Commissioner of Collegiate Education, A.P., Hyderabad has stated that the M.L.A., Wanaparthy, Mahabubnagar District, in his letter dt.15-02-2012, has requested to establish a Govt. Degree College in Pebbair Mandal Headquarters, Mahabubnagar District to help the poor students to pursue their Higher Studies stating the following reasons:-
i) Pebbair Mandal Head Quarters is located on the National High-way and surrounded by 4 Mandals namely Weepanagandla, Pangal, Kothakota and Itikyala Mandals where Government and Private Junior Colleges are functioning. ii) The students are unable to pursue higher studies after Intermediate as they are poor and unable to go to far off places.
iii) There is sufficient Government land available for construction of College building.
iv) Lot of vacant structures are available in the Irrigation Office premises to run the College.
The Commissioner of Collegiate Education has further stated that as per Education Act, 1982 and rules framed there under from time to time, a College Committee has to be constituted with the locals of the area concerned where a new Govt. Degree College is proposed to be started. The Committee so formed should come forward with a proposal to start a new Govt.Degree College duly fulfilling the following conditions:-
In terms of G.O.Ms.No.29 Education, Dated:05.02.1987 and G.O.Ms.No.208 Education, Dated:21.08.1990 the College Committee should pay a sum of Rs. 7.50 lakhs (half of this amount for Government institutions ) as Corpus fund into joint Account out of which 1/3rd of corpus fund shall be deposited before starting of the College and the balance paid into two equal annual installments within a period of three years from the date of starting of the College for which a bank guarantee is to be produced.
The Committee should also provide its own building/rental building with carpet area of 8,000 Sq.Ft. within the 1.00 acre of land for student strength upto 1000 and 2 acres for student strength above 1000 in the five urban Agglomerations (i.e.) Hyderabad, Warangal, Vijayawada, Visakhapatnam & Guntur and twice the above said area in other places in the State, as ordered in G.O.Rt.No.1623 Education, Dated:12.10.1990 read with G.O.Rt.No.827, Edn., dt.22.05.1997.
In terms of G.O.Ms.No.827, dated;22.05.1997 a building with furniture, books, etc., (Other than Junior College or high school ) should be provided by the Committee without any financial commitment to Government until permanent buildings are constructed.
Each class room should have a carpet area of 600 sq.ft. in addition to Principal’s room, there shall be a staff room, an office room, library/games room/ladies waiting room and toilets with facilities should be provided by the sponsorer.
The Commissioner of Collegiate Education has further stated that in the instant case no sponsored/Education Agency has come forward with specific proposals duly fulfilling the above conditions, so far.
The Commissioner of Collegiate Education has further stated that they obtained the feasibility report from the Principal, MVS Govt. Degree College, Mahabubnagar over telephone for starting of new Govt. Degree College at Pebbair Mandal Headquarters and that, if the Government considers to sanction new Govt. Degree College at Pebbair Mandal Head Quarters with B.A., B.Com & B.Sc. (Conventional Courses), certain Teaching & Non-teaching Staff are required as detailed therein.
The Commissioner of Collegiate Education has requested the Government to issue necessary orders on the proposal for starting of new Govt. Degree College at Pebbair Mandal Head Quarters, Mahabubnagar District.
After examination of the matter, the Government accord sanction of new Government Degree College at Pebbair Mandal Headquarters, Mahabubnagar District. Necessary orders regarding sanction of required teaching and non-teaching posts and budget there for will be issued separately.
The Commissioner of Collegiate Education, A.P., Hyderabad shall take necessary further action in the matter, accordingly.
