Repairs to Diversion Tunnel Gates in Nagarjuna sagar Project


orders were issued constituting an expert committee for N.S.Project for examining the issue related to repairs to diversion tunnel gates – plugging diversion tunnel with the following composition of Members.

2.Chief Engineer, Nagarjunasagar Project, Member Convener
3..Sri K.V.Subba Rao, Chief Engineer (Retd.,) Member
4.Sri Routhu Sathya Narayana, Design Expert Member
5.Sri Kannaiah Naidu,Ex. Manager (Design) of TSP (Design Expert). Member
6.Sri G.S.Chowdary, Construction Expert  presently on the panel of DSRP, NSP. Member

7. Engineer-in-Chief. (Irrigation) Member
8. An Expert in Tunnels, nominated by  Professor & HoD of Mechanical Engineering, NIT, Warangal. Member

Chief Engineer, Nagarjunasagar Project, while enclosing the terms of references for the Expert Committee that was constituted vide G.O.Rt.No.489, I &CAD (IW.EA) Department, dated.20.05.2013, has furnished the proposals for payment and logistics to be paid to the Committee Members and also proposed the chargeable Head of Account for the above subject as “MH 4700 Capital Outlay on Major Irrigation – 01 Major Irrigation – Commercial -129 NSP – GH.03 Externally Aided Projects –SH.33 Dam Safety Works – 530 Major Works – 531 Other Expenditure”.

Government of Andhra Pradesh consider the above proposal. The terms of references for the Expert Committee and chargeable Head of Account

ANNEXURE

to G.O.Rt.No. 1082 IRRIGATION &CAD(IW.EA) DEPARTMENT,  DATED: 09.011.2013

TERMS OF REFERENCES FOR THE EXPERT COMMITTEE CONSTITUTED VIDE G.O.Rt.No.489, I & CAD ( IW.EA) DEPARTMENT, DATED:20.05.2013.

1.0   PREAMBLE

The Government in G.O.Rt.No.489, I & CAD ( IW.EA) Department, dated:20.05.2013, constituted an Expert Committee on repairs to diversion tunnel gates – plugging diversion tunnel of N.S.Dam.

2.0  SCOPE OF WORK

2.1  The Committee constituted is for the specific job for examining the plugging of diversion tunnel.

2.2 The Committee constituted above shall examine “Plugging Diversion tunnel of N.S.Dam” and furnish their report to the Government

2.3  The Expert Committee Members will examine the issue related to repairs to diversion tunnel gates – plugging diversion tunnel of Nagarjuna sagar Project and report within a time frame of two(2) months after receiving the approval of the Government for the terms of references for the expert Committee.

3.0  MEETINGS

3.1   The Expert Committee shall complete the job in one  sitting by inspecting the site and discuss the issues with the field engineers and among the members of the Committee and finalise the report.

3.2                    An advance Schedule of the meeting will be drawn up by the Chief Engineer, N.S.P. in consultation with the Chairman and the Chief Engineer, N.S.P will be the Convener of the Committee.

4.0  Support Service

4.1   The Chief Engineer, N.S.P will make available the field Engineers to respond to the Queries of the Committee.

4.2              The Chief Engineer, N.S.P will provide clerical & Typing Services for the preparation of the Expert Committee Report.

5.0        Reporting The Expert Committee will prepare the Final report and the signed copy of the report by all the Members will be presented by the Chairman to the Government of the Andhra Pradesh.

6.0  Terms of Payments and Logistics

6.1 The terms of payments and the logistics to the members of  Expert Committee are as under:

6.1.1 Retired members/ Construction Expert and Expert nominated by professor & HOD of Mechanical Engineering,  NIT, Warangal will be paid a fee of Rs.4000/- (Rupees Four Thousand only) for every day spent on works including the day spent in travel for the work. The basis for payment will be the dairy of the members as certified by him.

6.1.2  Each Member will be allowed traveling allowance for journeys connected with the work  at the rates admissible to the rank of the Secretary to the Government of Andhra Pradesh. Daily allowance will also be admissible as per prevalent rules of Government of Andhra Pradesh at the highest prevalent rates admissible to the Secretary to Government of Andhra Pradesh at the time of the journeys/work. However, members shall not be entitled to travel by personal conveyance.

6.13  The Head quarter of a member will be treated as his place of residence.

6.2 The Chief Engineer, Nagarjunasagar Project will be  the controlling officer for the purpose of fees , traveling allowances and other expenditure etc, of the Expert Committee.

6.3 The Expenditure on Traveling Allowances, Fees, Charges, on account of Committee shall be debited to Head of Account “MH 4700 Capital Outlay on Major Irrigation – 01 Major Irrigation – Commercial -129 NSP – GH.03 Externally Aided Projects –SH.33 Dam Safety Works – 530 Major Works – 531 Other Expenditure”.
