Certain transfers and postings of Telangana IAS Officers 1


The following transfers and postings of IAS Officers and consequential FAC arrangements are ordered, in the exigency of administration:-

(i) Sri Suresh Chanda, IAS (85), Special Chief Secretary to Government, AHDD&F Department is transferred and posted as Member-Secretary, Telangana State Finance Commission, Hyderabad, with immediate effect.

(ii) Sri B.R.Meena, IAS (86), Special Chief Secretary to Government (Revenue and R&S), Revenue Department is transferred and posted as Secretary, Telangana State SC/ST Commission, Hyderabad, with immediate effect.

(1) Sri Rajeshwar Tiwari, IAS (86), Special Chief Secretary to Government, HM&FW Department is transferred and posted as Special Chief Secretary to Government (Revenue and R&S), Revenue Department, in the vacancy arisen due to transfer of Sri B.R.Meena, IAS, vide G.O.read above.

(2) Smt.A.Santi Kumari, IAS (89), is posted as Principal Secretary to Government, HM&FW Department and she shall continue as Principal Secretary to CM and CEO, Industry Chasing Cell.

(3) Sri Arvind Kumar, IAS (91), Resident Commissioner, Telangana Bhavan, New Delhi, is transferred and posted as Principal Secretary to Government, MA&UD Department, vice Sri Navin Mittal, IAS (96), transferred.

(4) Sri G.Asok Kumar, IAS (92) Principal Secretary to Government, BCW Department, is transferred and posted as Resident Commissioner, Telangana Bhavan, New Delhi.
Sri B.Venkatesham, IAS (95), Secretary to Government (T&C), YAT&C Department, is placed in FAC of the post of Secretary to Government, BCW Department.

(5) On transfer, Sri Navin Mittal, IAS (96), is posted as Commissioner, Collegiate Education and Technical Education, duly relieving Smt.A.Vani Prasad, IAS, from FAC.

(6) Sri R.V.Chandravadan, IAS (93), Commissioner, Prohibition and Excise, is transferred and posted as Commissioner and EO Secretary, Revenue (Disaster Management) Department.
Sri Somesh Kumar, IAS (89), Principal Secretary to Government, Revenue (CT & Ex) Department, is placed in FAC of the post of Commissioner, Prohibition and Excise.

(7) Sri Sandeep Kumar Sultania, IAS (98), Secretary to Government (IF), Finance Department, is transferred and posted as Secretary to Government, AHDD&F Department, in the vacancy arisen due to transfer of Sri Suresh Chanda, IAS, vide G.O.read above.

(8) Smt.Anita Rajendra, IAS (98), Secretary to Government, Home Department, is transferred and posted as Commissioner, BC Welfare and Secretary, BC Commission.

(9) Sri Syed Omal Jaleel, IAS (98), Secretary to Government, Minorities Welfare Department, is transferred and posted as Collector and District Magistrate, Vikarabad, duly relieving Sri M.Raghunandan Rao, IAS, from FAC.
Sri M.Dana Kishore, IAS (96), MD, HMWS&SB, is placed in FAC to the post of Secretary to Government, MW Department.

(10) Dr.Christina Z.Chongthu, IAS (2001), Managing Director, Telangana State Tourism Development Corporation, Hyderabad, is transferred and posted as Commissioner, Tribal Welfare, vice Sri R.Laxman, IRS, transferred.

(11) Dr.Jyoti Budha Prakash, IAS (2002), who is waiting for posting, is posted as Secretary to Government, SC Development Department, duly relieving Sri Ajay Misra, IAS, from FAC.

(12) Smt.Vakati Karuna, IAS (2004), Director, Public Health and FW, is transferred and posted as Director, Land Administration, O/o.CCLA and also placed in FAC of the post of Director, Public Health and FW.

(13) Dr.K.Ilambarithi, IAS (2005), who is waiting for posting, is posted as Secretary, State Information Commission.

(14) Sri M.Champalal, IAS (2006), who is waiting for posting, is posted as Joint Secretary to Government, Home (Sainik Welfare) Department.

(15) Sri M.R.M.Rao, IAS (AGMUT:2007), Joint Secretary to Government, PR&RD Department, is transferred and posted as Collector and District Magistrate, Nizamabad, in the existing vacancy.

(16) Smt.A.Sri Devasena, IAS (2008), Collector and District Magistrate, Jangaon, is transferred and posted as Collector and District Magistrate, Peddapalli, duly relieving Sri R.V.Karnan, IAS, from FAC.
Smt.Anita Ramachandran, IAS, Collector and District Magistrate, Yadadri-Bhongir, is placed in FAC of the post of Collector and District Magistrate, Jangaon.

(17) Sri A.Murali, IAS (2006), Collector and District Magistrate, Jayashankar-Bhupalapally, is transferred and posted as Director, State Archives, duly placing Sri R.V.Karnan, IAS, Collector and District Magistrate, Mancherial, in FAC of the post of Collector and District Magistrate, Jayashankar-Bhupalapally.

(18) Smt.Bharati Hollikeri, IAS (2010), Collector and District Magistrate, Medak, is transferred and posted as Additional Commissioner, GHMC, duly placing Sri Manicka Raj, IAS (2005), Collector and District Magistrate, Sangareddy, in FAC of the post of Collector and District Magistrate, Medak.

(19) Dr.Preeti Meena, IAS (2010), Collector and District Magistrate, Mahabubabad, is transferred and posted as Director, AIDS Control Society, duly placing Sri Lokesh Kumar, IAS (2003), Collector and District Magistrate, Khammam, in FAC of the post of Collector and District Magistrate, Mahabubabad.

(20) Sri Killu Shiva Kumar Naidu, IAS (2011), Joint Collector and Additional District Magistrate, Mahaboobnagar, is transferred and posted as Secretary, State Planning Board. The Collector, Mahaboobnagar, shall make internal arrangement for the post of Joint Collector, Mahaboobnagar

(22) Ms.Sikta Patnaik, IAS (2014), Sub-Collector, Bodhan, Nizamabad District, is transferred and posted as Additional Commissioner, GHMC.

(23) Sri Md.Musharraf Ali Faruqui, IAS (2014), Sub-Collector, Metpalli, Jagtial District, is transferred and posted as Additional Commissioner, GHMC.

    Respected Sir,

    The Forum for Social Justice, Telangana State Unit, request you to take to the notice of the State BC Commission, T.S., to conduct an inquiry regarding on discrimination against depriving class faculty members for the promotion of the Principal post by the management of Vivek Vardhini Aided Degree College, Jamabgh, Hyderabad-095.

    This is to bring to your kind notice that Vivek Vardhini Aided Degree College (Day), the oldest of the colleges established in 1949 and Vivek Vardhini Evening College in 1958 under the Management of V.V. Education Society and following common seniority for the promotion of the Principal post in V.V.Day College. The management has been deliberately neglecting the socially underprivileged classes in the appointment of Principal post especially in the V.V. Day College, which have a regular aided post. Since inception of the institutions (1959), no person from the SC, ST and BC categories have been appointed as Principal of either of the colleges for more than 60 years. Only their own community people or their self interested group persons have been provided an opportunity, though, there are several Government orders to follow seniority system even by Minority institutions. Other community persons were harassed whenever they get the opportunity for the promotion of the Principal. To avoid BC candidate to promote for the Principal from dated. 1.1.2018, the management created a problem for deferred the DPC meeting held on 22.11.2017, and appointed a Physical Director (non-academic and also junior) as incharge Principal instead of BC candidate who is senior most in the College.

    Since 2013, four times the Promotion Committee (DPC) meetings were conducted by the management with the prior permission of the Commissioner of Collegiate Education (CCE) TS, but, unfortunately, they did not fill the post due to tried for accommodating their own interested persons instead of an eligible person. Form 2013, without a permanent Principal, College has been functioning with poor quality of performance.

    In this connection, we would like to bring the recent incident to your kind notice that the Commissioner of Collegiate Education accorded the permission vide orders No. RC.No.162/Admn.II/2017, dated 16.11.2017, to fill the aided vacant post of Principal by promotion from the qualified, eligible and senior most lecturer of the college through DPC in the V.V.Day College as per the G.O.127, 1993. The DPC meeting was held on 22.11.2017 in the College. The Joint Director, CCE, University nominee, and management Chairman and Secretary were attended. Invited three senior staff members, these are,
    1.Dr.B.V.Prasad, who is working in the Bhavans College, Narayanguda, Hyderabad since 2001 on deputation by transferring, later absorbed. He also refused the offer for the Principal promotion several occasions and submitted his NoC letters, in addition, he met personally with the Commissioner for declining his claim of seniority in the College. Even though, he was invited by the management for November, 2017 DPC meeting.
    2. Dr. (smt) R.Nizampetker, the then incharge Principal, V.V.College (retired on 31.12.2017) and
    3. Dr.A.Surender, Associate Professor & incharge Principal Afternoon College (present senior most lecturer). The DPC meeting was deferred due to deliberately invite to Dr. B. V. Prasad, first senior, who refused the offer thrice in earlier DPCs. The lecturers association also made an objection to his present for promotion.

    We would like to bring certain facts about Dr.B.V.Prasad, lecturer in zoology that first, he was transferred to the Bhavans New Science College, Narayanguda, Hyderabad on deputation by the CCE in 2001. Later, his service was absorbed in the Bhavan College, so his service book and payment of salary also transferred. Second, In spite of his transferred and absorption, he was offered for the promotion of the Principal post in July 2013, July 2016, January 2017 and November 2017 DPCs, which is illegal. Third, the first three times, he refused the offer and submitted NoC letters to the management and third time directly submitted to the CCE. In addition, he met personally with the Commissioner on her instruction in December, 2016 and expressed his inability to take promotion offer permanently (as per G.O.227 GAD, 2014 not eligible). Fourth, the fact is that based on his personal meeting with the Commissioner only the CCE permitted the management to promote to the next senior Dr.Rakha Sharma on 27.1.2017 ( she retired on 31.1.2017, after a week). After her retirement again DPC was conducted on 22.11.2017, which was deferred.

    Sir, due to postponement of the DPC meeting, the opportunity of the promotion choice to the Principal post had lost by the eligible seniors of the college. The fact is that the management intentionally invited him (Dr.Prasad) to avoid other two seniors for promotion, especially present eligible person who belongs to backward class community. Because of, the management of the college doesn’t want to prefer to appoint socially underprivileged class of SC/STs/BCs. Since establishment of the College (1959) they never allowed to appoint these category persons to the Principal post, even for incharge. The best evidence is that after retirement of Dr.(Smt) R.Nizampetker, in-charge principal on her superannuation on 31.12.2017, the Physical Director (non-academic and also junior) was appointed as incharge Principal of the College instead of Dr.A.Surender, next senior faculty. Reason is, he belongs to the backward class community. We came to know from the reliable sources that for permanently avoid him from the promotion, they made non-eligible candidate (Physical Director) as incharge principal, in addition, they encouraged him to bring Caveat orders from the High Court against Dr.A.Surender. Further, he has been harassing by issuing memos and threatening from claiming the post, imagine the attitude of the management.

    Dr.A.Surender, is having more than 27 years of teaching experience, 4 years of incharge principal. He received ‘Best Teacher’ award from the Telangana Government, V.V.Educational Society and IIPA, New Delhi for his outstanding contribution in research and teaching. he visited various countries, including UN,NY for participation and presentation of research papers on Police. The government appointed him as Coordinator during 2016-17 for CAS under RPS of UGC 2006, for aided degree college lecturers of TS. Despite, his sound academic profile and eligible, his caste made him disqualifying for the Principal promotion in the Vivek Vardhini Aided Degree College.

    The above issue is a clear case of atrocity a blatant way of oppression against backward class. Therefore, we appeal that you are only the source of justice, so request you to kindly look into the matter seriously and action may be initiated to consider the postponed DPC meeting to reject the claim of Dr.Prasad and appoint senior faculty among the existing teaching staff for the post of Principal and do justice to eligible and socially underprivileged class. Further, action may be initiated against the management and also Dr.Prasad who are the causes for deferred the DPCs frequently, and creating a problem purposely to other eligible staff.
