Implementation of Career Advancement Scheme CAS to the teaching faculty of Medical Colleges and Dental Colleges of Andhra Pradesh – Constitution of Committee – Orders 285 on July 7, 2019.

Government certain guidelines / procedure were issued for implementing Career Advancement Scheme to the teaching faculty working in the Government Medical Colleges and Dental Colleges.

Whereas, in the G.O. orders were also issued regarding procedure for extension of Career Advancement Scheme to the cadre of Associate Professors, Professors, Additional Directors and Directors.

And whereas, in the letter 3rd read above, the Director of Medical Education has sent a proposal for appointment as Designed Professors in the Speciality of General Medicine in terms of G.O. and he has requested the Government to take necessary action in the matter.

After careful examination of the matter, Government have decided and hereby constitute a Committee at Govt. level to follow the procedure as adopted in regular promotions such as Screening Committee / DPC etc. for implementation of Career Advancement Scheme (time bound pay scales) for the cadre of Associate Professors, Professors, Additional Directors and Directors as per the orders issued in G.O. above as follows:-

1. Special Chief Secretary/Principal Secretary/ Secretary to Government, HM&FW Dept., ….. Chairman

2. Addl.Secretary/Joint Secretary/ Deputy Secretary to Government, HM&FW Dept., …… Member

3. Director of Medical Education, A.P., Vijayawada .….. Member-Convener

Promotions under Career Advancement Scheme shall be given as per the fulfillment of the criteria and not on the basis of the vacancy. The doctor will get financial benefit as well as re-designated as Associate Professor and Professor etc., but the physical position shall not change. The physical position will be given whenever a vacancy arises as per their seniority. For Career Advancement Scheme (time bound pay scales), the procedure as adopted in regular promotions such as Screening Committee / DPC etc., shall be followed.

The candidate shall possess Technical and Academic qualifications as per MCI guidelines.

The candidates shall not have any adverse entry in ACR reports of last preceding 5 / 3 years Assistant / Associate Professors respectively.

Evaluating performance, punctuality, regularity & professional efficiency shall be done before giving time bound promotions. In the above Career Advancement Scheme (CAS), the PP allowed at present shall be adjusted in their pay on regular line and they will get due promotions as per their eligibility.

The Career Advancement Scheme (CAS) shall be implemented with effect from 01.11.2006 and monetary benefit shall be given with effect from the date of issue of these orders.

The Director of Medical Education, A.P., Vijayawada is the competent authority for sanction of Career Advancement Scheme (CAS) on production of the requisitions from the concerned Principals / Superintendent for the cadre of Assistant Professors and Associate Professors. Government is the competent authority for the cadre of Professors, Additional Directors and Directors.

Assistant Professors

i) For the Assistant Professors who have completed 4 years in broad specialty / 2 years in super specialty teaching, will be given Career Advancement Scheme irrespective of vacancy and they are re-designated as Designated Associate Professor. Two (2) Research Publications as 1^st or Corresponding Author published in Indexed / Journals during the tenure of Assistant Professors is mandatory. Fixation of pay as per the fitment table. The scale of pay will not change. The Academic Grade Pay shall be changed from Rs.7,000 to Rs.8,000/-.

(As per MCI guidelines 1^st author and corresponding author are only considered from 05.06.2017 as amended vide Notification No.MCI12(1)/2017-Med.Misc./115698, dated 05.06.2017).

For the Designated Associate Professors who have completed three years of service, the time scale shall be changed from Rs.18,600-39,100 to Rs.37,400-67,000 and applicable grade pay will be Rs.8000.

The Designated Associate Professors who have completed six years of service, they may be called as Designated Professors and their time scale shall not change. The academic grade pay shall be changed from Rs.8,000 to Rs.9,000. For re-designation one should publish Two (2) Research Publications as 1^st or Corresponding Author published in Indexed / Journals during the tenure of 10 years teaching. (Total 4 Research Publications).

The Designated Associate Professor / Designated Professor if promoted on regular basis (Vacancy based) as Associate Professor one increment shall be given in the existing time scale as on date.

Associate Professors

The Associate Professor who have completed more than 10 years of teaching from the beginning of the service as Assistant Professor will be given Career Advancement Scheme irrespective of availability of vacancy. They may be called as Designated Professors. Fixation of pay as per the fitment table, the scale of pay changed from Rs.18,600-39,100 to Rs.37,400-67,000 and applicable grade pay Rs.9,000. They should have published Two (2) Research Publications as 1^st or Corresponding Author published in Indexed / Journals during the tenure of Associate Professor or a cumulative of 4 papers of which two papers as Associate Professors.
No Change in the pay scale and grade pay but he/she will be given Career Advancement Scheme irrespective of vacancy. They may be called as Designated Professor.
The designated Professors who have completed three years of teaching will be given Career Advancement Scheme and time scale will not change. The academic grade pay will be changed from Rs.9,000 to Rs.10,000.
The Associate Professor / Designated Professor if promoted on regular line (Vacancy based) as Professor, one increment shall be given in the existing time scale as on date.
