O R D E R:
The Collector, Mahaboobnagar District, has informed that with regard to alienation of land i.e. 25 acres in Sy.Nos. 452, 453, & 454 of Polepally (V), Jadcherla (M), Mahboobnagar District as per G.O.Ms.No.286, Ind. & Com. (SSI) Dept., dt:25.10.2008, the land was handed over to APIIC from Leather Industries Development Corporation of Andhra Pradesh Limited (LIDCAP). The LIDCAP has now proposed to take back the land from Andhra Pradesh Industrial Infrastructure Corporation Limited (APIIC) duly refunding the compensation amount (about Rs.18.00 lakhs) paid by APIIC and to alienate the land in favour of LIDCAP with a request that the Government to initiate action to transfer the land from APIIC to LIDCAP as per procedure and issue necessary instructions for sending alienation proposals in favour of LIDCAP.
The Vice Chairman & Managing Director, LIDCAP has informed that Government in the reference , has issued orders to transfer the land of 25.00 acres at Polepally (V), Jadcherla (M), Mahboobnagar District to APIIC with the following conditions for the benefit of leather artisans.
(a) APIIC shall pay the compensation to the land owners;
(b) APIIC shall develop LeatherPark for the benefit of SC artisans;
(c) APIIC shall give suitable equity to LIDCAP in the project since LIDCAP has invested on building and was in possession of the land.
Out of the total land of 25.00 acres the land to an extent of ac 20.03 acres is assigned land and the balance 4.37 acres is unassigned. LIDCAP has constructed building for the Mini Leather Park/training center at Polepally with a cost of Rs.12.29 lakhs through APIIC for utilization of the SC Leather Artisans of the park area. The skill upgradation training was provided to 549 leather artisans of the District.
The Collector, Mahaboobnagar District has accorded permission to the Revenue Divisional Officer, Mahaboobnagar for payment of exgratia to the (11) assigness belong to Scheduled Caste of Sy.No.452, 453 & 454 to an extent of ac. 20.03 gts @Rs.88,000/- per acres including all benefits as per their holdings as the APIIC has provided Rs.17,66,600/- for this purpose. APIIC has not taken up steps for the development of the Leather Park for the benefit of the SC artisans and there is no response from them regarding the equity of LIDCAP in the project except providing of funds for payment of exgratia to the assigness. The Cabinet Sub-Committee in its meeting held on 2.7.2012 on Scheduled Caste Sub-Plan and the Tribal Sub-Plan under chairmanship of the Hon’ble Deputy Chief Minister has reviewed the activities of LIDCAP and was decided to take up the alienation of the land in favour of LIDCAP on priority for implementation of Leather Cluster Projects by LIDCAP. Accordingly, LIDCAP has addressed a letter to the Chief Commissioner of Land Administration giving the details of the land available with LIDCAP (including the 25.00 acres of land at Polepally) and requested to process the alienation proposals by the District Collector concerned. LIDCAP is now proposing to develop the leather park/ Integrated Infrastructural Development Centre at Polepally (V), Jadcherla (M), Mahboobnagar District on par with the other leather clusters in the State, under MSE-CDP of Government of India.
The Vice Chairman & Managing Director, LIDCAP has therefore requested the Government to issue necessary orders by cancelling the G.O.Ms.No.286, Ind. & Com. (SSI) Dept., dt:27.10.2008, with permission to take back the possession of the land and building from APIIC and LIDCAP would reimburse the exgratia amount of Rs.17,66,000/- paid by APIIC.
Government, after examination hereby cancel the orders issued vide reference and permit the Vice Chairman & Managing Director, Leather Industries Development Corporation of Andhra Pradesh Limited to take back the land of 25.00 acres together with the building at Polepally (V), Jadcherla (M), Mahboobnagar District from APIIC for development of Mini Leather Park / Integrated Infrastructural Development Centre under Micro Small Enterprises-Cluster Development Programme of Government of India .
The Vice Chairman & Managing Director, Leather Industries Development Corporation of Andhra Pradesh Limited shall take necessary action to reimburse the exgratia amount paid by Andhra Pradesh Industrial Infrastructure Corporation Limited. The District Collector, Mahboobnagar District shall take necessary action to furnish the alienation proposals as per procedure in vogue.
