The Andhra Pradesh Village Revenue Officers Service Rules – Amendment

Government have framed rules regulating the service conditions of Village Revenue Officers in the state. Certain amendments were made to the said rules vide G.Os. As per Rule 12 (ii) (b) of the said rules, every person appointed as Village Revenue Officer shall pass the test of Village sanitation or any other test which the Government may declare to be equivalent thereto: within a period of two years from the date of appointment.

It has been brought to the notice of the Government that as per Section 45 (1) (iv) of the of Andhra Pradesh Panchayat Raj Act, 1994, cleaning of streets, the removal of rubbish heaps, jungle growth and prickly pear, the filling in of the disused wells, insanitary ponds, pools, ditches, pits or hollows and other improvements of sanitary condition of the village is the duty of the Gram Panchayat. In view of the above the duty of Village Sanitation was assigned to the Panchayat Secretary in the job chart issued vide G.O.Ms.No.4, PR&RD (Mdl.II) Dept., dated 07.01.2012. Hence the duty of undertaking village sanitation vests with the Panchayat Raj Department as per the Andhra Pradesh Panchayt Raj Act itself.

In view of the above, Government, after careful examination of the matter, have decided to amend rule 12 (ii) of the Andhra Pradsh Village Revenue Officer Service Rules, by omitting “the test of Village sanitation or any other test which the Government may declare to be equivalent thereto:” prescribed for the post of Village Revenue Officers.

Accordingly, the following notification will be published in the Andhra Pradesh Gazette issue 22nd November, 2012.


In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Andhra Pradesh hereby makes the following amendment to the Andhra Pradesh Village Revenue Officers Service Rules issued in G.O.Ms.No.39, Revenue (VA) Department, dated
11.01.2008 and published in part-I Extraordinary issue of the Andhra Pradesh Gazette dated 11th March, 2008, as subsequently amended from time to time.

In rule 12 of the said rules, in sub-rule (ii) clause (b) shall be omitted and clauses (c) and (d) shall be re-numbered as clauses (b) and (c) respectively.
