Mission Bhagiratha Techno-Economic Viability Study Engineer-in-Chief, Mission Bhagiratha, Hyderabad has submitted proposals for the appointment of consulting Agencies for conducting Techno-Economic Viability (TEV) Study for Mission Bhagiratha Project as Telangana Drinking Water Supply Corporation Limited (TDWSCL) does not have relevant exposure to engage consultants and fix up the fees.

The Mission Bhagiratha is one of the Flagship programmes of the Government with an objective to provide safe drinking water on a sustainable basis at household level in all the Rural and Urban habitations in the Telangana State Mission Bhagiratha Techno-Economic Viability Study (Excluding Hyderabad Urban agglomeration within the Outer Ring Road). 

The administrative sanction amount  Rs. 36,255.64 crores, Rs. 28,420.00 crores worth projects were tied-up for loan with NABARD, HUDCO and various commercial banks for certain segments having components like Intake, allied works, WTPS and Transmission System by the Telangana Drinking Water Supply Corporation Mission Bhagiratha Techno Economic Viability Study .

In this regard, Government have conducted a meeting with all bankers and explained the status of Mission Bhagiratha and funds needs to be tie-up for the remaining works, in which the bankers have highlighted that the loan amount proposed originally with commercial banks were revised latter.

Therefore, it was proposed for conducting a techno economical viability study with approved empanelled Consultants for furnishing of latest credit rating of the corporation to the bankers for further loans feasibility of sanction and further disbursement for sanctioned loans.  

ENC has stated that the APITCO Ltd, Hyderabad has submitted proposal to undertake TEV Study of Mission Bhagiratha Project, duly indicating a fee of Rs.30.03 Lakhs (excluding taxes). Later, based on the oral instructions of the MD, TDWSCL, in consultation with the Finance Secretary (IF) and in view of urgency for taking up the Study, APITCO Ltd., Hyderabad carried out the TEV Study on Mission Bhagiratha Project and submitted the final report to TDWSCL during the month of July 2017.

Later, it was ratified by the Board Meeting of Board of Directors of Telangana Drinking Water Supply Corporation Limited (TDWSCL) held on 10.11.2017, for appointment of APITCO as consultants towards preparation and issue of TEV Study with a consultant fee of Rs 25.00 Lakhs   and authorized the MD, Telangana Drinking Water Supply Corporation Limited (TDWSCL)  to negotiate and arrange for payment of fee thereon

A decision was taken to constitute a Committee for negotiating and finalizing the consultancy fee to be paid to APITCO Ltd., towards the TEV Study on Mission Bhagiratha Project

Accordingly, The ENC has while communicating the minutes of (4) member committee constituted on 25.2.2019 & 26.2.2013 has stated that the consultancy fee to be paid to APITCO ltd., Hyderabad towards TEV study on Mission Bhagiratha Project  was finalized and concluded to credit  a total amount of Rs. 29.50 lakhs as consultation fee + GST 18% to the PD Account of  the MD, TDWSCL, Hyderabad for payment to APITCO ltd., Hyderabad duly debiting the expenditure from the Head of Account : 4215-01-102-25-31-530-531

Telangana Drinking Water Supply Project (Mission Bhagiratha)

i. (a) Completion of Excavation for foundation laying of Lean concrete and RCC Footings including staircase. 10%
(b)Completion of Columns and braces up to Floor slab of container/ tank including staircase. 10%
ii Completion of Floor slab/ Bottom slab/Vertical walls/ side walls including staircase. 30%
iii Completion of Roof/ Top slab, Plastering and finishing including staircase. 15%
iv Completion of Staircase, Erection of inlet, out let, over flow arrangements/ connections, bypass pipes, fixing of specials as per departmental instructions & DI valves and SS railings, Water level indicator, lightning conductor/ arrestor, inside ladder , Painting with three coats of epoxy paint to inner surface of the reservoir including roof dome and 2 coats of weather proof emulsion painting for external surfaces, lettering, and all other miscellaneous works ,etc., as per specifications and testing for water tightness etc., and complete. 25%
v After commissioning of the structure/scheme 10%

Completion of Excavation of the foundation for Footings/raft, laying of lean concrete and Footings/raft. 15%
ii Completion of Column and brace up to a base slab of container/tank. 25%
iii Completion of Floor slab/bottom slab/ done with ring beam, vertical walls/side walls 20%
iv Completion of Roof/ Top slab, Plastering and finishing. 15%

Completion of Staircase, Erection of inlet, out let, over flow arrangements/ connections, bypass pipes, fixing of
specials as per departmental instructions & DI valves and SS railings, Water level indicator, lightning conductor/ arrestor, inside ladder , Painting with three coats of epoxy paint to inner surface of the reservoir including roof dome and 2 coats of weather proof emulsion painting for external surfaces, lettering, and all other miscellaneous works ,etc., as per specifications and testing for water tightness etc., and complete.

Engineer-in-Chief,
RWS&S, Hyderabad observed that higher capacities of Over Head Balancing Reservoirs (OHSRs) are in TDWSP project and for completion of staging the payment condition in the agreement is provided as 20%, whereas in Intra Village works, the capacity of OHSRs is small. Nearly 10,000 number of OHSRs having capacity 10,000 Liters to 20,000 Liters are to be constructed with local contractors who is having limited finance source. Earlier for NRDWP works, 40% payment is included in the agreement for completion of staging.

Further, modified orders will improve the financial status to the contractors and help in completion of OHSRs. Therefore, hereby issue the following amendment as appended to the Annexure at Sl.No.01 (a) regarding Payment conditions and also accord permission to extend the modified payment conditions to the works already entrusted duly issuing an amendment to agreement conditions.
