Government’s Financial Perspective

The state’s financial condition has prompted the government to consider resolving LRS applications as a means of generating additional income. Finance Minister Bhatti Vikramarka has indicated in various reviews that the LRS matter will be addressed. The Chief Minister is expected to hold a high-level review of municipal affairs soon, and officials are preparing a report on LRS issues to present to him. Currently, there is a stay on LRS in the High Court, and while a petition has been filed in the Supreme Court, it has not yet been admitted. In light of this, officials have decided to seek the Chief Minister’s approval to file an affidavit for the removal of the High Court stay, believing that resolving this issue in the High Court will benefit millions of applicants.

Long Wait for LRS Applicants

Since 2020, 2.54 million applicants have been waiting for the regularization process. Some plot owners have even started building houses, while others have paid additional fees for building permits based on High Court orders. Many who bought land years ago now wish to sell it to meet family needs, but the lack of regularization has hindered registrations, deterring buyers or forcing them to offer lower prices. The Congress government, which took office last December, initiated the process to resolve LRS files in March. Local authorities issued notices to applicants, but the process was halted due to the implementation of the Lok Sabha election code. The government now believes that resolving this issue quickly could benefit the state’s treasury.
