Hayathnagar Mandal Praja Parishad Reconstitution 19


Government of Andhra Pradesh have denotified the Hayathnagar, Pedda Amberpet, Thattiannaram, Kuntloor and Pasumamula Gram Panchayats in Ranga Reddy District, and constituted as Nagar Panchayat Hayathnagar.

The Commissioner, Panchayat Raj and Rural Employment in his letter 3rd  read above, has  informed that as per the report of the Chief Executive Officer, Zilla Praja Parishad, Ranga Reddy District the Mandal Praja Parishad Hayathnagar, is having twenty three (23) Mandal Parishad Territorial Constituencies. Consequent on upgradation of four (4) Gram Panchayats in Hayathnagar Mandal Praja Parishad, the Mandal Praja Parishad Hayathnagar, has lost five (5) Mandal Parishad Territorial Constituencies. Therefore, he has requested the Government to reconstitute Hayathnagar Mandal Praja Parishad, Ranga Reddy District, as required under sub-section (3) of section 148 of the Andhra Pradesh Panchayat Raj Act, 1994.

Government after consideration decided to reconstitute the Hayathnagar Mandal Praja Parishad, with the remaining eighteen (18) Mandal Parishad Territorial Constituencies.

Therefore, the appended Notification will be published in the Extraordinary Issue of the Andhra Pradesh Gazette, dated     11/09/2013.

The Commissioner of Printing Stationery and Stores Purchase,  Andhra Pradesh, Hyderabad is requested to publish the following Notification in the Andhra Pradesh Gazette and furnish (25) copies to the Government.

The Collector & District Magistrate, Ranga Reddy, is requested to take necessary action to publish the Notification in the District Gazette for information and wide publicity of the public.

    Dist. Registrar, RR Dist. informed in his affidavit to the A.P.H.R.C. that Sub-Registrar (East), Hyderabad had registered the house building plots in the layout approved by Injapur Gram Panchayat Samiti in Munaganuru Village in the year 1984 as no Record was available at that time to show that the Survey No.44/1 comes under Govt. Assigned Land.
    Jaladi Vimala, Vendor who sold the lands has been exonerated of the charge of selling Govt. Assigned Land and acquitted her honourably by the First Class Magistrate (Criminal Court)Hayathnagar. It is, therefore, clear that Survey No.44/1 does not attract the S.C.&S.T. Act of 1977.
    A Narasimha Rao, BSNL Official constructed his house (not in the same layout but elsewhere in the same Survey No.44/1 after obtaining no objection certificate from the Central Govt. Legal Counsel who has clearly stated that Survey No.44/1 does not attract provisions of SC&ST Act of 1977 and it has a clear marketable title. His house has been mortgaged to the President of India as per the procedure laid down for this purpose and he has been regularly paying annual property tax to the Munaganur Panchayat Samiti and obtaining receipts.
    As such, the MRO; Hayathnagar is requested to inform the above factual position to the State Govt. and ensure that the house building sites still lying vacant are regularised by the State Govt.

      What is the government stand on the disputed issue of plots under survey number 44/1 munaganoor village, hayatnagar Hyderabad.

      All most all people constructed houses.

      Please clarify.

      If continue silence, can we go for construction ?

        Dear Murty,
        Did you approach any govt official in this matter earlier…. We have made hundreds of visits to RR Collectorate in year 2000 to 2004. But our effort were futile though we met Mr.Ajay Jain, who was collector during that period. He had asked Mr Maranna, RDO(E), to prepare a note on the issue but, no outcome.

    THE STATUS OF PLOTS IN SURVEY NUMBER 44/1 MUNAGANOOR VILLAGE LINGERING SINCE 3O YEARS. CONGRESS / TDP RULED THE STATE AND ANDHRA PRADESH WAS ALSO SEPARATED BY GIVING TELANGANA. THE ANDHRA PRADESH STATE WAS ALSO DIVIDED (WHICH IS A BIG ISSUE) BUT THE FATE OF PLOTS IN SURVEY NUMBER 44/1 NOT RESOLVED YET.( WHICH IS NOT AS BIG AS STATE SEPERATION), WHICH GIVES AN IMPRESSION THAT THE PLOTS IN SURVEY NUMBER 44/1 MUNAGANOOR VILLAGE ISSUE MUCH BIGGER THAN STATE SEPARATION

    THAT SHOWS THE STATUS OF GOVERNMENT.

    THE THE CHIEF MINISTER -TELANGANA ADVISED THE COLLECTOR -RR DISTRICT TO RESOLVE THE ISSUE STILL NO ACTION.

    MIDDLE CLASS PEOPLE – THAT TOO SENIOR CITIZENS SUFFERING A LOT.

    THE TELANGANA GOVERNMENT CAME FORWARD TO RESOLVE THE ISSUE BUT THE CONCERNED AUTHORITIES NOT TAKING CARE.

    THE TELANGANA GOVERNMENT HAS TO GIVE A LAST DATE ( 15 DAYS OR ONE MONTH) TO RESOLVE THE DISPUTED ISSUE, TO THE CONCERNED OFFICIALS, FAILING WHICH THE CM ITSELF HAS TO DECIDE, SO AS TO STOP THE PROLONGED ISSUE SINCE 30 YEARS.

      Any government should resolve the existinb issues and then go for new issues. The plots located in Munaganoor village in survey number 44/1 lingaring since decades
      Without resolving and going for split up. The govts playing divide and rule tricks, spendin time of 5 yrs tennure and going, leaving the problems lingering since decades. The govts also diverting to new issues leaving old issues unresolved. No use.

        Pl note in case of plot dispute in Munaganoor noticed in 1991, Has MRO given a notice to the Sub Registrar in 1991 ? -under Prevention of corruption act 1988, for those documents registeted.

    The fate of the plots in survey number 44/1, not resolved yet.
    Almost all, having money and political power constructed houses.
    Only innocent people suffering.
    If the Govt stand on their word they have to destroy all houses in the subject cited site, before March 2017.
    Failing which the TN GOVT STAND IS NOT CORRECT.

    THE COLLECTOR, REGISTRAR ALONG WITH MRO HAS TO REVIEW THE ISSUE, SINCE PENDING MORE THAN 3 DECADES ,NO MEANING STILL KEEPING SILENT,

    Please notify the status of plots in survey number 44/1 Munaganoor hayatnagar hyderabad acquired during 1984 – 3 DECADES BACK AND REGISTERED BY REGISYRAR BASIBG ON APPROVED LAYOUT.

    KEEPING SILENT CREATING PROBLEM FOR SMALL SENIOR CUTIZEBS TAKEN LOANS AND BOUGT PLOTS DURING 1984, REGISTERED ALSO, NOT FAIR.

    It appears that Telangana State Govt intends to regularize vacant assigned lands bought by innocent middle class people after collecting hefty sum to improve state finances. Whether this new proposal has been finalized by the State Govt.? If so, Survey No.44/1 Munaganur Village, Hayathnagar, Ranga Reddy District has any chance of regularization as the land is still lying vacant. In a criminal case filed against Jaladi Vimala [who sold these house building sites after the layout has been approved by Injapur Panchayat Samiti in the year 1984] by S. Srinivasa Rao has been dismissed by the Criminal Court, Hayathnagar as no evidence could be produced by the prosecution i.e. state revenue department that the above survey number is assigned land. Moreover, Dist. Registrar in his sworn affidavit to the then APHRC informed that the Sub-Registrar (East) Hyderabad had registered the house building plots as there was no record to show that it was Govt. assigned land in the year 1984 when the registrations were done and only on 18th August, 1991, MRO, Hayathnagar informed that it was Govt. assigned land.

    No clarity to the TELANGANA GOVERNMENT On LANDS.

    IF PRICES ARE HIGH DECLARING AS ASSIGNED LANDS.

    NO PROOPR RECORDS WITH REVENUE DEPT INSPITE OF IT THEY ARE DECLARING AS ASSIGNED LANDS.

    ALL THE PARTIES ARE NOT RESOLVING THE PROBLEMS ON ASSIGNED LANDS. WHICH SHOWS THEIR INCAPABILITY.

    EACH PARTY PASS A GO AND REGULARISE THE PLOTS FOR THEIR INTERESTED PEOPLE.

    NO SANTITY. THE COURTS ARE ALSO DRAGGING ON THE CASES. EVEN AFTER TRS GOVT DECIDED TO REGULARISE, THE CIVIL COURTS CAN GIVE A SINGLE JUDGEMENT FOR ALL SUCH ISSUES, WHY THE JUDGES SILENT.
