Government of Telangana has taken decisive action to address the mounting issue of e-Challan pendency and fines related to traffic violations. Through a recent order issued by the Transport, Roads & Buildings Department, significant discounts are announced for pending e-Challans. This move aims to alleviate the financial burden on vehicle owners, especially for two-wheeler and three-wheeler vehicles.
Background
The Director General of Police, T.S. Hyderabad, highlighted the substantial backlog of e-Challans, exacerbated by the challenges posed by the Covid-19 pandemic. The situation prompted both contact and non-contact enforcement, resulting in a surge of Traffic Challans. Recognizing the difficulties faced by vehicle owners, particularly those with two-wheelers and three-wheelers, the Director General proposed a structured approach to clear the backlog.
Proposal and Implementation
To effectively address the issue, the Director General proposed a tiered discount system based on vehicle type. The request was for an 80% waiver for two-wheeler and three-wheeler vehicles, a 90% concession for Telangana State Road Transport Corporation (TSRTC) Buses, and a 60% reduction for light motor vehicles and heavy motor vehicles. The government, after careful consideration, approved this proposal as a one-time measure.
Government’s Decision
The Government of Telangana, understanding the financial constraints faced by vehicle owners, has decided to waive off 80% of the fines for two-wheeler and three-wheeler vehicles, 90% for TSRTC Buses, and 60% for light and heavy motor vehicles. This waiver applies to fines imposed under the Motor Vehicle Act, 1988, through e-Challans that remain unpaid.

The official notification, issued under the powers conferred by Section 200 of the Motor Vehicle Act, 1988, outlines the waiver percentages for each category of vehicles. Effective immediately, this waiver is a one-time measure to provide relief to vehicle owners facing financial challenges due to pending fines. The announcement is published in an Extra-Ordinary issue of the Telangana Gazette, dated 26th December 2023.

Director General of Police. Telangana State. Hyderabad has stated that in recent years. e-Challan pendency is in huge numbers and due to the Covid-19 pandemic, many vehicle owners have not paid e-Challans. Same-time contact and non-contact enforcement were done. and la, a number of Traffic Challans were imposed. The huge pendency clearance is tough. May of vehicles like two-wheelers. three-wheelers are not able to pay the above pending fines as these amounts are more than the cost of the vehicle. Hence. it is proposed to clear the huge pendency of traffic e-Challans by adopting specific criteria to clear the pending challans. He has requested to give a discount on the Pending fine. wheeler wise. He has. therefore. requested to accord permission to implement the payment concession of e-Challan under MV Ad 1988 for pending cases (Fine Arnounts) for all Commissionerates and Districts of Telangana for uniform payments. Government after careful examination of the matter hereby decides to waive off fine amount of 80 % for 2-wheeler vehicles and 3-wheeler vehicles. 90% for Telangana State Road Transport Corporation (TSRTC) Buses and 60% for light motor vehicles/Heavy motor vehicles imposed under Motor Vehicle Act. 1988 through e-Challans which is not yet paid by the owners in all commissionrates and districts of Telangana in relaxation of the orders issued in GO 1″ read above as a one-time measure.
