The examination process for plots and layouts will take place in three to four phases. This initiative aims to address the regularization of illegal layouts and plots. The government has decided to review and regularize eligible applications within three months, starting the process from the first week of August. Accordingly, the Municipal Administration Department’s Principal Secretary, M. Dana Kishore, issued orders on Wednesday. The regulations specify that plot applications will be reviewed in three phases, while layout applications will be reviewed in four phases. Afterward, eligible applications will be regularized by collecting the prescribed fees.

25 Lakh Applications Submitted

Since 2020, around 25 lakh individuals have applied for the regularization of their land and layouts. Due to ongoing court cases, these applications have not been resolved. However, for those intending to build houses, officials have been granting permissions based on affidavits stating compliance with court decisions. Since the Congress party took power last December, the review of LRS applications has been under continuous scrutiny. The issuance of orders has brought relief to applicants.

Initial Review by CCGG

The Center for Good Governance (CCGG) will conduct a preliminary review of the applications. The CCGG will filter the applications through various regulations using computer software. If the properties are on the prohibited list, the applicants will be informed. If applicants fail to provide complete documents, they will be notified as well. After the CCGG’s filtration, the remaining applications will be reviewed on-site by teams from the Revenue, Irrigation, Town Planning, and Panchayat departments. They will examine the properties from various angles, including encroachments on canals, lakes, heritage sites, endowments, and Inam lands, and record any objections. These details will be entered into a mobile app developed by the CCGG.

Further Examination and Fee Notices

In the second phase, further examination will take place, and if the applications are deemed eligible, fee notices will be issued. If the on-site review finds the applications ineligible, they will be rejected, and the applicants will be informed. In the third phase, upon confirming that the eligible applicants have paid the fees, regularization orders will be issued. For layouts, additional inspections will be conducted by officials from various departments under the supervision of the Additional Collector (Local Bodies).

Establishment of Help Desks

The government has directed the establishment of help desks at all district collectorates and local body offices to address issues related to the notices issued for regularization applications. The orders specify that district collectors will oversee the applications in areas excluding the Greater Hyderabad Municipal Corporation, Hyderabad Metropolitan Development Authority, and municipalities. The government has also instructed training for all staff and officials involved in the LRS application resolution process to ensure effective participation at all levels.
