The directives issued by the Government of Telangana on 29th November 2024 for mutual transfers deserve attention. For Non-Teaching Staff: Employees attached to Zilla Parishad Parishads (ZPP) and Mandal Parishads (MP) or other local bodies can work mutual transfers between these institutions.
Transfer: Illustrations, the Boundaries/ Parameters
In Valid Example: A person holding a post of School Assistant (Maths) and working in English medium can transfer to other local area where this post is held by some other person working in the same medium.
In Invalid Example: A School Assistant (Maths) who is a Telugu medium speaker can not exchange her position with a school assistant from her other medium’s English.
Other Recommendations Made
A signed application enhancing the undertaking where the nominated ranks lower in seniority must, upon order assignment, be issued.
Application and Process
Submission of online and hard copy applications
Applicants are required to visit and submit their applications at the designated portals: po2018mutualtransfers.telangana.gov.in
Every applicant is therefore required to go to their respective head of district or zonal head and submit hard copy of the application too.
Application Completion:
An application which is submitted is deemed to be the only application without the possibility to edit and or any other application being made.
Scrutiny and Approval:
The Head of the Department will be the only official to scrutinize the applications.
Such applications as verified by the Secretary to the Government will be processed for final implementation.
Application Submission Window:
All the New applications shall commence from 1st December upto 31st December in the year 2024.
Rejection Conditions:
Absence of employees on the basis of suspended staff members, attendance of disciplinary actions, or employees on leave of absence without any official permission will lead to rejection of the application.
Consent of the employees who provide approval for more than one application call for rejection.

Seniority Adjustment
As per P.O.-2018, the transferred teachers will be placed at the lowest rank in their new spos.
No Travel Allowance (TA/DA) :
The Mutual Transfers of this form will automatically disqualify the employees from seeking reimbursements of TA or DA.
Pending Applications:
The pending applications for these positions which are already submitted will not have any additional requirements and will follow the new rules which have been provided.
Government’s Rights
Because of administrative needs or because of urgency, the government has the right to refuse any application for mutual transfer.
