Liquor Check posts and Mobile units in AP

Setting up of Check posts and Mobile units in the bordering districts of AP to curb illegal transport of sand and liquor Appointment of SPOs and Eligibility criteria.

The Government has issued orders for setting up of interstate border check posts in the vulnerable areas of the InterState Boundary districts and mobile teams to supplement the check posts. All the check –posts and mobile teams shall operate in two shifts per day. For each shift, the man-power positioned, will be 1 HC /PC and 2 SPOs.

At this rate, for manning the check –posts and mobile teams in 2 shifts 3234 personnel are required. Out of which, 1078 will be the departmental personnel to be provided by the Home Department and 2156 are SPOs (Special Police Officers) to be taken on Out Sourcing basis by the Home Department. The capital cost shall be incurred by M/s APMDC Ltd., and the Recurring cost shall be shared equally by M/s APMDC Limited and Excise Department i.e, Andhra Pradesh Beverages Corporation Limited.

DGP, AP has furnished the following eligibility criteria for the Special Police Officers (SPOs) to be appointed.

Ex- Servicemen / Retired from paramilitary forces / Retired Police Officer / Served as Home Guard in Police Department earlier/ underwent security guard training from reputed institute. In case sufficient candidates belonging to the above category are not available, Police Department may select candidates based on a physical test who are otherwise eligible.

Age : Preferably below 65 years

Physical fitness: Physically / Mentally fit and shall be approved by Civil Assistant Surgeon. Police department may conduct physical fitness test and candidates shall qualify such test.

Qualification: Shall have been worked as Constable or equivalent rank while in Armed forces / Paramilitary forces / Police (or) shall have been worked as Home Guard in A.P. Police.

Criminal Cases: Should not be involved in any Crime during his life time.

Not awarded major punishment while working as an employee in Armed Forces / Paramilitary / Police.

Nature of Job: Shall work in Check Posts / Mobile parties and assist Police.

Duration: For one year (Extendable on the basis of Performance and requirement)

The DGP, AP has further stated that the District Superintendent of Police can only appoint SPOs from among applicants on the basis of efficiency in an accountable and transparent fashion. Accordingly, he has requested the Government to authorise the District Superintendent of Police to appoint the eligible and suitable candidates in a transparent and accountable manner.

Government after careful examination of the matter hereby accord permission to all the District Superintendent of Police for appointment of 2156 Special Police Officers (SPOs) on Outsourcing basis for the use of their services at the check posts and mobile teams to be constituted as per the Orders issued vide reference 1st read above, with the eligibility criteria mentioned at para 2 above.
