Expansion of YSR Aarogyasri Scheme in other States for certain Super Specialty Services / Procedures GO 548 on 10 October 2019.

Dr.YSR Aarogyasri Inclusion of Bilateral Cochlear Implantation and Additional External Processor for Congenital deaf Children Orders Issued. Government have promised the people of the State that Dr.YSR Aarogyasri scheme would be expanded to include the hospitals located in neighbouring major cities namely Hyderabad, Benguluru, Chennai as per the election promise under “NAVARATNALU”. Accordingly the matter was discussed and deliberated by the “Experts Committee on Health Reforms” and Committee recommended that procedures under certain super specialties may be included under the expanded scheme.

Chief Executive Officer, Dr.YSR Aarogyasri Health Care Trust, AP, Guntur has informed that in pursuance of the instructions issued in the meeting held by the Hon’ble Chief Minister on 18.10.2019, a Committee was constituted with three prominent cochlear surgeons; the Cochlear Committee thus constituted and the network hospital cochlear ENT surgeons gave feedback regarding the implementation of bilateral cochlear implantation and additional External Processor for Congenital deaf Children along with financial mplication by taking last Year preauthorisation’s number into account, usefulness to kids and rate impact on Dr. YSR Aarogyasri Trust; further, discussions were also held on the guidelines to be followed for providing additional external processor, its utility and reimbursement modalities after the failure of the first processor.

Accordingly, the Chief Executive Officer, Dr.YSR Aarogyasri Health Care Trust, Guntur has forwarded the proposal for inclusion of Bilateral Cochlear Implantation for Deaf Children and additional External Processor for congenital deaf Children in Dr.YSR Aarogyasri.

Government after examination of the proposal of the Dr.YSR Aarogyasri Health Care Trust, hereby accord permission to the Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust, AP, Guntur for inclusion of Bilateral Cochlear Implantation for deaf Children and additional External Processor for congenital deaf Children under Dr. YSR Aarogyasri.

The Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust, Guntur shall take necessary action accordingly.

This order issues with the concurrence of the Finance (FMU-HM&FW-FIN01) Department vide their U.O.No. FIN01-FMUOPC (HMF2)/108/2019, Dated.25-11- 2019.

The Chief Executive Officer, Dr.YSR Aarogyasri Health Care Trust, AP, Guntur has furnished proposal for expansion of Dr. YSR Aarogyasri Scheme for certain Super Specialty Services / Procedures in the empanelled Hospitals at Hyderabad, Chennai and Benguluru.

Government after careful examination of the matter hereby order expansion of Dr YSR Aarogyasri covering 17 super specialties involving 716 procedures in the empanelled hospitals at Hyderabad, Chennai & Benguluru from 1st November, 2019.

i) the Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust is authorized to empanel the hospitals which are already empanelled under the schemes being implemented by the respective State Governments.

ii) the Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust is permitted to engage 71 Aarogya Mithras, 3 Office Associates and

3 District Co-ordinators on outsourcing/deputation basis.

The Chief Executive Officer, Dr.YSR Aarogyasri Health Care Trust, AP, Guntur shall take necessary action accordingly. This order issues with the concurrence of the Finance (FMU-HM&FW-FIN01) Department vide their U.O.No. FIN01-FMU0PC (HMF2)/76/2019-FMU-HMFW, Dated.25-10-2019.

Navaratnalu-extending financial assistance in the form of monthly pension-patients/persons suffering from certain diseases/conditions

Government in furthering its commitment to the welfare of the of the people have decided to sanction financial assistance to the people suffering from Thalassemia and other chronic diseases/conditions which make persons’ dependent on regular medication or on other persons for support. Hon’ble Chief minister announced in Palasa, Srikakulam District that Financial assistance would be provided to Patients suffering from CKD who are in advanced stages .

The issue was referred to a committee of experts to suggest diseases/conditions which might require Financial assistance from Government. As per the recommendations of the expert committee, Government hereby issue orders for payment of pension to the persons suffering from certain diseases as given below.

  1. Thalassemia Major 10000
  2. Sickle Cell disease 10000
  3. Severe Haemophilia (<2% of factor 8 or 9) 10000
  4. Bilateral Elephantiasis-Grade 4 5000
  5. Paralysis confining the person to wheel chair or bed 5000
  6. Severe muscular dystrophy cases and accident victims confined to wheel chair or to bed 5000
  7. Rs. 5000 to Chronic kidney disease patients (Stage3,4 &5) who are not on dialysis and are having following conditions –
    a. Serum creatinine of .>5mg Consistently on two separate occasions with at least 3 months gap (in Government lab)
    b. Small contracted kidney on sono graphic evaluation (less than 8 cm)
    c. Estimated GFR -<15 ml.
    Duly certified by medical board constituted in Government Medical College.
  8. The Director of Medical Education shall take necessary action accordingly.
  9. The orders issued above shall be effective from 1st January, 2020.
  10. This order is issued with the concurrence of Fin.(FMU-HM&FW) Dept., vide their U.O.No. FIN01-FMU0PC(HMF2)/78/2019-FMU-HMFW, dated 25.10.2019

Post–operative sustenance allowance” to compensate the loss of wages for patients who undergo surgeries under Dr.YSR Aarogyasri Scheme – orders – issued

In order to Provide “Quality Health care” to the citizens in the State through Dr. YSR Aarogyasri Health Care trust, Government of Andhra Pradesh have started implementing various measures. Government have decided to provide financial assistance to Patients who undergo surgical procedures to compensate wage loss during Post-operative recovery period. Accordingly Proposals were called from Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust.

  1. Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust, Guntur, has furnished the proposal in the reference read above, for sanction of post-operative sustenance allowance to the patients who undergo surgeries under Aarogyasri at the rate of Rs 225 per day.
  2. Government after careful examination of the proposal hereby accord permission to the CEO, Dr.YSR Aarogyasri Health Care trust, to provide financial assistance to patients who undergo surgeries under Aarogyasri during post-operative recovery period @ Rs 225 per day for the period of recovery prescribed subject to a maximum of Rs 5000 per month.

The scheme of “Post–operative sustenance allowance” under Dr.YSR Aarogyasri shall be applicable to the people below poverty line. To ensure this, necessary safeguards are to be incorporated by the Trust.

The orders issued above shall be effect from 1st December, 2019.The Chief Executive Officer, Dr. YSR Aarogyasri Health Care Trust shall take necessary action accordingly.

This order issues with the concurrence of the Finance (FMU-HM&FW-FIN01) Department vide their U.O.No. FIN01-FMU0PC(HMF2)/54/2019-FMU-HMFW, Dated.25-10-2019.
