Minimum support price 2018-19 Changed by Agricultural Marketing Department Fixation of Minimum Support Price for Red Chillies, Turmeric, Onions and Minor Millets with government Order.
Government of India have declared MSP for 22 crops. There are certain crops which are predominantly grown in Andhra Pradesh, but Central Government does not declare Minimum Support Price(MSP). These are turmeric, chilli, onions and minor millets. In the past, the farmers have often complained about lack of remunerative prices and exploitation by middlemen due to lack of MSP for such commodities. Therefore, it is imperative that the Government of Andhra Pradesh comes to the rescue of the State farmers by declaring the MSP and to incur expenditure for MSP operations from the State Government funds, if necessary.Area & Production:
The crops chosen for declaring the State MSP are selected on the basis of state contribution to the national production and area under cultivation. Andhra Pradesh being an agrarian State, is the leading producer of many commodities. The area under cultivation and annual production of these crops shows the stature of the state in National production. 56% of the national production of Chilli comes from the state. While the State contributes 9.4% to the country’s Turmeric production.
Commissioner of Agriculture and Commissioner of Horticulture have stated that, apart from the cost of cultivation, the last few years’ average market rate, the market intervention done in recent past have also been taken into account for arriving at MSP. Based on the above, they recommended the minimum support price (MSP) for the above commodities.
After careful consideration of the entire issue, Government hereby fix the procurement price for the following commodities (which are not covered by MSP announced by Government of India) as below and the expenditure shall be met from Price Stabilization Fund, if situation arises.

The quality of the produce shall conform to the Fair Average Quality (FAQ) as decided by Marketing Department. In case the Government of India comes up with MSP/MIS for any of the above Commodities, the higher rate shall be the procurement price. And if the Government of India price is lower than State MSP, the difference will be declared as State bonus.
The Special Commissioner and Director of Agricultural Marketing, A.P., Guntur shall take further necessary action in this regard.

Vice Chairman & Managing Director, A.P. Co-operative Oilseeds Growers’ Federation Ltd., has informed that the Government of India has declared MSP of Rs.5090.00 per quintal of Groundnut Pod (Groundnut in-shell) for Kharif 2019. The harvesting of Kharif Groundnut Crop is set to commence and the market arrivals will pick up by first fortnight of December 2019.
The market rates are declining and it is expected that the rates may fall below MSP rate of Rs. 5090.00 /- quintal. As part of the proposal to be submitted to the Government of India for necessary approval for implementation of the MSP for Groundnut Pod, APOILFED requested to appoint itself as Nodal Agency on behalf of the State Government and also requested for exemption of market cess for the roundnut (in-shell) to be procured and marketed by M/s APOILFED / M/s NAFED.
Government after careful examination of the matter, hereby appoint APOILFED as State Level Nodal Agency for implementing Minimum Support Price for Groundnut Pod in Coordination with M/s NAFED Ltd., Hyderabad and also to exempt the market cess for the Groundnut (in-shell) to be procured by M/s APOILFED/ M/s NAFED during the Marketing Season, Kharif 2019 in Andhra Pradesh.

TS MARKFED appointed as State Nodal Agency for Procurement of Maize under Minimum Support Price (MSP) during Khariff 2019-20 – Providing Government guarantee for an amount of Rs. 1527.15 Crores to TS MARKFED, Hyderabad to obtain the credit facility from NCDC / Banks / Financial Institutions by the TSMARKFED – Approval of Bank Guarantee for Rs. 1527.15 Crores – Orders – Issued.
Managing Director, TS MARKFED, Hyderabad has informed that the maize has cultivated in the Telangana State 3,92 Lakhs Ha. and as per the crop estimates report the estimated production is 13.52 Lakhs MTs and the expected Procurement is 6.76 Lakhs MTs.
He has informed that the some of the Collectors have informed that the Private traders are not buying the totals stocks available in the open market and requested to open Maize procurement centres to implement the MSP in the interest of farmers and also requested to provide Government Guarantee for Rs. 1527.15 Crores to obtain the credit facility from NCDC / Banks / Financial Institutions by the TS MARKFED for procurement of Maize under M.S.P.
Government after careful examination of the matter, hereby accord permission for obtaining the credit facility of Rs.1527.15 crores (Rupees Fifteen hundred Twenty Seven Crores and fifteen lakhs only) to TSMARKFED, Hyderabad from any Banks / Financial Institutions/N.C.D.C. for procurement of Maize under MSP during KMS 2019-20 subject to payment of 2% Guarantee Commission as per and credit the same into Government Head of Account mentioned therein.
The Managing Director, T.S. MARKFED shall follow the procurement guidelines issued by the Government from time to time and terms and conditions of the credit providers. Government of Telangana also stand guarantee in respect of Credit Facility for Rs.1527.15 Crores to be obtained by TS MARKFED for procurement of Maize during the Khariff Marketing Season 2019-20.

Managing Director, TS MARKFED, Hyderabad has informed that the maize has cultivated in the Telangana State 3,91,760 ha. and as per the crop estimates report the yield is 3.45 Mt’s per ha and the estimated production is 13,51,572 Mt’s and the expected Procurement is 6,75,786 Mt’s. He has informed that the District Collectors, Nizamabad and Warangal has requested that the Private traders are not buying the totals stocks available in the open market and requested to open Maize procurement centres to implement the MSP in the interest of farmers.
Government after careful examination of the matter, here by nominate TS MARKFED as Nodal agency for procurement of Maize during the Khariff Market Season 2019-20 under Minimum Support Price @ Rs.1760/- per quintal as declared by the Government of India for the Marketing Year 2019-20 in the State and the State Government shall reimburse the loss if any incurred by the Nodal Agency for procurement of Maize.
Further, Government here by exempt the Market fee and all the state duties/ taxes in respect of MSP operations on Maize to implement the MSP operations during the Kharif season 2019-20 only in the interest of farmers to get the remunerative prices for the above commodity under PSS / MSP in relaxation of section 12 of Telangana (AP & LS) Markets Act, 1966 in exercise of powers conferred under section 35 of Telangana (AP & LS) Markets Act, 1966.
