It is proposed to hold an inquiry against Assistant Project Manager, IKP, Nakrekal (M), Nalgonda District, in accordance with the procedure laid down in rule 20 of the T.S. Civil Services (Classification, Control and Appeal) Rules, 1991 Departmental Proceedings against APM ikp serp telangana

The substance of the imputations of misconduct or misbehavior in respect of which the inquiry is proposed to be held in set out in the enclosed statement of an article of charges (Annexure-I). A statement of the imputation of misconduct or misbehavior in support of each article of charges (Annexure-II). A list of documents by which, and list of witnesses by whom, the article of charges are proposed to be sustained are also enclosed (Annexure. III and IV)

Assistant Project Manager, IKP, Nakrekal (M), Nalgonda District, is directed to appear before the disciplinary authority and submit a written statement of his defense within 10 days of the receipt of this order.

Assistant Project Manager, IKP, Nakrekal (M), Nalgonda District, is informed that an inquiry will be held only in respect of those article of charges as are not admitted. Hence, the Accused Officers are therefore specifically admitted or deny of article of charge.

Assistant Project Manager, IKP, Nakrekal (M), Nalgonda District, is further informed that if he does not submit his written statement of defense on or before the date specified in para 3 above, further action will be processed based on the material available.

Charges against APM ikp serp Telangana

Attention of Assistant Project Manager, IKP, Nakrekal (M), Nalgonda District, is invited to the Rule 24 of the T.S.Civil Service (Conduct) Rules, 1964, under which no Government Servant shall bring or attempt to bring any political or outside influence to bear upon any superior authority to further his interest in respect matters pertaining to his service under the Government. If any representation is received on his behalf from another person in respect of any matter dealt with in these proceedings, it will be presumed Sri P. Prabhakar, Assistant Project Manager, IKP, Nakrekal (M), Nalgonda District, is aware of such a representation and that it has been made at his instance and action will be taken against him for violation of Rule 24 of the T.S.C.S (Conduct) Rules, 1964.
“That the said while functioning as Assistant Project Manager, IKP, Nakrekal (M), Nalgonda District, has shown negligent attitude in discharging his duties during the paddy procurement Yasangi 2020-21 and failed to supervise the implementation of guidelines of Paddy Procurement Yasangi 2020-21 by PPC in-charge. He failed to monitor the updation of books & registers at PPC level and did not pay attention to the farmer’s issues like excess weighment at PPC and deduction of quantities in Truck Chits by the Rice millers. He failed to monitor the entry of details in OPMS as the VOA has entered bank account details of other famers instead of original names recorded in the truck chits and PPC registers, which resulted in malpractice in Paddy Procurement. He failed to monitor the purchase of non FAQ paddy by the PPC in-charge Oogodu and also purchase has been done without the quality certification by the Agriculture Officer concerned and he has not followed the official procedure which is treated as grave misconduct.

That Sri P. Prabhakar, Assistant Project Manager, IKP, by his above-mentioned act has exhibited lack of integrity, devotion to duty and conduct unbecoming of a Government Servant and thereby contravened Rule 3 of TCS (Conduct) Rules 1964.
Thus the Charge.”

STATEMENT OF IMPUTATIONS OF MISCONDUCT OR MISBEHAVIOR IN SUPPORT OF THE ARTICLE OF CHARGE FRAMED AGAINST SRI P. PRABHAKAR, ASSISTANT PROJECT MANAGER, IKP, NAKREKAL (M), NALGONDA DISTRICT

Vigilance and Enforcement (V&E) Findings

Based on the complaint petition with regard to the irregularities in Paddy procurement of Yasangi 2020-2021 at Ogodu IKP centre, Nakrekal Mandal, Nalgonda District the Vigilance & Enforcement officials have conducted an inquiry on 8.12.221 and submitted Vigilance Report along with the following V&E findings:

The Paddy Procurement Center at Oogodu Village of Nakrekal mandal, Nalgonda District, has been maintained by the Oogodu village Organization (Sangabandham).

The Oogodu IKP has procured 67574 bags Paddy(27029 qtls) worth Rs.5,10,13,957/- from 357 farmers during Yasangi 2020-21.

The PPC incharge has weighed each bag @ 41. 00 to 42.00 Kg (including bag weight) Paddy instead of 40.700 Kg.

The PPC Incharge of Oogodu IKP has not maintained the purchase register and mandatory books. Smt Ch. Nagamani, Asha Worker has signed most of the purchase receipts in the place of Ch. Mahesh (VOA). She has attended the paddy purchases regularly, weighed the paddy without maintaining serial, and signed the truck chits unauthorizedly .

The PPC incharge, Oogodu IKP has purchased paddy which is of non-FAQ specifications and without the quality certification by the concerned Agriculture Officer.

The V&E Officials on verification of truck chits and final payments made to the farmers have noticed that the Five Rice Millers i.e., 1. Sri Harikrishna Parboiled 85 Modern Rice Mill, Nakrekal, 2. Mahendra Rice industries,
Nakrekal, 3.Sai Vaishnavi Para Boiled Rice Industry, Nomula Village
4.Sri Shiva Sai Vinayaka Rice mill, Parada and 5. Sri Laxmi sai Parboiled Rice Industry, Nakrekal village, Nalgonda District have deducted 647 bags (@40 kg bag) i.e., 258.80 quintals worth Rs.4,88,614/- from the farmers.

The VOA (PPC Incharge) has neglectfully entered the bank details of 95 other farmers in OPMS instead of original farmers who have sold the paddy in the Oogodu IKP.

The Rice Millers in collusion with the Assistant Project Manager, Community Coordinator and PPC incharge have deducted paddy quantities from the farmers under the guise of poor quality, blackened 85 germinated grains due to rain etc.

Deputy Tahsildar (CS), Nakrekal in his enquiry report stated that 71 farmers have got less amount (Rs.2,53,360.80/-) than those mentioned in the purchase receipts. The Additional Collector (CS) Nalgonda has requested the District Rural Development Officer to initiate action against PPC in charge of Oogodu for causing inconvenience to the farmers.

The supervising officers (DRDO officials -Community coordinator and APM and Civil Supplies Corporation Officials) at different levels failed to monitor the Paddy procurement and disbursement of amounts into farmers’ accounts at Oogodu PPC.
The V&E officials in their report have further stated that they have collected the procurement details, purchase receipts and payment details of farmers for the paddy procurement during 2020-21 and also obtained the versions/statements of the officers concerned including Sri P. Prabhakar, Assistant Project Manager, IKP.
Further, the V&E officials have found that version of Sri P. Prabhakar, Assistant Project Manager, IKP is not convincing. Negligent attitude in discharging the procurement duties during the paddy procurement duties and failed to supervise the implementation of guidelines of Paddy Procurement Yasangi 2020-21 by PPC incharges. He failed to monitor the updation of books & registers at PPC level and did not pay attention to the farmer’s issues like excess weighment at PPC and deduction of quantities in Truck Chits by the Rice millers. He failed to monitor the entry of details in OPMS as the VOA has entered bank account details of other famers instead of original names recorded in the truck chits and PPC registers, which resulted in malpractice in Paddy Procurement. He failed to monitor the purchase of non FAQ paddy by the PPC in charge Oogodu and also purchase has been done without the quality certification by the Agriculture Officer concerned.
Hence, it is evident that he has not followed the guidelines and the official procedure in the matter which is treated as negligence and failed to maintain devoted to duty, absolute integrity, discipline, unbecoming of a Govt. servant and also amounts to grave misconduct which is clear violation under Rule 3 of T.S. Civil Service (Conduct) Rules, 1964 punishable under (CC&A) Rules.
