residential launches. Comparative Analysis with Other Cities In terms of YoY decline, Hyderabad’s performance was second only to Pune, which experienced a 47% drop in new residential launches. For housing sales, Mumbai and Kolkata showed YoY increases of 27%, while Hyderabad experienced a 20% decrease, followed closely by Pune with a 15% decrease. Expert Insights Samir Jasuja, CEO & MD of PropEquity, commented on the findings, stating, "The marginal drop in new launch supply across top Tier 1 cities is primarily due to the election quarter and the typically sluggish nature of Q2. However, the higher absorption compared to new supply signifies the ongoing robustness and good health of the residential real estate market post-COVID." Overall Market Performance Across the nine major cities, a total of 119,901 units were sold in Q2 2024, reflecting an 18% decline from the previous quarter's 146,147 units. On a YoY basis, housing sales saw a marginal dip of 2%. Additionally, new housing supply saw a 7% QoQ decline, with 97,331 units launched in Q2 2024 compared to 104,391 units in Q1 2024. Annadata Sukhibhava Scheme – Drilling of bore wells at free of cost to needy and eligible farmers with an aim to irrigate every acre of arable land by engaging drilling contractor (on rate contract basis) for each Parliament constituency under “Super SIX” – Guidelines for implementation of the Scheme - Orders - Issued. Government in the reference first read above have issued orders permitting the Commissioner, PR&RD to invite tenders for drilling of Bore-wells on rate contract basis with one rig for every parliament constituency as per the Terms and Reference (TOR) mentioned in the Request for Proposal (RFP). Accordingly, the CPR&RD has invited tenders from the eligible bidders. 2. Now, the Commissioner, PR&RD in the reference second read above has submitted the draft guidelines for implementation of the “Annadata Sukhibhava Scheme – Free borewells” programme in the State. 3. Government after examination of the matter here by issue the following Guidelines as mentioned below for implementation of the “Annadata Sukhibhava Scheme – Free borewells” programme to drill bore-well at free of cost to the needy and eligible farmers with an aim to irrigate every acre of arable land in the State by engaging a drilling contractor for every Parliament constituency. Guidelines I. The Mission: NAVARATNALU is a concept coined by the Government to improve the delivery systems and improve the quality of the Governance in the State. It is designed to improve the living standards of the people. Of the 9 welfare schemes proposed by the State Government under Navaratnalu, “Annadata Sukhibhava Scheme – Free Borewells” is aimed at utilizing the available groundwater resources for the improvement of livelihoods of the farmers and thereby improve the GSDP under primary sector. II. Objective: Government have decided to drill free bore-wells to small and marginal farmers in all thirteen (13) districts of the State by optimally utilizing ground water resources for the purpose of irrigating every acre of arable land. These bore-wells shall be drilled after conducting integrated Hydro-geological and Geophysical surveys in the field for identifying feasible sites before taking up the drilling activity. III. Procedure: a. Eligibility Criteria: 1. Any farmer having land up to an extent of 5 acres, without existing bore-well/tube-well/open-well. 2. The farmer should have contiguous land of minimum 2.5 acres. 3. If a farmer is not having at least 2.5 acres of contiguous land, then a group of farmers having a contiguous land of minimum 2.5 acres and up to a maximum of 5 acres together shall be considered eligible and the facility shall be shared between the group. 4. There are 1094 over exploited revenue villages notified as per G.O.MS.No.548 dated 27-02-2020 of PR&RD department. The list of over exploited revenue villages shall be notified by Government from time to time. The farmers land should not be in these notified over exploited villages. b. Application process: 1. The eligible beneficiary shall submit filled in application at the village secretariat / through online along with the copy of Pattadar passbook and Aadhar card. 2. The applications shall be scrutinized at village secretariat by VRO after field verification by Panchayat Secretary and list of eligible beneficiaries shall be sent to concerned MPDO. 3. The consolidated list of applications of eligible beneficiaries from all gram panchayats shall be submitted to PD, DWMA by MPDO of the concerned Mandal for further process. c. Feasibility of Bore-well: 1. All the applications received by the PD, DWMA from different Mandals shall be sent to drilling contractor of concerned parliament constituency for conducting integrated hydrogeological and geophysical survey. 2. Based on the applications received from PD, DWMA, the drilling contractor shall engage Geologist/Geophysicist from Ground Water &Water Audit department/any qualified Geologist/ Geophysicist registered with Ground Water & Water Audit Department for locating the feasible sites in the lands of beneficiaries for drilling borewells successfully. 3. Selection of feasible sites by the contractor shall be done by adhering to Andhra Pradesh Water, Land and Trees Act,2002 (APWALTA) norms and Government orders from time to time. 4. The list of feasible sites identified along with respective integrated hydro-geological and geophysical survey reports shall be submitted to PD, DWMA by the drilling contractor. 5. Any technical advice regarding integrated hydrogeological and geophysical survey can be obtained from DD, GWD of concerned districts if necessary. d. Sanction of Scheme: Andhra Pradesh
