The Member Secretary, Telangana State Pollution Control Board has stated that the Government of India, though the Ministry of Environment and Forests (MoEF) is implementing a project on Capacity Building and Industrial Pollution Management Project (CBIPMP) with Financial assistance from the World Bank. As per the Project Appraisal Document (PAD), the loan (grant to the State) amount is USD 40.69 Million i.e. INR.183.10 Crores (approx) with 15% counter financing from the State. The duration of the project is from September 2010 to September 2015 (5 years). Andhra Pradesh Pollution Control Board is the Special Purpose Vehicle (SPV) for the CBIPM Project.

2. The Member Secretary, Telangana State Pollution Control Board has further stated that consequent to the bifurcation of the state, the mutually agreed bifurcation proposal of the project is communicated to the Ministry
of Environment and Forests on 06.11.2014 by the Environment, Forests, Science & Technology, Government of Andhra Pradesh. During the Review mission of the World Bank on 11-11-2014, the Principal Secretary,Environment, Forests, Science & Technology, Government of Telangana requested the Task Team Leader (TTL), World Bank to consider the extension of the project duration by two more years keeping in view of the bifurcation of the State. The MoEF&CC and Department of Economic Affairs (DEA) recommended for an extension of the duration of the project by two more years and the World Bank is in the process of restructuring of the CBIPM Project including bifurcation of the project and inclusion of Telangana State.

3. The MoEF&CC, Government of India and the Task Team Leader (TTL), World Bank communicated to Telangana State Pollution Control Board to go ahead with the award of contracts for the Telangana component in order to avoid delay. The Chairman, Telangana StatePollution Control Board & Chief Secretary, Government of Telangana has
given approval to go ahead in the project based on the above recommendations.\

4. The Member Secretary, Telangana State Pollution Control Board has stated that the Task Team Leader, World Bank advised Member Secretary to be ready with all the groundwork for entering into the project agreement with the World Bank by informing the Government of Telangana and by preparing Project Operational Manual (POM);constitution of State Steering Committee; TSPCB as Special Purpose
Vehicle  (SPV) and its Member Secretary as Project Director, CBIPMP. Telangana State Pollution Control Board is in the process of preparation of Project Operational Manual (POM).

5. The Member Secretary, Telangana State Pollution Control Board has therefore requested the State Government to constitute the State Steering Committee; notify the Telangana State Pollution Control Board as Special Purpose Vehicle (SPV) and its Member Secretary as Project Director, CBIPMP. 6. Government, after careful examination of the matter hereby constitute a State Project Steering Committee under the Chairmanship of the Prl. Secretary to Government, Environment, Forests, Science &Technology Department, Government of Telangana with the following members to oversee the implementation of the project activities and timely completion of the CBIPM Project in Telangana State:

2 Prl. Secy./Secy., Finance Dept. Member

3 Prl. Secy./Secy., Industries Dept. Member

4 Prl. Secretary/Secy., MA&UD Member

5 Vice Chairman & MD, TSIIC Member

6 Commissioner, H.M.D.A. Member

7 Commissioner & Director of Municipal Admn. Member

8 Director, National Geo-physical Research Institute (NGRI), Hyderabad.Member from Academia 9 Member Secretary, TSPCB Member Convener

7. Further, the Government after careful examination of the matter hereby notifies the Telangana State Pollution Control Board as Special Purpose Vehicle (SPV) and also nominates the Member Secretary, Telangana State Pollution Control Board as Project Director for the Capacity Building for Industrial Pollution Management Project (CBIPM).The functions of the Project Director are as follows:

• He will be the Member Convener of the State Steering Committee;
• To oversee the project implementation and timely completion of theproject;
• For effective Coordination with State Steering Committee inimplementing the project;
• For timely coordination with Ministry of Environment and Forests forperiodic reporting of the project progress; and
• For financial management and disbursement of funds in the project.

8. The Member Secretary, Telangana State Pollution Control Board,Hyderabad shall take necessary action accordingly.
