With the launch of its Animation, Visual Effects, Gaming, and Comics (AVGC) 2.0 policy unveiled during the India Game Developer Conference (IGDC), Telangana is seeking to capture leadership in the gaming, animation and visual effects sectors in India. This integrated policy articulates the intent of the state in nurturing, growth and innovation within these high potential industries with the states fostering environment for start-ups, applying ethical practices and increased inter collaboration between states and the central government.
Telangana’s Focus is that of a Gaming Innovation Hub to Catalize Growth of the Sector
A key focal area of Telangana’s AVGC 2.0 policy is the scheduled establishment of a gaming innovation hub projected for commissioning in 2025. This will be a purpose-built facility for research and development, and support for start-up companies in gaming and affiliated industries. As per the Information Technology minister of the State Mr. D. Sridhar Babu “the hub seeks to create a beautiful ecosystem for small gaming firms and innovation”. The hub will equip the startups with support infrastructure required to promote further changes and thrust Telangana in the gaming galaxy of China.
In this regard, Babu has stressed that the policy will include a strong esports aspect that will focus on ethical gaming to ensure that the industry develops responsibly. He remarked, ‘We bear responsibilities regarding the effects gaming has on society.’”, making reaffirming the state’s position of targeting development that encompasses both the industry and the overall welfare of the society.
Cross State Collaborations – The Need for Central Assistance
It is relevant to note here that AVGC 2.0 policy has also mentioned the relevance of partnerships even outside Telangana with a specific emphasis on the need for unbiased and sustainable assistance from the central government. Dr. Palanivel Thiagarajan who is the IT Minister of Tamil Nadu where a voice of unity was sounded by Minister Babu, remarked regarding the massive possibilities in that sector and the need for non-political support from the Centre. “The opportunity here is immense… collaboration with the central government must be apolitical,” Dr. Thiagarajan was quoted, pointing out that for both states to be successfully implemented will require effective and enduring assistance consistent across both states.
Minister Babu also emphasized the measures which Telangana is taking to garner venture capital and foster a competitive ecosystem for the gaming start ups, informing that the state has made a request to the central government for support in this endeavor. If sufficient funds and collaboration are received, the AVGC industry in Telangana has the potential of creating a substantial number of jobs and augmenting the tech ecosystem of India.
Cordial Competition and Learning from Each Other’s Platforms
Even the lasting soft power of both states probably allows them to be better competitors, even when their phases in the AVGC particular industry sectors are different. Telangana and Tamil Nadu embodies this spirit as they continue to be in fierce friendly competition, motivated to draw lessons from the unique specifics of the other. In this context, Minister Babu was advocating what he termed as ‘healthy competition among the states’ and of course recognition of individual feats. Improving the Education and Skills of Gamers in Telangana
Furthermore, there is a participatory urge in the state to promote educational pursuits in regards to gaming and allied fields. The state is also in conversations with international companies to work together with its skill development university to develop training and education that is specific for students going into the gaming industry. Babu, the minister, emphasized the states quest for international entrepreneurs to invest in her stating, “We want to create an environment conducive to international investors, ideas, and jobs for our countries people”.
In addition, Telangana has taken a step further and suggested the establishment of a regional hub of AVGC excellence in Hyderabad based on the one already existing in Mumbai.
