What Is the Local Cadre Scheme?

The Telangana Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 2018 was originally issued by the Government of India through GSR 820(E) dated August 29, 2018, and re-published by the State Government in G.O.Ms.No. 124. It came into force on August 29, 2018, and directs state governments to organize civil service posts into local cadres for different parts of the state.

Under Para 3(1) of this Order, the State Government must classify posts into local cadres to ensure that local candidates receive preference during Direct Recruitment. The TGHCL scheme, approved through this G.O., formally implements this mandate within the Housing Corporation.

The Managing Director of Telangana Housing Corporation Ltd., Hyderabad, plays a central implementation role. The G.O. directs the MD to:

  • Fix cadre strength for each local cadre based on the sanction of posts by the Finance Department
  • Amend Service Rules where necessary, in line with the organization of local cadres approved under this order
