In pursuance of the Budget Release Order issued in the reference read above, Government hereby accord administrative sanction to the Vice Chairman & Managing Director, Andhra Pradesh Backward Classes Cooperative Finance Corporation Limited for an amount of Rs.2,00,00,00,000/- (Rupees Two Hundred Crore) as additional funds, in relaxation of Treasury Control and quarterly regulation orders pending provision of funds by obtaining supplementary estimates at appropriate time during the Financial Year 2019-20 for the scheme YSR Nethanna Nestham

Director of Handlooms & Textiles, Andhra Pradesh, Mangalagiri, Government issues the following amendment to G.O.Rt.No. 299, Industries, Infrastructure, Investment and Commerce (Prog.II) Department dt: 06.11.2019:
The District Level Committee constituted in para (3) of G.O.Rt.No.299 III& C (Progs.II) Department, dated:06-11-2019 shall be substituted with the following:

The Director of Handlooms and Textiles shall take necessary action in the matter accordingly.
I. Objective:
To help the Weavers to modernize their equipment and compete with the products from the Powerloom sector, Rs. 24,000/- will be provided to every Weaver family who owns a Handloom.
II. Eligibility:
The scheme is applicable to all Handloom Weavers who are actually engaged in Handloom Weaving and eking their livelihood from Weaving, and who are present in the Departmental Data Base.
Re-verification of the existing Weaver data base with the department by village and ward volunteers is in progress to cover left over beneficiaries, if any, deletions and updation of details. The re-verification will be completed by 31st October, 2019 and will be the basis for distribution of “Y.S.R. NETHANNA NESTHAM”
III. Pattern of the Assistance:
Assistance of Rs.24,000/- to every Weaver family in the State through DBT.
IV. Mode of Implementation:
a. The Assistant Director (H&T) with the approval of DLC/ District Collector concerned will submit the list of eligible Handloom Weaver families for granting Rs. 24,000/- per family along with Bank Account No, Aadhaar No., and other details every year.
b. The Director of Handlooms & Textiles A.P., will transfer the funds through DBT to the eligible beneficiary Accounts directly through CFMS Portal. The Modalities similar to the one adopted by Transport Department for A.P. Y.S.R. Vahana Mitra Scheme will be followed.
c. Provision will be made for additions, deletions or to make changes in the Data base on social audit.

Government have decided to implement “Y.S.R. Nethanna Nestham” scheme for providing Rs.24,000/- per annum to every weaver family who owns a Handloom to modernize their equipment and to compete with the power looms sector.
The Director of Handlooms & Textiles, vide letter 3rd read above, has furnished detailed guidelines and procedure to be followed for disbursing “Y.S.R. Nethanna Nestham” scheme for providing Rs.24,000/- per annum to every weaver family who owns a Handloom to modernize their equipment and to compete with the power looms sector.
Government after careful examination of the matter hereby agree to the proposal to assist the weavers families under scheme of “Y.S.R. Nethanna Nestham” by providing Rs.24,000/- per annum to every weaver family who owns a Handloom to modernize their equipment and to compete with the power looms sector, subject to following conditions;
(a) The assistance of Rs 24,000/- shall be paid to the weaver family who owns a Handloom.
(b) One weaver family shall be eligible for only one benefit, irrespective of the number of looms owned by them.
(c) The weaver family shall belong to the Below the Poverty Line category.
(d) The scheme shall be implemented from the month of December,2019.
(e) The expenditure for the scheme shall be met from within the provision made for the scheme in the B.E.2019-20.
The expenditure shall be met from the following head of account;

103 – Handloom Industries
GSH-11 – State Development Scheme
SH-11 – YSR Assistance to Weavers DH310 – Grants-in-aid
SDH312 – Other Grants-in-Aid.
