Government after examination hereby accord approvals on the following:-
Name: Andhra Pradesh Corporation for Outsourced Services (APCOS). It shall be a Non-Profit organization which initiates services across the State.
Vision of the APCOS: To create a transparent, accountable and sustainable outsourcing ecosystem in Govt. of Andhra Pradesh.
Mission of the APCOS: To effectively cater to the outsourcing requirements of the Government and ensure maximum possible benefits to the outsourced manpower, by adopting efficient processes, procedures and technologies.
Objectives of the APCOS: The Corporation shall work towards achieving the following objectives:
To engage required skilled, semi-skilled and unskilled manpower through systematic and transparent processes
To provide the engaged manpower to the needy Departments / Organizations, as per their requirements, through a methodical, coordinated and transparent manner
To ensure that maximum possible benefits are extended to the engaged outsourced manpower without any exploitation, as per the rules and norms applicable at the time, and ensure that their statutory benefits such as Employee Provident Fund (EPF) and Employee State Insurance (ESI) are complied with
To empanel various agencies, companies and organizations, which provide routine services such as housekeeping, security, catering, hire automobiles etc., through systematic and transparent processes and issue guidelines to the Departments / Organizations on engaging these agencies
To empanel professional / consulting organizations and individual Subject Matter Experts (SMEs), through systematic and transparent processes and issue guidelines to the Departments / Organizations on engaging these organizations / SMEs
To act as a One-Stop-Shop for all the outsourcing requirements of the GoAP Departments / Organizations / Institutions.
Share Holding: The shareholding of APCOS shall be 100% with GoAP in line with the vision and objectives of the Outsourcing. The APCOS to be a Non-Profitable organization which initiates services for the outsourcing the manpower and the services in the State.

Advisory Committee for guidance and policy support: Considering that this being new subject in the State and may need support and guidance from the proposed members of Advisory Committee shall include four members as per the discretion of the Government. The scope of the advisory committee will be well known Industrialists, Technocrats, Strategists and District Collectors.
Grant: The seed capital for the APCOS is Rs.10 Cr (Rupees ten crores only) to undertake initial activities of the corporation.
Subscription capital: The Section 8 of Companies Act, 2013 will be in the format of company limited by share with subscription of capital. The subscription capital of the company shall be Rs. 10 lakhs (Rupees ten lakhs only).
Registered Office: The registered office of the company will be at Vijayawada, Krishna district, Andhra Pradesh.
Statutory registration & Certifications: The Corporation will obtain all kinds of tax exemption certificate, registrations whichever necessary for the corporation as per the statutory requirements.
Revenue: The source of revenue for the existence of the corporation will be the welfare funds mobilized from all the departments of Government; statutory bodies, Government societies, GOI entities etc.
The G A(SUI) Department shall take further necessary action in the matter for registration of the corporation immediately.
