TSCAB or DCCBs Incremental vacancies Criteria for selection

Consequent to the Revival Package announced by the Government of India and as a sequel to the Vaidyanathan Committee Recommendations, suitable changes were made to the APCS Act, 1964, inter alia, providing autonomy to the Cooperatives [section 115 (d)(2)] in certain matters relating to business, HR, etc., subject to the guidelines of the RBI/ NABARD from time to time.

NABARD, in terms of the Mitra Committee Recommendations, vide its H.O. Circular No. 222/IDD/17/2009 dated 31.12.2009, communicated the HR Policy for Short Term Cooperative Credit Structure, for placing the same before the Board of Management of the Cooperatives and for adoption with suitable changes, if any. The said recommendations contained the guidelines specified for categorization of DCCBs/Apex Bank based on business levels and the related manpower requirement for the same.

Based on the said recommendation, the High Level Committee (formerly SLTF), had approved the revision in staffing pattern of TSCAB and that of the DCCBs with the financial status as on 31.03.2015 (in all cadres except in the cadre of Subordinate Staff) and further recruitment was conducted during the year 2015 in DCCBs/TSCAB, consequent to increase in business levels and requirement of manpower.

Position being thus, the TSCAB & DCCBs have requested the Government for considering the assessment of manpower requirement pertaining to the subordinate staff cadre expressing their need based requirements.
The High Level Committee, under the Chairmanship of the Chief Secretary, Government of Telangana, inter alia, has taken up the said issue and vide Proceedings 1st cited, directed that, a Sub-Committee with RCS, TSCAB, NABARD and DCCBs be constituted, to finalize the modalities for evolving criteria for filling up of incremental vacancies at subordinate-staff level.
The NABARD, TS, RO, vide reference 2nd cited, requested the Government for issuing suitable Orders in this regard.

Accordingly, the Government of Telangana, after careful examination, hereby order that the following Sub-Committee of High Level Committee, is constituted for the purpose:

i President, Telangana State Coop. Apex Bank Ltd., Chairman Hyderabad

ii The CC & RCS/Additional RCS, Government of Member Telangana, Hyderabad

iii The Chief General Manager/General Manager, Member NABARD, TSRO, Hyderabad

iv The Managing Director, Telangana State Coop. Member / Apex Bank Ltd., Convenor

v The CEO, Nizamabad DCCB, Nizamabad Member

vi The CEO, Adilabad DCCB, Adilabad Member

The said Sub-Committee shall examine the issue in detail and finalize the modalities for evolving criteria for filling up of incremental vacancies at subordinatestaff level and submit their report to the High Level Committee, within two months from the date of this Government Order.
