Special Officers for monitoring the implementation of Flagship programmes


In supersession of the orders issued on the subject, the following officers are appointed as Special Officers for the Districts mentioned against their names for the purpose of monitoring / review of various development / welfare / flagship programmes of the Government and disaster preparedness of Districts and supervising rescue, relief and rehabilitation measures in the event of natural calamities / disasters:

 The   Special   Officers   shall   undertake   the   following   functions   /activities:

i)      Visit the assigned district, once a month subject to exigencies of work, to ensure that the District Officers prepare their Annual Performance Plan covering all flagship programmes / schemes of Government, drilldown the AAP to Mandal and village-level targets, effectively implement and monitor performance / achievement, and send reports to Government every month online;

ii)    Undertake field visit at random to ascertain the implementation status of programmes / schemes / projects and send brief report to the concerned Special Chief Secretaries / Principal Secretaries / Secretaries with copy marked to Chief Secretary highlighting issues to be addressed at Government level, if any;

iii)   Review the disaster preparedness of districts, supervise rescue / relief / rehabilitation measures and coordinate with Commissioner (Disaster Management) / Secretary (Political), NDMA / NDRF and other authorities in the event of natural calamities / disasters and submit report to the Government promptly for suitable action;

iv)    Participate in monthly / periodical meetings held by Chief Secretary with Special Chief Secretaries / Principal Secretaries / Secretaries and present observations regarding the implementation of development and welfare programmes of the Government in districts; and

v)     Bring  to  the  notice  of  the  Government  the  best  practices  followed  in District for promoting e-Governance / Good Governance and ensuring that the programmes of the Government converge and reach the people, especially the weaker sections of the society.  Such practices need to be documented for replication across the State.
