In exercise of the powers conferred by clause (e) of sub-section (2) of Section 3 of the Andhra Pradesh Districts (Formation) Act, 1974 ( Andhra Pradesh Act No.7 of 1974), the Governor of Andhra Pradesh, in the interest of better administration and after considering the objections / suggestions received thereon, do hereby notifies that, the name of Tadvai Mandal shall be substituted as specified in the following schedule as the same having been published in the Part-I Extra-Ordinary Issue of the Andhra Pradesh Gazette No.158, dated:28-02-2013 as required under sub-section (5) of Section 3 of the Andhra Pradesh Districts (Formation) Act,1974 ( Andhra Pradesh Act No.7 of 1974).

Sub:-District Administration–Warangal District –Request for naming Tadval Mandal as Sri Sammakka Saralamma Mandal – Report called for- Reg.

The attention of the Collector, Warangal District is invited to the reference cited wherein objections and suggestions were called for from the general public for altering the name of Tadvai Mandal of Warangal District as “Sammaka Saralamma Tadvai Mandal” through Collector, Warangal District. So far no report is received. He is therefore requested to furnish a detailed report on the objections and suggestions received from all persons residing within the Tadvai Mandal of Warangal District to Government for taking further action in the matter.
In this connection it is submitted that the subject matter of creation / bifurcation / alteration of boundaries / change of name of Mandals / Divisions / Districts in the State are governed by the A.P District Formation Act,1974 ( Act No.7 of 1974) read with rules issued thereon in G.O.Ms.No.605, Revenue (U) Department, dated 4-2-1984.
Sub-section (2 )of Section 3 of the A.P District Formation Act, 1974 (Act No.7 of 1974) is as follows :-
The Government may, in the interest of better administration and development of the areas, by notification from time to time, and with effect on and from such date as may be specified therein:-
(a) Form a new district, revenue division, mandal by separation of area from any district, revenue division, mandal or by uniting two or more districts, revenue divisions, mandals or parts thereof or by uniting any area to a district, revenue division, mandal or part thereof.
(b) increase the area of any district , revenue division and mandal
(c) diminish the area of any district , revenue division and mandal
(d) Alter the boundaries of any district , revenue division and mandal
(e) Alter the name of any district , revenue division and mandal
As per Rule 3 (2) of the AP District (Formation) Rules, 1984 issued in G.O.Ms.No.605, Revenue (U) Dept., dt.4-4-1984, with regard to any proposals for alteration of the name of the district, revenue division, mandal or a village regard shall be had among other matters to the following namely:
(i) Historical association, if, any of the existing name, with proposed change : an
(ii) the need for change of name if any propose

Submitted that Government have issued preliminary notification orders vide G.O.Rt.No.300, Revenue (DA) Department, dated: 26.02.2013 for altering the name of Tadvai Mandal as “Sammaka Saralamma Tadvai Mandal” and requested the District Collector, Warangal to furnish a detailed report on objections and suggestions received from all persons residing within the Tadvai Mandal of Warangal District for altering the name of Tadvai Mandal as “Sammaka Saralamma Tadvai Mandal”. But no report has been received so far from the Collector, Warangal. Even after four months no report has been received from the Collector, Warangal. Hence, he may be reminded in the matter.
Subject to orders a draft memo is submitted below for approval.
NOTE FOR CIRCULATION
The issue in this file relates to confirm the proposal for change of the name of Tadvai Mandal as “Sammaka Saralamma Tadvai Mandal” issued notification vide G.O.Rt.No.300, Revenue (DA) Department, Dated:26.02.2013 and to issue final notification accordingly.
The District Collector, Ananthapur in his letter dated 7.1.2013 has informed that Sri Anantha Venkatarami Reddy, Hon’ble M.P., Ananthapur Parliamentary Constituency, Ananthapur has presented a memorandum to the Hon’ble C.M. by marking of copy to the District Collector. In the memorandum, he has stated that the District Head quarter ‘Ananthapur’ is being called as ‘Ananthapuram’ since long time and during the British regime it was called as ‘Ananthapur’ as it is easy for their pronunciation and the same is continued for several years by the administration and that recently, the names of several towns in many States are changed the standing name and bring back the old names like Bombay as Mumbai., Madras as Chennai., Calcutta as Kolkatta and Orissa as Odisa. Finally, he has requested for change of District name from ‘Ananthapur’ to ‘Ananthapuram’
The District Collector has also stated that as per the A.P. District Gazetteers (1970 year edition) the District name mentioned as ‘Ananthapur’. Further this might have been occurred as the pronunciation of the District name as ‘Ananthapur’ by the majority of the rural population, who were illiterates.
The District Collector has also stated that the above proposal have been examined with reference to section 3 of the A.P. District (Formation) Act,1974 read with rule 3 of A.P. District (Formation) Rules, 1984 and it is proposed to change the name of the District from Ananthapur to Ananthapuram as it reflects the vernacularism of mother tongue and also by giving prominence to Telugu literature. The proposed name (Ananthapuram) also does not affect the geographical area and boundaries of the District.
Hence, the District Collector has requested to change the District’s name from ‘Ananthapur’ to ‘Ananthapuram’.
Accordingly orders in circulation to Hon’ble C.M. have been obtained on the proposal of the District Collector, Ananthapur for change of the name of ‘Ananthapur’ District as ‘Ananthapuram’.
Govt. vide G.O.Rt.No.176, Dated:31.01.2013 have issued a preliminary notification to change the District’s name from ‘Ananthapur’ to ‘Ananthapuram’ and requested the Commissioner of Printing, Stationery and Stores Purchase, A.P., Hyderabad to publish notification in English and Telugu in Extra-Ordinary issue of Andhra Pradesh Gazette, dated:02-02-2013.
The Collector, Ananthapur District was also requested to publish the preliminary notification in English and Telugu in the District Gazette for information of the public and give vide publicity as per Rule 4 of the A.P. Districts (Formation) Rules, 1984 calling for suggestions and objections from the people affected by the said notification and furnish the same to Government along with his remarks through Chief Commissioner of Land Administration, A.P., Hyderabad, after 30 days from the date of publication of the notification in the District Gazette .
The CCLA vide his letter dated 23.3.2013, while sending the report of the District Collector, Ananthapur has requested the Government to take appropriate action in the matter.
The District Collector, Anantapur has informed that, he issued preliminary notification in English and Telugu in the District Gazette and communicated the same to the Chief Executive Officer, Zilla Parishad, Ananthapur, Revenue Divisional Officer, Ananthapur, Dharmavaram and Penukonda and all the Tahsidars in the District for displaying the above District Gazette notification in their respective office notice boards for filing the suggestions and objections by the people affected by the above said notification. The above Officials were also displayed the said notification in their office notice boards.
The District Collector has further stated that, in response to the above notification the residents of Hymavathi Village of Amarapuram Mandal namely 1) Chinna Veeranna S/o. Karibasappa 2)Veerabhadrappa S/o.Nagappa and 3) Nagendra S/o. Ramachandra have suggested to mention the name of ‘Ananthapuramu’ instead of Ananthapuram in English. The District Collector has stated that the above suggestion has been examined and found that ‘Ananthapuramu’ District instead of Ananthapuram District is correct as per the pronunciation in English language and requested to change the existing name of the District as given below:

After orders are passed, the file may be circulated to Hon’ble C.M. through M(Revenue) to confirm the proposal for change of the name of ‘Ananthapur’ District as ‘Ananthapuram’ issued notification vide G.O.Rt.No.176, Rev (DA) Department, Dated:31.01.2013 and to issue final notification accordingly.
