The Telangana State Cooperative Apex Bank Ltd. (TSCAB) Initiated the process of computerization all the 906 Primary Agricultural Cooperative Credit Societies (PACS) including the PACS ceded to Commercial Banks and others in order to address the felt need of bringing them together on an information platform useful to all the stakeholders; to improve their efficiency, service delivery and transparency in their operations.
In order to achieve the above felt needs, the Primary Agricultural Cooperative Credit Societies TSCAB constituted a Committee with all the stakeholders for identifying a suitable agency for providing a software solution for this initiative. The Committee appointed a Technical Evaluation Group (TEG) comprising representatives of TSCAB, IDRBT, NABARD, RCS to evaluate the available solutions in the market. They have also obtained a list of shortlisted service providers enlisted by the DFIBT, NABARD, earlier. All the solution providers who have approached and solicited were given an opportunity to demonstrate their solution and based on such product demonstrations the process of shortlisting was done.
Finally two shortlisted solution providers were given three PACS each for demonstrating their ability and efficacy of their software through a pilot in Karimnagar DCCB within a prescribed time frame. Evaluation of the solutions provided by the two Service Providers in all these six PACS was done by the Committee through a process of field visits during pilot, daily progress report submission by the Service Providers, feedback from the stakeholders i.e., PACS, DCCB and Co-operation Department.
Based on the process of evaluation and detailed deliberations, the Committee identified M/s Intellect Informatics Pvt Ltd., Hyderabad as the most suitable Solution Provider. The Committee recommended M/S Intellect Informatics Pvt Ltd as the software solution provider to PACS, to the Board of Management of TSCAB. The Board of management of TSCAB at its meeting held on 8th August 2016 decided to entrust the job of providing a software solution to PACS in the State to M/S Intellect Informatics Pvt. Ltd., Hyderabad. The TSCAB has placed the matter before HLC for its kind consideration and direction.
In the reference first cited, the High Level Committee chaired by the Chief Secretary to the Government, “… approved the proposal for total Computerisation of PACS in the state of Telangana under the leadership of TSCAB duly covering all the 906 PACS including Societies ceded to Commercial Banks and others. The House has approved appointment of M/s Intellect Informatics Pvt. Ltd., as the approved agency for providing software solutions to this process at a Base price of Rs. 3.50 Lakhs per PACS plus other costs as per the agreement to be entered in to by TSCAB with the agency…”
NABARD through its letter second cited above, requested the Government for issuing a GO for the purpose of appointment of Service Provider by the TSCAB with a view to solicit the participation and involvement of all the stakeholders.
The Government, after careful examination, hereby, orders the appointment of M/s Intellect Informatics Pvt Ltd. Hyderabad as approved agency for providing software solution to this process at a base price of Rs3.50 lakhs per PACS plus other costs as per the agreement to be entered into by TSCAB with the agency.
On the tenure for completion of the process of computersation of all the PACS in the State, the High Level Committee directed TSCAB to complete the process by December, 2017. To accomplish the time-line, the Registrar of Cooperative Societies shall ensure timely and successful completion of the process by giving appropriate orders, to the DCOs, DCAOs, PACS including the PACS ceded to Commercial banks and others. TSCAB will handhold and guide the DCCBs for requisite action at TSCAB and DCCBs level. The TSCAB shall submit proposals to the RCS for constitution of state level and district level implementation and monitoring committees to oversee and monitor the implementation process.
The TSCAB should complete this process in a project mode. For this purpose, the TSCAB should collate the requisite funds from the PACS, the DCCBs, the TSCAB and from the Government of Telangana. The Committee under the chairmanship of RCS (with RCS, NABARD and TSCAB as members) shall review and monitor this process. TSCAB should also make efforts to obtain grants/soft loans from the GOTS/GOI/NABARD for early and successful completion of the project. The TSCAB should submit the progress in this regard to the High Level Committee regularly and seek its guidance and direction.
