In the circumstances reported by the Mission Director (MD), Mission for Elimination of Poverty in Municipal Areas (MEPMA), Telangana State, Hyderabad in the reference read above and after careful examination of the matter, Government hereby approves the proposal for extension of Pay Scales to the existing fixed tenure 378 employees of MEPMA, subject to following conditions:
a) Freezing the cadre strength to the present working strength.
b) If any posts are to be created on regular basis or on Contract / Outsourcing basis, prior permission of the Government shall be obtained duly following the rules in force.
c) No employee shall be appointed or engaged on contract / outsourcing basis without prior permission of the Government.
d) The pay may be fixed in the corresponding pay scale at appropriate nearest stage duly considering the existing basic pay. e) The basic pay presently drawn shall be protected by way of stage fixation. f) The HR Policy / Service Rules shall be framed accordingly with prior approval of the Government.
g) The extension of pay scales would not in any manner alter the status of the MEMPA employees and they would continue to be employees of a registered society only with other service conditions as applicable to them under the Society at present.
h) The existing other benefits like ESI, EPF shall continue without any change.
i) The fixation of Pay Scales, with reference to qualifications and other terms and conditions shall be verified and certified through a special team to be constituted by the Director of Treasuries & Accounts, Telangana, Hyderabad for the purpose.

- The extension of pay scales will come into force w.e.f 01.04.2023 and the expenditure shall be met from the grant in aid to the MEPMA., Telangana State, Hyderabad.
- The Mission Director, MEPMA, Hyderabad shall take necessary action in the matter.
- The order issues with the concurrence of the Finance (HRM.IV) Department vide U.O. No. 2074042/108/A1/ HRM.IV /2023, Dt.04.08.2023
