The Stamps and Registrations Department initiated the process to reassess market values to implement the new charges. Guidelines have been provided to sub-registrars, aiming for the updated charges to reflect actual market conditions. An initial meeting with additional collectors and RDOs is scheduled for June 18th to kickstart the process. The department plans to finalize new registration charges by July 1st, after a thorough review. Subsequent stages will involve finalizing the market values to be implemented from August 1st. Committees at the mandal and district levels will oversee the process, ensuring smooth implementation.
Market Value Revision Guidelines
The Stamps and Registrations Department has issued guidelines for revising market values in both rural and urban areas. The aim is to ensure the revised values reflect real market conditions. Commissioner Naveen Mittal emphasized the need for careful assessment and urged cooperation with Revenue, Panchayat Raj, Survey-Land Records, and Municipal departments across the state.
Rural Area Assessments
The process in rural areas involves identifying villages along national and state highways, considering areas suitable for non-agricultural use, and evaluating industrial and SEZ zones. Open land prices in these areas will be taken into account to revise market values. District registrars and DIGs will focus on areas where land prices have either increased or decreased, ensuring an accurate reflection of market trends. Input from revenue and panchayat officials will also be considered for agricultural land valuations.
Urban Area Assessments
In urban areas, local bodies such as municipal corporations and municipal councils will determine values based on specific zones within their jurisdictions. Commercial areas and main roads will be assessed to set values that match the locality. Colonies, internal roads, and areas with developed infrastructure will also be reviewed, with adjustments made as necessary. This ensures that both increases and decreases in value are accurately reflected.
Revised Valuation Process
The process involves several key steps:
- Meeting with Officials: A meeting with revenue, municipal, and panchayat officials is scheduled for June 18, 2024.
- Completion of Market Value Revisions: The revisions are to be completed by June 23, 2024.
- Review: A review session will be held on June 25, 2024.
- Committee Approval: Approval from the committee is expected by June 29, 2024.
- Website Display: The revised values will be displayed on the department’s website by July 1, 2024.
- Feedback and Resolution: Suggestions, recommendations, and objections will be accepted and addressed by July 20, 2024.
- Final Update: The department’s website will be updated with the new prices on July 31, 2024.
- Implementation of Revised Prices: The revised prices will be implemented starting August 1, 2024.
