Many officers are seeking clarification on the Para 3(4) which states: “All the Middle Level Officers (Deputy Secretary or equivalent and above) who have not been transferred in the recent transfer orders should not be handling the same subject that they were handling as on 31/03/2019. To achieve this, if required, they have to be transferred to a different office in the same station so that there is no dislocation and the Govt. doesn’t spend any money towards providing Transfer Allowance.”
In this regard, it is clarified that Deputy Secretary or equivalent means all the officers & staffworking in the posts for which the starting basic pay is Rs 56,870.
It is also clarified that under no circumstances the member will be dislocated from the current place of work. The transfer only pertains to change of subjects within the same office, or else, transfer to a different office under the same Headquarters. In case either of the above is not possible, such as availability of single post in the District/Divisional offices, then the concerned Middle Level officers would be exempted from transfer.
Government of Andhra Pradesh have issued orders dispensing away with the services of all the Retired Government Staff / Officials irrespective of levels and the personnel who were working on contract / outsourcing basis as on 31.03.2019 in order to achieve the optimization and reorientation of resources available at middle level cadre of Government employees.
Govt of AP clarification has been issued regarding basic pay of Middle Officers and single post in the location.
Further clarifications were sought for, and after careful examination of the matter, Government hereby clarifies that –

The services of all retired Govt. staff/ officials, irrespective of levels, who were on Govt. roll as on 31/03/2019 must be dispensed away with immediatelyto help in capacity building of current servicing employees so that greater responsibilities may be entrusted to them in the future.
The services of those personnel who were working on contract/outsourcing basis and those who were not selected through a paper notification and selection process and with the salary of Rs.40,000 & above and were working as on 31/03/2019 must be dispensed away with, immediately as equal opportunity was not given to all and due process was also not followed during recruitment. Any new appointment/ hiring in the above two categories must be done with the prior approval of Hon’ble CM.

- All the Special Chief Secretaries / Principal Secretaries / Secretaries to Govt. are requested to takenecessary action on the above directions by 31/10/2019 and send the consolidated report to this Department so as to enable the Prl. Secretary to Govt., GAD to submit the same to the Chief Minister’s Office for information. In case of noncompliance or deviation from the above order, the concerned Special CS/ Prl. Secretary/ Secretary will be personally held responsible.
