Chief Engineer Minor & Medium Irrigation, Water Resources Department , Vijayawada, has recommended the proposal to Government to accord permission to Indian Oil Corporation Limited (IOCL) for laying of 16” dia underground natural gas pipelines along with 3” dia Optical Fiber Cable (OFC) from Thiruvallur to Bangalore section as part of “Ennore – Thiruvallur – Bangalore – Puducherry – Nagapattinam – Madurai – Tuticorin Natural gas pipeline (ETBPNMTPL) across water bodies that comes under the jurisdiction of Irrigation Circle, Chittoor, as per the Division wise technical opinion reports of the crossing across water bodies and the details of security deposits to be paid by the IOC Limited to the Water Resources Department as reported by the Superintending Engineer, Irrigation Circle vide letter 2nd read above.
After careful examination of the matter, Government hereby accord permission to IOCL for laying of 16” dia underground natural gas pipelines along with 3” dia Optical Fiber Cable (OFC) from Thiruvallur to Bangalore section as part of “Ennore – Thiruvallur – Bangalore – Puducherry – Nagapattinam – Madurai – Tuticorin Natural gas pipeline (ETBPNMTPL) across water bodies that comes under the jurisdiction of Irrigation Circle, Chittoor, subject to the following terms and conditions:
i. Water Resource Department reserves right of denial of crossing to the IOCL Line if it is found to be causing any sort of structural stability and hindrance to flow of water bodies or minor irrigation sources at the point of crossings.
ii. The IOCL authorities should execute the crossing work without altering any natural profile and the existing hydraulic particulars of the irrigation water bodies/rivers/canals/streams/drains.
iii. After execution of the work the IOCL should restore the irrigation water bodies/rivers/canals/streams/drains to the original position as directed by the Engineers of Water Resources Department.
iv. This department reserves the right of modification/alteration/up gradation of the department property without the consent of IOCL and the company authorities should oblige the same without any changes. The top level of the pipe line proposed should be laid as per the depth mentioned in cross section drawing of IOCL or as directed by the Engineer in Charge of this department.
v. The pipe line should be laid preferably by Horizontal Digging and Drilling (HDD) method for major Rivers having bed width more than 7 meters without disturbing the existing embankments.
vi. During laying of the pipes, if the canal and rivers prism or banks are disturbed, the firm (i.e., M/s IOCL, Southern Region Pipeline, Chennai) is liable for restoration of canals to its original standards with their own cost and as directed by the Engineer – in – Charge of the Department. vii. If any damage is caused to crop or habitations in the vicinity, the sole responsibility shall lie with the applicant firm and adequate compensation should be paid by the firm (i.e., M/s IOCL, Southern Region Pipeline, Chennai) to the Farmers or people affected with the damage.
viii. After laying the pipeline, the canal should be restored to its original standards and No Objection Certificate (NOC) may be obtained from the concerned officials of Water Resource Department to get release of the security deposit.
ix. Safety of the pipe lines laid is the sole responsibility of the Firm (i.e., M/s IOCL, Southern Region Pipeline, Chennai).
x. The pipe line work at the crossing points of major rivers, canals, nalas and drains should be got inspected by the Departmental officials not below the rank of Deputy Executive Engineer before execution, during execution and after execution. The ideas of departmental officers should invariably be considered while executing the work keeping in view of the safety of the structures like flood banks.
xi. Any other conditions if found necessary by the Water Resources Department after according permission, the same should be abide by the applicant.
xii. The IOCL shall deposit an amount of Rs.1,41,54,600/- (Rupees One crore forty one lakhs fifty four thousands and six hundred) to carry out any damages caused by the Company to Irrigation sources during laying of pipe line, if any (10% of the amount in the form of Demand Draft drawn in favour of concerned Assistant PAO/ PAO, Works & Projects and 90% of the amount in the form of Bank Guarantee in favour of concerned Superintendent Engineer).
xiii. The IOC Limited, Southern Region Pipeline, Chennai shall hand over the Demand Draft/ Bank Guarantee to the Superintendent Engineers concerned and get permission to execute the work well in advance. xiv. The River/Nala/Stream/Water course probable discharge of flood water a Crossing of pipe line is in the range of 4.0/5.0 cusecs according to its hydraulic particulars. While doing excavation of trenches with earth moving machinery, the soil is to be dumped away from the water body’s bed.
xv. Similarly refilling of trench after erection of pipeline and OFC cable laying shall be carried out without obstructing the flow in the water bodies.
xvi. The run-off yield through Nalas, Drains, Rivers to the water bodies under W.R Dept., should neither be diverted nor percolated into pipeline trenches. xvii. The excavation of trenches must be well beneath the bed of Nala at crossings.
xviii. The pipeline alignment should not block the discharge of flow in the Nalas or supply channels.
xix. The applicant has to construct the required structures with his own expenditure and not to claim rights either on the structure or on the extent of course & area occupied by the structures. The approach crossing is under the control of Water Resources Dept., Govt. of AP only.
In addition to the above conditions, the IOC Limited, Chittoor shall hand over the Demand Drafts/ Bank Guarantee to the concerned Superintendent Engineers and get permission to execute the work well in advance and also prior permission should be accorded from the competent authority if any structures come across for the laying of pipeline by the IOCL authorities.
The Engineer-in-Chief (Irrigation), Water Resources Department, Vijayawada, the Chief Engineer, Minor & Medium Irrigation, Water Resources Department ,Vijayawada and the Collector & District Magistrate of Chittoor district shall take necessary action accordingly.
