Telangana municipal elections reservation List 2020

Government have issued Telangana Municipalities (Reservation of seats in Municipal Corporations and Municipal Councils) Rules, 2019. Under Rule 3 of the said Rules, the Government or Authority specified shall declare by a Notification in the Telangana Gazette, the number of seats to be reserved in each Municipality for STS, SCs, BCS and Women as per the provisions of Section 7 of the Telangana Municipalities Act, 2019.

Government have delegated their powers to the Commissioner and Director of Municipal Administration, T.S, Hyderabad to fix the number

of offices of Member to be reserved for STS, SCs, BCS and Women in the Municipalities and also designated as “Authority Specified” under the said rule for the above purpose. Simultenelsy the District Collectors were delegated to issue final notification regarding determination of wards to various categories.

In view of above, the Commissioner and Director of Municipal Administration, has set apart the wards for various categories as per the guidelines issued in GO 1st cited and a draft copy of the notification is herewith enclosed and the concerned District Collectors and Municipal Commissioners are requested to go through the same and reserve the wards to various categories as per the guidelines issued in the aforesaid GO.

Reservation of wards to Scheduled Tribes, Scheduled Castes and Backward Classes in the wards of the Municipalities shall be made with reference to the largest percentage of voters of the said category to the total voters of the wards in the descending order. Further, as per Rule 15 of the above Rules, the reservation of seats for women belonging to STS, SCs, BCS and General as the case may be shall be made among the wards reserved for these categories through draw of lots by the District Collector concerned in the presence of representatives of political parties which are registered with the State Election Commission.

In view of above, I request you to keep the following information ready by the Municipal Commissioners concerned before starting the process of making reservations for different categories in the wards. The figures shall be taken from the ward wise final publication to be done on 4.01.2020.

The Municipal Commissioners are further requested to take action step by step for allocating the wards to the reserved categories as per the seats fixed by the C&DMA (as per enclosed schedule) as detailed below:

Step-I: The first step shall be reservation of seats(s) for Scheduled Tribes.

Step-I. 1: Work out the ward wise ST voters percentage i.e., total ST voters in a ward to the total voters in the ward as per the final publication Then arrange this percentage of ST voters in descending order as shown in Table . T. below:-

Step 1.2: Select first two wards with highest percentage of ST voters in the list arranged in descending order.

Eg: If ‘A’ Municipality has two wards reserved for STS, then from the list, select first two wards i.e., ward no ‘R’ and ‘S’ from the Table. T shown above having highest percentage of voters.

Step 1.3: One among the above two wards shall be reserved for women through drawl of lots by the District Collector in the presence of representatives of political parties registered with the State Election Commission.

Step-I .4: Once the reservation for the wards reserved for STS is completed, the same may be removed from the list. ( in the above example S & R) .

Step-2: The second step shall be reservation of seats(s) for Scheduled Castes.

Step-2.1: Work out the ward wise SC voters percentage i.e., total ST voters in a ward to the total voters in the ward as per the final publication . Then arrange this percentage of SC voters in descending order as shown in Table .C. below:-

Step 2.2: Select first three wards with highest percentage of SC voters in the list arranged in descending order.
Eg: If ‘A’ Municipality has three wards reserved for SCs, then from the list, select first three wards i.e., ward no.s Z, B and E from the Table.C shown above having highest percentage of SC voters.
Step 2.3: One among the above three wards shall be reserved for women through drawl of lots by the District Collector in the presence of representatives of political parties registered with the State Election Commission.
Step-2.4: Once the reservation for the wards reserved for SCS is completed, the same may be removed from the list. ( in the above example ward nos ‘Z’, ‘B’ and ‘E’) .
Step-3: The third step shall be reservation of seats for BCS.
Step-3.1: As done in steps 1 and 2 Work out the ward wise BC voters percentage, total
B.C. voters in the ward to the total voters of the ward in the Municipality as per the final publication. Then arrange the percentage of B.C. voters in descending order after removing wards reserved for STS, SCS in Step-I and Step-2 as shown below in Table.B:

Step -3.2: It may be observed from the above table that, the wards reserved for Scheduled
Tribes and Scheduled Castes (done in the first and second step respectively i.e., S, R, E, B, & Z) have been removed. Thereafter, select first three wards with highest percentage of BC Voters arranged in descending order as shown in the above Table.
E.g. “A” Municipality has to reserve three wards for BCS. Then from the above table, select first three wards i.e. wards N, G & V which are having highest percentage of voters of BCS.
Step-3.3: One among the above three wards shall be reserved for women through drawl of lots by the District Collector in the presence of representatives of political parties registered with the State Election Commission.
Step-4: The fourth step shall be reservation of seats for women
Step-4.1: After deleting the wards reserved for STs/SCs and BCS from the list, the remaining wards shall be Un-reserved. Out of which the required number of seats mentioned in the notification shall be reserved for women (G) through drawl of lots by the District Collectors in the presence of representatives of political parties which are registered with the State Election Commission.
Eg: In ‘A’ Municipality if five wards have to be reserved for women out of eight general wards, and if these five wards reserved through lots are C, M, D, Q and F as shown in the below table the remaining wards shall be unreserved.

Step-5: The fifth and final step shall be declaration of unreserved (General) seats.
In ‘A’ Municipality (as mentioned in Step-4.1), the remaining three wards i.e., H, p and T have to be set apart for unreserved (General) wards.

In the G.O. Yd cited, Government have designated the “District Collector” concerned as “Authority Specified” for reservation of wards to ST, SC, BC and Women in the Municipalities. Therefore, the entire exercise of determining specific wards to be reserved for STS, SCs, BCS and women in the Municipalities in the district shall be done by the District Collector.

The above exercise should be completed by 05.01.2020 positively and the copies of the final notification in the District Gazette as required under Rules shall be sent to this office immediately without fail. A model notification is enclosed for ready reference.

Copy submitted to the Principal Secretary to Government, MA & UD Dept, T.S. Secretariat. In exercise of the powers delegated by Government in G.O.Ms.No.219 M.A., Dt:02.08.2019 under Section 7 of Telangana Municipalities Act, 2019, the District Collector,
District, in supersession of all the previous notifications on the subject, declare the wards reserved for STS SCs, BCS and Women in the Municipalities of the District as specified in the Schedule appended to this Notification.
