Constitution of a Technical Committee for procurement of T.V., Furniture, Audio material, Soil test kits and seed testing kits in Rythu Bharosa Kendralu (RBK) – Orders Special Commissioner of
Agriculture, A.P., Guntur, in his letter read above, the Government, after careful examination of the matter, hereby constitute a Technical Committee with the following officers, for procurement of Kiosk, TV, Furniture, Audio visual material, Soil test kits and seed testing kits in Ryhtu Bharosa Kendralu (RBK):-

The Special Commissioner of Agriculture, A.P., Guntur shall take further necessary action in the matter, accordingly.
NAVARATNALU is a concept coined by the Government to improve the delivery systems and improve the quality of the Governance in the State. It is designed to improve the living standards of the people. Of the 9 welfare schemes proposed by the State Government under “Navaratnalu”, YSR Rythu Bharosa, aimed at utilizing the available groundwater resources for the improvement of livelihoods of the farmers and thereby improve the GSDP under primary sector.
2. Under the programme of “YSR Rythu Bharosa”, it is proposed to provide drilling of bore-wells at free of cost to the needy farmers who cannot afford and are in the permissible areas of drilling and it will be taken up in all the areas having ground water potential and limited irrigational facilities with an aim to irrigate every acre of available land. This programme essentially focus on utilization of available ground water resources and to promote conjunctive use of surface water and groundwater duly adhering to the norms mentioned under AP Water,Land and Tree Act (APWALTA)- 2002.
The Commissioner, PR&RD in the reference read above has stated that the Hon’ble Chief Minister during several review meetings has instructed to devise a Scheme for drilling of borewells with free of cost to the needy farmers with an aim to irrigate every acre of arable land duly procuring 200 rigs @ one rig per Assembly Constituency and additional one rig per Parliamentary Constituency under “YSR Rythu Bharosa” Scheme and proposed to be placed at Constituency Head Quarters.
Further, the Commissioner, PR&RD has stated that in order to meet the agricultural bore-well drilling requirements for the State of Andhra Pradesh, it is proposed to invite tenders from eligible vendors to undertake design, manufacture, supply, commissioning operations, maintenance and buy back of borewell drilling rigs as per the requirement, and submitted proposals to the Government for procurement of 200 rigs for drilling of free Bore-wells @ one rig per Assembly Constituency and additional one rig per Parliamentary Constituency under “YSR Rythu Bharosa” Scheme.
Accordingly, the Government after careful examination of the matter hereby agree the proposal of the Commissioner, PR&RD in the reference read above for procurement of 200 rigs @ one Rig for each Assembly Constituency and additional one Rig for Parliamentary Constituency for drilling of bore-wells at free of cost to needy eligible farmers with an aim to irrigate every acre of arable land under ‘YSR Rythu Bharosa’ duly devising a robust system to procure, maintain, operate and buy back of the rigs.
Further guidelines and modalities for implementation of the Scheme will be issued separately.
The Commissioner, PR&RD shall take necessary further action in the matter immediately.
In pursuance of the Budget Release Order issued in the, Government hereby accord administrative sanction to the Special Commissioner of Agriculture, A.P., Guntur, for an amount of Rs.55,10,00,00,000 /- (Rupees Five thousand five hundred ten crore) from the BE provision 2019-20 in relaxation of quarterly regulation towards meeting the expenditure under YSR Rythu Bharosa Scheme, duly permitting him to adjust the amount to the Bank Account opened by RTGS only to the extent of actual requirement to facilitate DBT through AEPS (Aadhar Enabled Payment System).

In the circumstances reported by the Special Commissioner of Agriculture, A.P., Guntur, in the letter 2nd read above and after careful examination of the matter, the Government, hereby, issue the following amendments to the G.O.Ms.No. 96, Agriculture & Cooperation (Agri.II) Department, dt.19.09.2019 1st read above:
AMENDMENTS
a) The following paragraph shall be substituted to para 3(1) Scheme Objective:
The Government of Andhra Pradesh is implementing “YSR Rythu Bharosa” from October 15th, 2019 for providing financial assistance to the farmer families, including tenant farmers across the State @ Rs.13,500/- per farmer family, per year, to support the cultivators in meeting the investment during the crop season witha view to enable them to timely sourcing of quality inputs and services for higher crop productivity.
b) The following points shall be substituted to para 3(2) Benefits under the Scheme:
The land owning farmer families who collectively own cultivable land irrespective of size of land holdings will be provided a benefit of Rs.13,500/- per year per family duly including Rs.6,000/- from the Government of India under PM-KISAN in three installments. The existing validated landownership database will be used for identification of beneficiaries under this category of the Scheme.
The benefit of Rs.13,500/- will be extended to the eligible land owner farmer in 3 installments as detailed below; ¾ 1st instalment @Rs.7500/- during the month of May (including Rs.2000/- from PM-KISAN) ¾ 2nd instalment @Rs.4000/- during the month of October (including Rs.2000/- from PM-KISAN) ¾ 3rd instalment @Rs.2000/- during the month of January (Exclusively of PM-KISAN scheme).
Financial assistance will also be provided to landless tenant farmers & ROFR Cultivators belonging to SC, ST, BC, Minority categories in the State @13,500/-, per year, from the budget of the Government of Andhra Pradesh.
For Landless Tenant farmers including ROFR Cultivators, the benefit of Rs.13,500/- will be extended in 3 instalments from the State Government budget as detailed below; ¾ 1st instalment @Rs.7500/- during the month of May. ¾ 2nd instalment @Rs.4000/- during the month of October. ¾ 3rd instalment @Rs. 2000/- during the month of January.
c) The following point shall be substituted to para-3(4)(ii) Exclusions:
ii) Farmers and their family members who are holding the constituency post as (Ex) & Present Ministers, MPs, MLAs & MLCs only are excluded for the benefit under “YSR Rythu Bharosa” and all other people representatives are eligible under the scheme.
d) The following points shall be added as G & H to para-3(4)
Exclusions:
G) If any unmarried child of a farmer is a Government employee or income tax assesse, that will not make the farmer ineligible under this scheme provided he or she does not come under any of the exclusion category.
H) In case of death cases, the financial benefit will be provided to the spouse of the deceased person. However, from the next year onwards the financial assistance will go to the legal heir, as per the mutations done in the web land.
