State & District Level Committee to oversee the MSP operations

Agricultural Marketing Department – Constitution of State Level Committee to oversee the MSP operations of Cotton for the year 2019-20 From the Director of Agricultural Marketing, Hyderabad, Letter No.MI&G/3699/2018, dt 04.10.2019.

In the circumstances reported by the Director of Agricultural Marketing, Government of Telangana, Hyderabad in the letter read above, after careful examination of the matter, the Government hereby constitute the State Level Committee with the following members to oversee the MSP Operations of Cotton for the Cotton Season 2019-20.

2 Director of Agricultural Marketing Convenor
3 Commissioner & Director of Agriculture Member
4 A representative of the Industries Department Member
5 Director-General of Fire Services Member
6 General Manager, CCI, Adilabad Member
7 Dy. General Manager, CCI, Warangal Member
8 Dy. General Manager, CCI, Mahabubnagar Member

The functions of the State Level Committee are :-

1. Monitor price movements of cotton.
2. Liaise with Cotton Corporation of India and see that the agency shall enter into the market to maintain MSP for cotton.
3. Issue necessary directions to District Level Committees for smooth conduct of MSP operations and for the regulation of arrivals of cotton into market yards.
4. The Committee shall meet once in a fortnight or more frequently based on need.
5. The Director of Agricultural Marketing, Govt. of Telangana, Hyderabad is requested to take action accordingly.

Agriculture & Cooperation (Marketing) Department Constitution of District Level Committee to oversee the MSP operations of cotton for the year 2019-20 – Orders

In the circumstances reported by the Director of Agricultural Marketing, Government of Telangana, Hyderabad, after examination of the matter, the Government hereby constitute a District Level Committee with the following members to oversee the MSP Operations of cotton for the cotton season 2019-20 in Telangana State:-

1. District Collector/ Joint Collector Chairman
2. District Marketing Officer Convener
3. District Agriculture Officer Member
4. Addl. Superintendent of Police Member
5. District Fire Officer Member
6. Representatives of the CCI (Buyers) Member
7. Dy. Commissioner, Transport Member
8. Representatives of the Cotton Traders Association /Telangana Cotton Millers & Traders Welfare Association.Member
9. Superintending Engineer, TS TRANSCO, concerned District Member

The functions of the District Level Committee are :-

1. Regulate the arrivals of cotton in market yards by specifying the days for a particular area or assigning a geographical area to the market yard.
2. Monitor price movements of cotton;
3. Decide number and location of purchase centers of Cotton Corporation of India.
4. Assess infrastructure facilities and bridge gaps
5. Ensure prompt payment to farmers
6. Ensure prompt lifting of stock from the market yards
7. Resolve any disputes arising out MSP operations among stakeholders.

The committee shall meet once in a week or more frequently based on need. The Director of Agricultural Marketing, Govt. of Telangana, Hyderabad is requested to take action in the matter accordingly.
