The Commissioner, Greater Hyderabad Municipal Corporation, Hyderabad in the letter has informed the Government that, the Greater Hyderabad Municipal Corporation, Hyderabad is taking up pre-monsoon visual inspection of the buildings and identifying certain unsafe buildings every year. During this year, after a detailed survey in various circles 307 buildings were identified and notices were issued to the owners to either strengthen the building or to remove buildings in view of public safety. 33 buildings were demolished as there is no response from the owners to taken-up any repairs. Action on the balance buildings is being taken. The City Light Hotel is not one of the buildings identified as dilapidated during the physical survey undertaken by the town planning staff of GHMC.
In view of the incident and after examination of the matter it was decided to frame certain guidelines to identify structurally unsafe buildings basing on their age, type of construction and geography of the area.
Accordingly, Government hereby constitutes the Expert Committee with the following members to look into the structural aspect of old and dilapidated buildings in Andhra Pradesh:
- Engineer-in-chief, Roads and Buildings Department, Hyderabad
- Engineer-in-chief, Greater Hyderabad Municipal Corporation, Hyderabad
- Director of Town & Country Planning, A.P. Hyderabad
- Head of Department of Civil Engineering from JNTU, Hyderabad.
- Any other expert as co-opted when required.
The Expert Committee has to study the issue of structural aspect of the old and dilapidated buildings in the state of Andhra Pradesh and shall frame guidelines for the identification of such structures and action to be taken thereon. The Committee shall also frame guidelines for conducting structural audit of existing buildings, their methodology and implementation strategy, and also submit recommendations for policy level guidelines to the Government on the aspect of structural stability with specific reference to the different geological regions of Andhra Pradesh duly considering the different terrains, coastlines and earthquake prone areas.
The committee shall submit their report to the Government within (2) weeks of time for taking further necessary action in the matter. Engineer – in – Chief, Greater Hyderabad Municipal Corporation, Hyderabad shall co-ordinate the Committee work.
