Boat Accident at Godavari Kachuluru Ex-gratia to family members G.O.RT.No. 1071 Dated: 25-10-2019 Sanction of Ex-gratia to the bereaved family members of the deceased persons who met with tragic Boat Accident in Godavari river near Kachuluru Village of Devipatnam Mandal in East Godavari District under Chief Minister’s Relief Fund
In the circumstances reported by the Collector & District Magistrate, East Godavari in the references, Government, after careful examination of the matter, hereby accord sanction and release an amount of Rs.120.00 Lakhs (Rupees one Crore twenty Lakh only) vide Cheque No.694135, dated:25.10.2019, to the District Collector, East Godavari under Chief Minister’s Relief Fund for disbursing the same as ex-gratia the to the bereaved family members of the deceased persons who met with tragic Boat Accident in Godavari river near Kachuluru Village of Devipatnam Mandal in East Godavari District and the details are as follows;

The Collector & District Magistrate, East Godavari District is requested to take necessary action in the matter immediately and furnish the payment details to Government, for record.
Government hereby sanction ex-gratia to the victims/ next of kin who met with tragic Boat accident in Godavari River near Katchaluru Village in East Godavari District on 15-09-2019:- Ex-gratia:
i) Rs.10.00 lakh for legal heirs of the deceased.
ii) Rs.3.00 lakh for the survivors with Major injuries
iii) Rs.1.00 lakh for the survivors with Minor injuries /No injuries.
All the concerned District Magistrates & Collectors, Andhra Pradesh shall take necessary further action, accordingly. The District Collector, East Godavari shall coordinate with the concerned District Collectors of Telangana State for disbursement of exgratia to the persons belonging to the State of Telangana.
Boat Accident in East Godavari on 16-09-2019 – Capsized boat namely Vasista Punnami Royal (G+1) boat at Katchuluru near Mantur village in Devipatnam Mandal of Rampachodavaram on 15-09-2019 carrying 76 passengers
including 8 crew team – Constitution of Enquiry Committee – Orders
District Collector, East Godavari has submitted a preliminary report on the capsization of private tourist boat namely Vasista Punnami Royal (G+1) boat at Katchuluru near Mantur village in Devipatnam Mandal of Rampachodavaram on 15-09-2019 which is carrying 76 passengers including 8 crew team.
The no. of deaths so far is 28 and it may increase. Rescue operations are going on. 2. In the reference 7th read above, Hon’ble Chief Minister ordered for formation of an Enquiry Committee to probe inquiry into the incident and it should submit its recommendations to the Government within 21 days from the date of constitution.
- Accordingly, Government hereby constitute an Enquiry Committee with the following members :
i) Spl. Chief Secretary (Irrigation) Chairman
ii) Spl. Chief Secretary (Revenue) Member
iii) Prl. Secretary (Tourism) Member
iv) Addl. Director General (Law & Order) Member
v) Director (Ports) Member
vi) District Collector, East Godavari Convenor - The Scope of the Committee is as follows;
(i) Examine all causes for unfortunate boat accident
(ii) Fix responsibility of the concerned
(iii) Suggest measures that such incidents do not reoccur in future
(iv) Suggest on physically restraining un-licensed, un-fit, un-registered boats at
the ferry point at ground level.
(v) Suggest on Running of control room at ferry points
(vi) Suggest on Training of Boat drivers other than the license etc.,
(vii) Follow up action on earlier instructions, issued by Govt from time to time
(viii) Suggest guidelines for movement in pre-flood, flood times and its
implementation thereon.
(ix) Any other recommendation which the enquiry committee may consider. - The Committee shall submit its report in 21 days to Government for taking
further action.
Boat Accident in East Godavari – To conduct a magisterial enquiry by the Joint Collector, East Godavari on the above boat accident occurred in East Godavari on all the failures and lapses An unfortunate Boat accident occurred in Godavari River near
Katchaluru Village in East Godavari District around 11.00 am on 15-09-2019 with 61 tourists. A preliminary report has been submitted to Government by the Director of Ports, Kakinada on the above boat accident.
Government after careful examination of the report decided that there is a need to conduct a magisterial enquiry by the Joint Collector, East Godavari on the above boat accident and all the failures and lapses must be gone into.
Accordingly, Government hereby direct the Collector and District Magistrate East Godavari to cause a magisterial enquiry by the Joint Collector & Additional District Magistrate, East Godavari on all failures, lapses and material incidental to the accident and submit the Magisterial Enquiry Report within 60 days from the date of issue of order.
