Implementation of IMPDS scheme in Telangana public distribution System

The Department of Food &Public Distribution, Government of India, has issued “Administrative Approval” for implementation of the “Integrated Management of Public Distribution System (IMPDS)” Scheme in all States as a Central Sector Scheme i.e. to be fully funded by Government of India. The objectives of the scheme are as under: Implementation of nation-wide portability in food grains distribution.

Implementation of national level data repository for deduplication of beneficiaries/ ration card data.

Integration of States/UTs PDS system/ applications with Central PDS  System/ applications and creation of integrated data infrastructure/systems across ration card management, allocation, supply chain of food grains, FPS automation etc.

Employ advanced data analytics techniques on centralized database to bring about continuous improvements in PDS operations.

Develop advanced web and mobile based applications to introduce user-friendly PDS operations.

Improve the quality of implementation by introducing data security and information standards/ benchmarks and providing handholding support to States/UTs.

Facilitate cross-learning and sharing of best practices among States/UTs.

Monitoring of the “Integrated Management of Public Distribution System (IMPDS)” scheme is as hereunder;

At DoF&PD level: An Empowered Committee (EC) and a Central Project e-Mission Team (CPeMT) constituted for implementation of the scheme on End-to-End Computerization of TPDS Operations in DFPD will continue to monitor the implementation of the IM-PDS scheme. The Empowered Committee is headed by Secretary (DoF&PD) and Joint Secretary (DoF&PD) is the Mission Team leader in the CPeMT.

At State/UT level: All States/UTs have established a two tier structure at the States/UTs level to monitor the progress of Endto-End Computerization scheme. The structure consists of State Apex Committee (SAC) under the Chairmanship of Chief Secretary and a State Project e-Mission Team (SPeMT) under the Chairmanship of Secretary in charge of the Department of Food & Civil Supplies. The existing two tier structure will continue to monitor the IM-PDS scheme. The Commissioner of Civil Supplies has requested to constitute the Apex Committee and the State Project e-Mission Team (SPeMT) for monitoring the implementation of objectives and key components of “Integrated Management of Public Distribution System (IMPDS)” in the State of Telangana.

  • After careful examination of the proposals of the Commissioner of Civil Supplies, Telangana and keeping in view the guidelines of Government of India for implementation of “Integrated Management of Public Distribution System (IMPDS)”, the State Apex Committee (SAC) is hereby constituted with the following officials:
  • Chief Secretary     to       the     Government/AdministratorChairman
  • Secretary (In-charge), Department of Food & Civil Supplies
  • Secretary    (In-charge), Department of       Information Technology
  • Executive Director/General Manager, Food Corporation of India
  • Representative, Department of Finance
  • Representative, NIC State/UT Unit
  • Any other member as may be decided by the Chairman.
  • State Project E-Mission Team (SPeMT) hereby constituted with the following officials:
  • Secretary (In-charge), Department of Food & Civil

Supplies- as Mission Leader ii.    Dedicated full-time HOD/Director/Spl. Secretary

iii. Representative of Food Corporation of India iv. NIC Officer

  • SMPU Consultant/Domain Expert Representatives from SPeMT / State IT Department vii.      Any other member as may be decided by the Chairman
  • The State Level Apex Committee shall monitor the progress of end to end computerization scheme and monitoring the implementation of key components and objectives of the “Integrated Management of Public Distribution System (IMPDS)”.
  • The State Project e-Mission Team (SPeMT) would provide operational guidance on the functioning of the components viz., creation of integrated national data infrastructure systems for ration cards management, allocation, supply chain, FPS automation, etc., deduplication of beneficiary data (Aadhaar numbers), creation of Public Distribution System Network (PDSN) and implementation of nation-wide portability in food grains distribution etc., supervise the progress, periodically review the status and recommend to the APEX Committee for any modification / updation in their implementation. 
  • The Commissioner of Civil Supplies, Telangana, Hyderabad shall take further necessary action accordingly.

“Integrated Management of Public Distribution System (IMPDS)” during the years 2018-19 and 2019-2020 – Constitution of the State Level Apex Committee under the Chairmanship of the Chief Secretary to Government and State Project e-Mission Team (SPeMT) under the Chairmanship of the Commissioner of Civil Supplies & Ex-Officio Secretary to Government for monitoring of implementation of the scheme – Orders issued.
