Duties and functions of the post of Personal Assistant to the Executive Engineer (PR) in Panchayat Raj Engineering Department, orders have been issued creating fifty five (55) posts of Personal Assistants to Executive Engineer in the cadre of Deputy Executive Engineer by suppressing equivalent number of 55 posts in the cadre of Assistant Executive Engineer / Assistant Engineer proportionate to their cadre strength in Panchayat Raj Engineering Department for betterment of the overall functioning of the Engineering Divisions.

Engineer-in-Chief, PR, AP, Vijayawada has requested the Government to issue orders assigning the duties and functions to the post of  Personal Assistant to Executive Engineer (PR).

In the circumstances reported by the Engineer-in-Chief, PR, AP, Vijayawada in the letter, Government after careful examination hereby assign the following duties and functions to the post of Personal Assistant to Executive Engineer(PR): To assist Executive Engineer in all technical matters including e-procurement, contract agreements etc.

i. To assist Executive Engineer in all technical matters including e-procurement, contract agreements, etc.
ii. To assist Executive Engineer in all administrative matters of the Division.
iii. Responsible for the smooth functioning of office in co-ordination with Divisional Accounts Officer(DAO).
iv. To act as Drawing & Disbursing Officer (DDO) to draw the employees’ salaries on delegation of powers from the respective Executive Engineer.
v. Furnishing information on Right to Information Act 2005 and to act as Public Information Officer and Public Relation Officer to the Division.
vi. In respect of bills, after scrutiny by the Divisional Accounts Officer, the bills shall be routed through PA to Executive Engineer, including e-payments which is adopted soon. vii. Attending all meetings on behalf of Executive Engineer as assigned by the Executive Engineer.
viii. Any other official work assigned by the Executive Engineer; and ix. The PA to Executive Engineer is in charge of the Division Office in the absence of the Executive Engineer. All the files which need the approval of the Executive Engineer shall be routed through PA to Executive Engineer.

The Engineer-in-Chief, PR, AP, Vijayawada shall take further necessary action in the matter accordingly.

The Engineer-in-Chief, Panchayat Raj, A.P has stated that Panchayat Raj Engineering Department is having a workload of around Rs.4500 crores per annum for effective execution/monitoring of the works sanctioned under various programs like PMGSY, MGNREGS, NABARD, World Bank (National Cyclone Risk Mitigation Project), MGNREGS deposit works. The Department also executes multifarious works sanctioned under various programs of State and Central Governments, besides monitoring of execution of the works.
