Telangana Scheduled Castes Rationalization of Reservations Rules, 2025

1. Reservation Implementation Objective: To ensure fair, reasonable, and equitable reservation for Scheduled Castes across the State of Telangana, subject to the availability of eligible candidates. Reservation Percentages: (1) 15% Reservation: 15% of posts in public appointments and seats in educational institutions shall be reserved for persons belonging to Scheduled Castes-Group-I, as listed in clause (a) of section 3 of the Act. (2) 9% Reservation: 9% of posts in public appointments and seats in educational institutions shall be reserved for persons belonging to Scheduled Castes-Group-II, as listed in clause (b) of section 3 of the Act. (3) 5% Reservation: 5% of posts in public appointments and seats in educational institutions shall be reserved for persons belonging to Scheduled Castes-Group-III, as listed in clause (c) of section 3 of the Act. Roster Points for Appointments: For Group-I: Reservations shall align with roster points at SI.Nos. 2, 16, 27, 47, 52, 66, 72, 87, 97 as specified in Rule 22(2)(e) of the Telangana State and Subordinate Service Rules, 1996. For Group-II: Reservations shall align with roster points at SI.Nos. 22, 41, 62, 77, 91 as specified in Rule 22(2)(e) of the Telangana State and Subordinate Service Rules, 1996. For Group-III: Reservations shall align with roster points at SI.Nos. 7 as specified in Rule 22(2)(e) of the Telangana State and Subordinate Service Rules, 1996. 2. Reservation for Women Allocation: A 33.33% reservation for women in public services and educational institutions shall be implemented in accordance with existing rules. 3. Handling Non-Availability of Eligible Candidates Appointments: (1) If eligible Scheduled Caste candidates are unavailable to fill reserved posts, the vacancies shall be filled by candidates from the next group of Scheduled Castes as specified in section 3 of the Act. Explanation: If eligible candidates are unavailable from Group-I, the posts shall be filled from Group-II, and so on, with a candidate from the subsequent Scheduled Caste group. Admissions: (2) If eligible candidates are unavailable to fill reserved seats in educational institutions, the seats shall be filled with candidates from the next group of Scheduled Castes as specified in section 3 of the Act. 4. Carry Forward of Vacancies Policy: If no eligible Scheduled Caste candidates (from any of the groups in clauses (a), (b), or (c) of section 3) are available, the vacancy shall be carried forward as per existing rules and shall not be filled with a candidate from any other community, except in accordance with government orders or instructions issued in this regard. 5. Non-Applicability of Rules Exceptions: (1) These rules shall not apply to advertisements or notifications issued, or appointments/admissions made prior to the Act’s commencement. (2) These rules shall not apply to appointments to posts or services in Central Government departments, corporations, undertakings, educational institutions under Central Government control, or any other entity not under State control. 6. Rule-Making Authority (1) The Government may, by notification in the Telangana Gazette, make rules to implement these provisions. (2) Such rules may include provisions for: (a) Fixation or adjustment of roster points for Scheduled Castes, including women. (b) Any other matter deemed necessary. 7. Effective Date and Modifications Commencement: These rules shall take effect from the date of publication in the Telangana Gazette, unless laid before each House of the State Legislature. Modifications: Any modification or annulment shall be effective only from the date of notification and shall not affect the validity of prior actions taken under the original rule.
