Selection of beneficiaries for patients on ART – Amendment


Operational Guidelines were issued for Sanction of Pensions to “Patients on ART” in the State. According to Sub paras 2&3 of Item I of para 4, the person will make an application for sanction of pension and enclose along with it, a copy of his/her White Ration Card/Arogyasri Health Card; a copy of the Green Slip issued by the ART Centre and a copy of the identity card issued by the AP State AIDS Control Society (APSACS), Hyderabad and that there would be a committee at district level, consisting of Project Director , DRDA, the Superintendent of the Hospital and the Medical Officer of the ART centre to scrutinize the application received and to recommend to the District Collector all those which satisfy the eligibility norms.

The Chief Executive Officer, SERP, Hyderabad has requested for orders on:-

(a) Exemption of possessing white ration cards for sanction of pensions to ART patients.
And

(b) Accepting the data received from the APSACS treating as authenticated data for sanction of pensions to ART patients.

3. It is also stated by the Chief Executive Officer, Society for Elimination of Rural Poverty, Hyderabad that pensioners proposed by APSACS with every month ART dose may be released pension and the ration card data (i.e, White card) BPL would be looked into by APSACS and requested to issue amendment to Part-I of the G.O.2nd read above

4. Government after careful examination of the matter, hereby issue the following amendment.

AMENDMENT

5. Sub paras 2&3 of Item I of para 4 of the G.O.2nd read above shall be substituted and read as follows:

The person will make an application for sanction of pension and enclose along with it, a copy of his/her Arogyasri Health Card; a copy of the Green Slip issued by the ART Centre and a copy of the identity card issued by the AP State AIDS Control Society (APSACS), Hyderabad(Photo of the applicant will be mandatory).

The data received from the APSACS shall be treated as authenticated data for sanction of pensions to ART patients and the pensioners proposed by APSACS with every month ART dose shall be released pensions and the ration card data (i.e., white card) BPL will be looked into by APSACS.

The above orders shall come into force with immediate effect.

The Chief Executive Officer, SERP shall take necessary action accordingly.

Health, Medical & Family Welfare (L.2) Department were issued orders sanction of pension @ of Rs.200/- P.M. to the HIV/AIDS Patients on ART (Anti Retroviral Therapy) Drugs who are having white ration cards duly following the modalities for evaluation of eligible AIDS patients and submit application in the format prescribed.

The Chief Executive Officer, SERP have reported that the guidelines issued by the H.M. & F.W Department have been examined and in view of the fact that patients on ART suffer a social stigma, it was felt necessary that mechanisms of identification, disbursement and proxy acquaintances constitute a departure from existing practices in Social Security Pensions and requested issue necessary guidelines for identification and disbursement of pensions to AIDS patients in the State.

Government after careful examination of the proposal of CEO, SERP, Hyderabad have decided to adopt the guidelines for identification and disbursement of pensions to AIDS patients in the State as detailed below:

I. Identification of eligible person

There are 31 centers in the State from where Anti Retro viral is administered to AIDS patients. Each centre has data about the persons on treatment with the following data elements.

1. Name of the person 2. Father / Husband’s Name 3. Residential address
4. Village / Town 5. Mandal 6. District 7. Age 8. Date of starting of ART treatment 9. ART Number

The person will make an application for sanction of pension and enclose along with it, a copy of his / her White Ration Card / Arogyasri Health Card; a copy of the Green Slip issued by the ART Centre and a copy of the identity card issued by the AP State AIDS Control Society, Hyderabad (Photo of the applicant will be mandatory).

There will be committee at district level, consisting of Project Director, DRDA, the Superintendent of the Hospital and the Medical Officer of the ART centre will scrutinize the application received and recommend to District Collector all those which satisfy the eligibility norms.

While conducting the scrutiny the committee will ensure the following:-
a. All persons on ART who are above 65 years of age will be covered only under Old Age Pensions scheme and not under this scheme.

b. All persons on ART, who are disabled (with over 40 % disability) will be covered only under Disabled Pensions scheme and not under this scheme.

c. All women on ART, who are widows, will be covered only under widow pension scheme and not under this scheme

d. Thus from the list of applicants, the three member committee will delete all those who are over 65 years of age, or disabled or widows.

e. On finalization of the list, the Committee will submit the list to District Collector, who after due scrutiny on the compliance with the G.O. and the guidelines, shall accord sanction for payment of Rs.200/- per month to the patients on ART.

f. After sanction, the Project Director, DRDA will arrange to get the list of sanctioned pensions uploaded into the Social Security Pensions Website.

g. A module called “Pension to patients on ART” will be added to the website. The data entry screen of this module will be so designed as to capture all the columns required by State Bank of India for the issue if Ezpay Card.

II. Issue of ATM / Ezpay Card to sanctioned pensioners

The State Bank of India has been using the Ezpay Card system for making post matric scholarship payment to students. Under this system, the account of the card holder is not opened at a branch but is opened centrally. The KYC norms apply to the Rural Development Department and not to the card holder. Ezpay Cards have all the functionality of ATM cards.
It is proposed to adopt this system to disburse pensions to Patients on ART also. The Social Security Pensions website will generate the data required by State Bank of India to issue the Ezpay Cards.
State Bank of India will issue these cards to the Rural Development Department, which in turn will send these cards to the DRDAs where the Project Directors will nominate a person to the ART centre to distribute the card and the PIN and obtain acknowledgement .
III. Disbursement of Pension

The funds for the scheme will be drawn from the PAO and put in a SB Account with State Bank of India at Hyderabad. The Social Security Pensions software will generate a e-pay order on the last day of every month and State Bank of India will arrange to credit the Account of the cardholders within 24 hours duly debiting the central account. Every month State Bank of India will provide an MIS of cardholders who have drawn the pension amount. If pension amount is not drawn for three months, the funds will be refunded by State Bank of India to Rural Development Central SB Account.

IV. Proxy Acquaintances
On the Social Security Pensions Website, the Project Director, DRDA will arrange to update every month, the list of pensioners who
have taken ART that month. If a pensioner does not come for ART for
three months, his pension payments will be withheld irrespective of whether the pension amount has been withdrawn using the Ezpay Card.

V. Disbursement of pension
It is also requested to communicate the data from which the disbursement of pensions to AIDS patients is to be affected.
