Gadwal Municipality – Construction of Vegetable Market and shopping complex


Commissioner & Director of Municipal Administration, A.P., Hyderabad has submitted proposal for according administrative sanction for construction of Vegetable Market and shopping complex in place of old dilapidated vegetable market under good will auction method as per council resolution No.133 dated.17.03..2012 of the Municipal Council, Gadwal Municipality.

The Commissioner & Director Of Municipal Administration, A.P., Hyderabad has submitted that on 14.06.2010 due to heavy rains, eight shop rooms have collapsed and ten individuals died in the incident. In view of the above incident, it was decided to remove all the shop rooms which were in dilapidated condition and to construct new shopping complex in place of the old vegetable market. The proposals have been prepared accordingly with an estimated cost of Rs. 300.80 lakhs. The entire matter has been placed before Special Officer, Gadwal Municipality for sending proposals to Government for according permission to the shop rooms to be constructed under goodwill auction basis with an estimated cost of Rs. 300.80 lakhs and the same was approved in C.R.No. 133, dt. 17.03.2012. The Special Officer, Gadwal Municipality in C.R.No. 133, dt. 17.03.2012 has resolved to follow the guidelines prescribed in G.O.Rt.No. 535, MA, dt. 8.7.1998, so as to fetch additional revenues to Gadwal Municipality duly constructing a new vegetable market in place of the old dilapidated vegetable market and to put the shop rooms for open auction. The Director of Town & Country Planning, Hyderabad has approved the site design in B.P.No. 18/2010 and the Engineer-in-Chief(Public Health) has approved the technical estimates in Lr. No. 3/AEE/T7/GDL /VEG.MARKET/2011, dt. 11.05.2011.

Further he has requested to accord permission to the Municipal Commissioner , Gadwal Municipality to put all the shop rooms for public auction duly following the procedure laid down in G.O.Rt.No.535, MA, dt. 8.7.1998 and fixing the rent as per the guidelines issued in G.O.Ms.No. 56, MA, dt. 5.2.2011.

Government have issued revised comprehensive guidelines in supersession of G.O.Ms.NO.535 MA, Dt.08.07.1998 for construction of Markets/Shopping complexes on Municipal land goodwill amount basis (Non refundable deposit). On the above proposal, the Commissioner & Director of Municipal Administration, A.P., Hyderabad has been requested to take further necessary action as per G.O.Ms.No. 198, Municipal Administration & Urban Development (J2) Dept., Dt.08.05.2012, in respect of Construction of Vegetable Market and shopping complex in place of old dilapidated vegetable market under good will auction method.

The Commissioner and Director of Municipal Administration, A.P., Hyderabad has requested to issue amendments to the Annexure contained in G.O.Ms.No. 198 Municipal Administration & Urban Development (J2) Dept., dt. 8.5.2012 duly incorporating item No. 9 (v) and 9 (vi) i.e., examples for calculation of rent and goodwill amount for the shop rooms constructed on the goodwill amount basis.

The Commissioner & Director Of Municipal Administration, Hyderabad has submitted the fresh proposal in accordance with the guidelines issued in G.O.Ms.No. 198 MA, dt. 08.05.2012 for putting the(106) shop rooms to public auction. .. The estimates for an amount of Rs. 300.80 lakhs was technically approved by the Engineer-in-Chief (Public Health), Hyderabad and the type design was got approved by the Director of Town and Country Planning, Hyderabad vide B.P.No. 18/2010. The Municipal Commissioner, Gadwal Municipality has submitted statements showing the details of rent and good will amount proposed for collection from the tenants of the shop rooms in Gadwal Municipality in a separate statement proposing the goodwill amount ranging from Rs. 2,20,462/- to Rs. 4,13,400/-. He has proposed the monthly rent for collection is ranging from Rs. 800/- to Rs. 1500/- per month.

He has also submitted that according to the guidelines prescribed in G.O.Ms.No. 198, Municipal Administration & Urban Development (J2) Dept., dt. 8.5.2012 the administrative sanction of the Government for the project should be obtained before putting the shop rooms to public auction and the bid of good will in the public auction should be accepted by the Municipal Council and the type design has to be approved by the Director of Town & Country Planning, Hyderabad and the Estimates are to be approved by the Engineer-in-Chief (Public Health), Hyderabad.

In the instant case, the Engineer-in-Chief(Public Health), has given technical approval of the estimates and the type design was approved by the Director of Town & Country Planning, Hyderabad and administrative sanction for the project has to be given by the Government for putting the shop rooms for good will auction.

Further the Commissioner & Director of Municipal Administration, Hyderabad has requested to issue orders according administrative sanction for putting the shop rooms for good will auction in Gadwal Municipality.

Government of AP have issued revised comprehensive guidelines in supersession of the guidelines issued in the G.O.Ms.No. 198 Municipal Administration & Urban Development (J2) Dept., dt. 8.5.2012 as Annexed to this order.

Government after careful examination of the proposal hereby accord administrative sanction at a cost of Rs. 300.80 lakhs to the Municipal Commissioner Gadwal Municipality for construction of Vegetable Market and Shopping Complex in place of old dilapidated vegetable market under good will auction method as per council resolution No.133 dated.17.03..2012 in Gadwal Municipality, subject to strictly following the guidelines issued in G.O.Ms.No. 21 Municipal Administration & Urban Development (J2) Dept., dt. 18-1-2013 and as per the provisions contained in A.P. Municipalities Act, 1965 and rules thereto from time to time.

The Commissioner & Director of Municipal Administration shall take necessary action accordingly.
