High Level Committee to negotiate land loosers in Outer Ring Road


A Co-ordination Committee meeting has been convened by Chief Secretary on
08.02.2013 to sort out the land issues in Hyderabad Metropolitan Development Authority. During the meeting the SLPs pending before Hon’ble Supreme Court with regard to land acquisition of Kandlakoi for formation of Outer Ring Road Project was also discussed.

The writ petitioners in the Hon’ble High Court have submitted a representation to Government for a compromise asking for allotment of alternative land and the procedure to be followed for arriving at a compromise. The Co-ordination Committee has suggested to constitute a High Level Committee with Metropolitan Commissioner, Hyderabad Metropolitan Development Authority as Chairman, District Collector, Ranga Reddy District and Project Director & Special Collector, Outer Ring Road Project as Members to negotiate with the petitioners on the terms of compromise in respect of land acquisition at Kandlakoi(V), Medchal(M), Ranga Reddy District for formation of Outer Ring Road Project. The Metropolitan Commissioner, Hyderabad Metropolitan Development Authority has furnished the proposals accordingly for appointment of said Committee.

Government after careful examination of the above, hereby constitute a High Level Committee with Metropolitan Commissioner, Hyderabad Metropolitan Development Authority as Chairman, District Collector, Ranga Reddy District and Project Director & Special Collector, Outer Ring Road Project as Members to negotiate with the petitioners on the terms of compromise in respect of land acquisition at Kandlakoi(V), Medchal(M), Ranga Reddy District for formation of Outer Ring Road along with following issues:

1. To determine the total extent of land involved in the litigation and the portion of land of the Writ Petitioners therein. Detailed status of each of these lands with respect of various D.N and D.D.

2. To arrive at the compensation eligible under G.O.Ms.No.14 I&I (IID-2) Department, Dated.18.12.2006 for these lands.

3. To assess the differentiating factors if any, in respect of these lands and the committee should take appropriate legal advice in this process.

4. To negotiate with the petitioners with regard to their demands/requests.

5. The report of the Negotiation Committee will be submitted to the Government for consideration and necessary orders from time to time.

3. The Metropolitan Commissioner, Hyderabad Metropolitan Development Authority is requested to take necessary action accordingly.
